The applicant is in agreement of the following condition of approval regarding after -
hours parking on the project site for residents of the adjacent Walnut Grove
development. If the Council chooses, the proposed resolution may be amended to
include this provision.
Condition No. 133. Prior to issuance of a building permit, the applicant shall submit a
Shared Parking Agreement for the provision of after -hours parking on the project site for
residents of the adjacent Walnut Grove development to the Community Development
Department for review and approval by the Community Development Director and the
City Attorney. The Shared Parking Agreement provisions shall include:
a) The Walnut Grove HOA shall submit requests to use parking spaces for
overnight parking to the subject property owner.
b) The Walnut Grove HOA must provide proof of residency for each request and the
resident must execute an agreed upon statement that protects the property
owner from any /all claims.
c) Upon receipt of the request and copy of the required documents the property
owner will issue a parking sticker that must be visible at all times when the car is
on the property.
d) Residents parking on the project site is restricted to the hours of 6 PM to 7:30
AM.
e) Any cars on the property before 6PM of after 7:30 AM are subject to towing at the
owner's expense.
Additionally, the applicant provided the Council with the attached correspondence
regarding calculation of traffic peak -hour trips, parking and a proposed shared parking
agreement.

In response to your inquiry regarding the number of peak trips generated by the project at the Fair
Oaks/Woodland Drive intersection and the Fair Oaks /Project Driveway, the traffic engineer assumed a worst
case scenario for ALL of the project traffic at each of these points. I am attaching an additional exhibit he
provided late yesterday to clarify his analysis. Additionally, he will be at the meeting tonight for any further
questions you might have.
I have also attached a brief analysis of the combined parking impacts for the existing hospital plus the proposed
project. This exhibit shows that the hospital's plan to relocate their Physical Therapy department to a new lease
space across Halcyon Road plus the eight surplus parking spaces on the subject parcel will result in 22 new
spaces available to the combined project/hospital "campus ".
Lastly, the project owner is willing to enter into an agreement that will allow the residents of the condominiums
across Woodland Drive to park overnight in the project parking lot. This offer is in recognition that two to four
street parking spaces will be removed for the proposed driveways on Woodland Drive.

• Existing hospital services do not have adequate interior space for the both inpatient and outpatient care
• Solution is to relocate a portion of existing outpatient services off of the. hospital site
• Community needs outpatient infusion services currently unavailable without travel to Santa Maria or SLO
• Proposed new building provides 8 spaces more than municipal code requires.
• Proposed new building includes substantial "Concourse" areas on each floor that does not actually add
any additional patients and /or staff to the demand for parking.
