~, the City of Arroyo Grande has received applications fran Grace
Bible Church for the adoption of a PD Rezone (PD Rezone Case No. 90-222) and a
Developnent plan (Development plan Case No. 90-03) on 10.8 acres; and
~, the City Council of the City of Arroyo Grande has reviewed the
draft Addendum Environmental Impact Report (EIR) for the Grace Bible Church
Project; and
~. the draft addendum EIR has been prepared and circulated pursuant
to the California Environmental Quality Act ("~"), the state ~ Guidelines,
and the city's Rules and Procedures for IlII'lementation of CBJI'< and the state CBJI'<
Guidelines; and
~, duly noticed public hearings were held by the Planning Catmission
of the City of Arroyo Grande on September 18. 1990, and October 2, 1990, at which
all interested persons were given the opportunity to be heard; and
~, a duly noticed public hearing was held by the City Council of the
City of Arroyo Grande on November 13, 1990, at which all interested persons were
given the opportunity to be heard; and
~, the draft Addendum EIR, relating to Grace Bible Church and
responses to the concerns raised during the review period and at the public
hearing. were prepared pursuant to ~, the State ~ Guidelines, and the
City's Rules and Procedures; and
wmm:AS, the City Council makes the following findings of fact:
l. Based on the information set forth in the EIR, 1\ddenda. and in the
statement of Significant Environmental Effects and Mitigation
Measures, attached to the Resolution for approval as AttaclJnent A
and incorporated herein by reference, the Agency fiJlds and
determines that changes or aI terations have been required in, or
incorporated into, the project which avoid or substantially lessen
the adverse environmental effects identified in the EIR for (i)
Traffic and Circulation; (ii) Water Resources; and (iii) Visual
Aesthetics.
2. No additional adverse impacts will have a significant effect or
resul t in a substantial or potentially substantially adverse change
in the environment as a result of the proposed Planned DevelO);11lE!llt
rezoning, Specific Developnent Plan and Architectural Review.
3. The City Council finds and determines that all significant
environmental effects identified in the EIR and 1\ddenda have been
reduced to an acceptable level in. that all significant environmental
effects that can be feasibly avoided have been eliminated or
substantially lessened as determined through the findings set forth
in paragraphs D(1) and (2) above.

contained in the draft addendun EIR, original EIR and previous addenda for the
Grace Bible Church Project.

1- The City Council certifies that the Environmental Inpsct Report for

STA'.I'EMENI' OF SIGNIFICANT mvI~
EFFECTS AND MITIGATICfi MEASURES
BACKGROOND
The California Environmental Quality Act (CEQA) and the state CEQA Guidelines
promulgated pursuant thereto provide:
"No public agency shall approve or carry out a project for which an
Environmental Impact Report has been canpleted and which identifies
one or more significant environmental effects of the project unless
the public agency makes one or more ~ritten findings for each of
those significant effects, accarpanied by a brief explanation of the
rational for each finding."
(Section 15091)
The City Council of the City of Arroyo Grande (the "City") propose to approve the
Grace Bible Church Project (Planned Development Rezone Case No. 90-222, Specific
Developnent Plan 90-03, Architectural Review Case No. 89-427). Because the
proposed action constitutes an action under CEQA and the CEQA Guidelines, the
City has prepared an addendum to the Environmental Impact Report (EIR) for the
Halcyon Hills Subdivision. The addendum ErR identified certain significant
effects that may occur as a resul t of this project. Further, the City has
determined that the Addendum EIR is canplete and has been prepared in accordance
with CEQA and the CEQA Guidelines and the "City of Arroyo Grande Rules and
Procedures for the Implementation of the California Environmental Quality Act".
I. TRAFFIC AND CIRaJIATICIf
A. Effect: The proposed project will create an incremental addition to
traffic congestion at the Highway 101/Brisco Road interchange during
the sunday mid-day peak hour and the tuesday PM peak hour. The
Church may also have insufficient parking when the sanctuary is
remodeled to seat 799 persons.
B. Mitiqation: The following mitigation measures are reccmnended in
the addendum EIR.
l. Until the Highway 101/Brisco Road interchange is
reconstructed, the church shall:
a. Schedule its activities so that no more than 25 vehicles
rarain in its parking lot at 11:50 A.M. on slU1days, with
the exception of Easter and Christmas; and
b. Canbine the tuesday afternoon AWANA youth program with
the evening program which takes pi ace between 6: 30 and
8:30 P.M.; or
c. As an alternative to rescheduling services the church
could pay a traffic mitigation fee of $2656 per peak
hour trip on the backbone traffic system.

