CC 2015-12-08_9e Award Contract Lift Station 1 Pipe Repair MEMORANDUM TO: CITY COUNCIL FROM: GEOFF ENGLISH, PUBLIC WORKS DIRECTOR BY: SHANE TAYLOR, UTILITIES MANAGER SUBJECT: CONSIDERATION OF AN AWARD OF CONTRACT TO MAIN LINE ENGINEERING FOR CONSTRUCTION OF THE SEWER LIFT STATION NO. 1 PIPE REPAIR PROJECT, PW 2015-12 DATE: DECEMBER 8, 2015 RECOMMENDATION: It is recommended the City Council: 1. Award a contract for the Sewer Lift Station No. 1 Pipe Repair project to Main Line Engineering in the amount of $47,500; 2. Authorize the City Manager to approve change orders for 10% of the contract amount, $4,750 for unanticipated costs during the construction phase of the project (total construction costs = $47,500 + $4,750 = $52,250); and 3. Direct the City Clerk to file a Notice of Exemption. IMPACT ON FINANCIAL AND PERSONNEL RESOURCES: The current 2015/16 Capital Improvement Program Budget includes $75,000 for the subject project. The engineer’s estimate for the project was $55,000. It is estimated that the total cost of the project including design, construction inspection, testing, and contingencies will be $71,000. BACKGROUND: The project involves the repair of an 8-foot section of 8-inch lined vitrified clay sewer pipe located adjacent to Sewer Lift Station No. 1. A constriction in the pipe is restricting flow and has limited staff’s ability to perform line cleaning operations. As a result, multiple sanitary sewer back-ups have occurred. The condition of the pipe caused staff to initiate a capital improvement project to complete the necessary repairs. Item 9.e. - Page 1 CITY COUNCIL CONSIDERATION OF AN AWARD OF CONTRACT TO MAIN LINE ENGINEERING FOR CONSTRUCTION OF THE SEWER LIFT STATION NO. 1 PIPE REPAIR PROJECT, PW 2015-12 DECEMBER 8, 2015 PAGE 2 ANALYSIS OF ISSUES: Restrictions to flow within this pipe segment necessitate urgent repair to help prevent future sanitary sewer overflows at this location. Lift Station #1 is located adjacent to a retention basin at the corner of Oak Park Boulevard and West Branch Street. Overflows at this lift station may go directly into an environmentally sensitive riparian area, potentially resulting in fines. As a result, design plans for the repair were prepared and distributed for bid. On December 1, 2015, three bids were opened for the Sewer Lift Station No. 1 Pipe Repair project. The lowest bid, $47,500 from Main Line Engineering was deemed responsive and Main Line Engineering has been deemed a responsible bidder. Therefore, staff recommends award of a construction contract to Main Line Engineering accordingly. The contract time is 20 calendar days. Work is expected to be accomplished in January 2016. ALTERNATIVES: The following alternatives are provided for the Council’s consideration: 1. Approve staff’s recommendation to award a construction contract to Main Line Engineering for the Sewer Lift Station No. 1 Pipe Repair project; 2. Do not award a construction contract for the project; or 3. Provide direction to staff. ADVANTAGES: The clay sewer pipe is damaged, no longer functioning properly and must be repaired. The contractor’s bid price is below the Engineer’s Estimate. DISADVANTAGES: There are no disadvantages identified at this time. ENVIRONMENTAL REVIEW: The project is categorically exempt from CEQA pursuant to Section 15301(b). PUBLIC NOTIFICATION AND COMMENTS: The agenda was posted at City Hall on Thursday, December 3, 2015. The agenda and staff report were posted on the City’s website on Friday, December 4, 2015. No public comments were received as of the time of preparation of this report. Attachment: 1.