2. To mitigate parking the church shall provide a total of 462
parking spaces at such time as the sanctuary is remodeled to
seat 799 persons.
C. Findinq: Changes or alterations have been required in, or
incorporated into, the project which avoid or substantially lessen
the environmental effect as identified in the Final Addendum EIR.
D. statement of Facts: Some turning movements for the Highway
101/Brisco Road interchange currently function at or below level of
service C in the peak hour. As proposed the church would adversely
effect the interchange by increasing traffic at the peak hour on
sundays and tuesdays. The proposed mitigation measures eliminate
this impact through reschedul ing of church acti vi ties so as to avoid
the peak hours. The level of service for the Highway 101/Brisco
Road interchange irrproves to or above level of service C in the non
peak hours. The al ternate mitigation measure of providing a traffic
mitigation fee would mitigate the impact through providing a fair
share of funds for reconstruction of the interchange.
The original design for the remodeled sanctuary did not have
adequate parking to serve the facility. Mitigation measure No. 2
above insures that adequate parking will be provided, thus
mitigating any irrpacts.
II. WATER RESOORCES
A. Effect: Development of the proposed project wi 11 resul t in a
reduction of danestic water supplies. The City has existing
resources which provide the City with 3492 acre-feet of water per
year. This resource is sufficient to support a population of
approximately 16,400. The City's General Plan projects a buildout
population of 17,011 which results in a water shortfall of
approximately 600 acre-feet per year. It is estimated that this
project will require between 3.2 and 4.2 acre-feet per year of water
after the landscaping is established and as the church grows. thus
the project will result in a 3.2 to 4.2 acre-foot per year reduction
in City water supplies.
B. Mitigation: The following mitigation measures are recommended in
the addendum EIR:
1. All construction shall utilize fixtures and designs which
minimize water usage. Such fixtures and designs shall
include, but are not limited to, low flow shower heads, water
saving toilets, instant water heaters or hot water
recirculating systems, drip irrigation with drought tolerant
landscaping and so forth.
2. Prior to final occupancy of any structure, all water
conserving designs or fixtures shall be installed.
3. All landscaping shall be consistent with water conservation
practices incl uding the use of drip irrigation, mulch, gravel,
and bark. To the greatest extent possible, lawn areas and
areas requiring spray irrigation shall be minimized.

4. The applicant shall provide for review and approval by the
city Council, an individual water program which will propose
~tigating measures to neutralize projected water demand for
the project. The approved program must be ilT1?lemented prior
to issuance of building pe~ts.
C. Finding: Changes or alterations have been required in, or
incorporated into, the project which avoid or substantially lessen
the environmental effect as identified in the Final Addendum EIR.
D. statement of Facts: Mitigation measures 1 through 3 require project
redesigns which will decrease the estimated water usage for this
project. Mitigation measure 4 requires the applicant to neutralize
the projected water den>and for the project. This can be
accanpl ished through retrofitting, drought tolerant landscaping,
rainwater recovery, or other methods to save water. the decrease in
wa ter usage and neutralization will result in the project not
ilT1?acting domestic water supplies.
III. VISUAL AFSlHETICS
A. Effect: The Grace Bible Church facility will canprise 42,047
square feet on a 10.8 acre site at the southwest corner of James Way
and Rodeo Drive. The proposed sanctuary structure is 45 feet high
with a 36 foot high cross on top, for a total height of 81 feet.
The height and mass of the structure will have an aesthetic ilT1?act
on the surrounding residential properties through the reduction of
views and reduction in the quality of views.
B. Mitigation: The following ~tigation measures are recommended in
the addendum ErR:
1. The applicant shall reduce the overall height of the proposed
structure (cross plus sanctuary) from 81 feet to 45 feet.
This will bring the top of the proposed structure below the
horizon line at a number of perspectives (Avenida De Diamante,
Collado Corte, Spanish Moss Lane) and reduce the visual ilT1?act
of the structure in all surrounding areas. This can be
accanplished by reducing the height of the entire structure or
by simply removing the cross.
2. The applicant shall incorporate strict earth-tone colors into
all exterior treatments and use the brown exterior roofing
material in strict accordance with the subnitted plans. Also,
use nonreflective glass and framing materials for the proposed
skylights.
3. The applicant shall plant all landscaping in strict accordance
wi th the landscape plan subnitted with the project plans
(except as modi tied by these cendi tions ) including the
diameter, location, quanti ty I type and positioning of all
trees shown on the plan.

4. One or rrore of the following measures may be incorporated into
the sanctuary design to break up the large expanse of roof
fram overhang to center point:
a. Use a step and vegetation filled trellis at rrddpoint
between overhang and center point.
b. Incorporate well maintained roof gardens into the
project design.
c. Use a stepped roof or double roof design and use
textured roofing materials.
d. Incorporate dormer or recessed windows into the roof.
e. Reduce roof area through redesign of the sanctuary
(reduce square footage).
C. Finding: Changes or alterations have been required in, or
incorporated into, the project which avoid or substantially lessen
the environmental effect as identified in the Final Addendum EIR.
D. statement of Facts: The aesthetic impacts can be mitigated through
the reduction in height of the structure and the incorporation of
design features which break up the mass of the roof. These
alterations will 1 essen the effect of the reduction in view and
reduction in the quality of views to an insignificant level.
