I am a resident of Arroyo Grande. I am writing to convey my support of opening the closed
Freeway ramp at Brisco road. I would like to see the ramp reopened because it is easier from
where I live to get on the freeway there. I think most people are intelligent enough to navigate
it.

I live in the Halcyan community and would prefer to seethe Briscoe ramps permanently closed. The
traffic flow under the bridge is now manageable. The use of the alternate on /off ramps are not a
significant burden.

Hello,
Thank you for listening to the public about the Brisco highway 101 ramps,
I use Brisco on a regular basis to visit the A.G. library and Trader Joe's. Driving has been SO
much easier on Brisco without the highway ramp traffic.
There is no real need for the Brisco exit/entrance ramps as there is the Grand Avenue access just
south and the Oak Park ramps just north. That may cause some "double back" driving, but it is
worth it to have smoother traffic..
Brisco Street traffic is also a lot less confusing without the ramp traffic. The confusion the ramp
traffic caused (since it's such a short, tiny space for them to maneuver onto Brisco, and then onto
West Branch) is now gone so traffic moves more quickly as well. And doesn't everyone want t
get to where they are going more smoothly and quickly? Yes!
Please don't bring back the ramp traffic. This is an enormous opportunity to keep traffic running
more smoothly in this area.

I live in Rancho Grande and have found that the current ramp closure has markedly improved traffic flow at Rancho
Parkway and West Branch as well as going under the freeway on Brisco. I have not noted any problems accessing
businesses at the Trader Joes shopping complex. I support closure of the ramp instead of the expensive roundabout
onto Rodeo.

I live on North Elm Street in Arroyo Grande and have been extremely happy to see the Brisco Rd closure. I am
hoping the northbound entrance to 101 will be permanently closed.
Traffic has improved tremendously, except for the daily school year traffic jam created by parents dropping off and
picking up children at Ocean View Elementary School. Those parents make travel from Brisco Road to North Elm
Street via Linda Drive impossible in the afternoon because they actually block off Linda Drive while waiting to get
into the school parking lot on Linda Drive.

I support closing the NB on/off ramps at Briscoe Road and improving the intersection of Camino Alcrcado /Hy 101,
The traffic has been much better since these have been closed.I live within a mile of thii Intcrsection. I strong[
oppose the roundabout at Rodeo (Alt.2) because it is complex, unsafe, and will lead to accidents. It's also way loo
expensive and a less desirable alternative for users.
The Grand Ave/101 projects should be a separate item of discussion and planning and will hopefully result in a
traffic light at West Branch to allow for a left turn into the Village.

Gmnd and Oak Park are enough.

The traffic continues to flow smoothly under the freeway at Brisco. Driving the short distance to other north or
south ramps is not a problem. Please keep the ramps closed to avoid the awful bottleneck that we experienced

I live on Via Bandolero and prefer that the ramps remain closed. The traffic flow has
improved not only at the underpass, but also along Rancho Parkway. There is reduced
congestion in both locations. I have noticed addition traffic at Camino Mercado, however, this
does not slow traffic.
It was not uncommon for traffic to be backed up to Rancho Parkway with a wait of 5 or 6,
maybe more lights to turn right, The mornings were particularly dangerous with the north
bound traffic running lights to reach the freeway. There was also considerable danger when
turning left onto Brisco from El Camino Real, drivers were often waiting in the intersection or
a momentary break in traffic.
My experience has shown that this is not only a matter of convenience, but also a safety issue.
Please ]seep the traffic flowing smoothly and the citizens of Arroyo Grande safe.

To whom it may concern,
I'd like my voice to be counted in lieu of any appearance at the next council meeting on the 23rd
of February at which time the decision of whether or not to reopen the ramps and choosing
from the two proposed alternative plans. Having owned a home near Hadoe Elementary when
the Walmart strip went in, I felt pained then at trying to get on the freeway as that was my direct
access and I could see problems brewing already before we had even the population increase
over the years. They tried playing with the lanes, adjusting the signals on the traffic lights, the
bottlenecking under that pass was inevitable. From the other direction on W. Branch the whole
right lane leading to the Brisco stop sign to turn right and either get on the ramp and on the
freeway or turn right and continue either straight or choose a lane fast cause you don't get much
time to choose which way lane to take to make sure you are in the correct one to go straight or
turn. Then the no turn on Red light came. I've watched and driven through this since the whole
Walmart shopping center came knowing this was going to be a problem. It should not take me
15 minutes to get onto the freeway when it takes me 15 minutes -20 to drive to SLO. I
understand it's an expensive undertaking and once a decision is made it's final. I understand we
don't even have the money needed to address either alternative, however, I feel very strongly the
council has had years now to contend with this and it's obviously come to a head and a
screeching halt literally, As much as I hate the swinging bridge in the village shut for repairs, but
understand there is a danger issue but honestly if I had to choose on behalf of the people's best
interest, as much as I love the "historic significance" and charm (and convenience) of that, I also
recognize that at the end of the day, people just want to be able to get back and forth from their
jobs their appointments without having to stress and allow for so much extra time. It becomes a
very frustrating experience and one that can't continue this way. My understanding is the once
those ramps open they will never be dosed again (because of the expease). That being said I
think we probably don't have much of a choice due to constraints on our economy I would opt
for tlltemative 1

The flow has improved materially since you closed the off an on ramps to the
freeway.
We hope that you will keep those ramps closed so that the high volume of traffic
that goes to the two shopping malls, St. Pat's and the library can enjoy less
congested trips.

I have lived on Via Bandolero since before Walmart shopping center and the Brisco exchange. There was outrage
over the Walmart center and it's been nothing but a blessing since its opening and with it being one of two food
supplies in Arroyo Grande. The Brisco ramps went in with no fanfare and it's been a snarl, with traffic congestion,
and , in general, a mess for years.
Like everything in today's society and government, where is the common sense?

Being a Ilfelong resident of Arroyo Grande I have observed many changes in traffic flow over the
years in Arroyo Grande. I am very disappointed with the ongoing close of the Brisco on and off
ramps. It appears as though the city hasjust moved the problems around to other locations in
addition to the Brisco underpass.
Arroyo Grande has four off ramps on the 101 northbound (Traffic Way, Grand Ave, Brisco and Oak
Park (at Papers). It doesn't seem prudent keeping one fourth of your off ramps closed without
creating traffic issues and an adverse effect on businesses. We only have three onramps and now
the city has chosen to keep one third of those closed.
The issues I have experienced is a backup of traffic onto the freeway when trying to exit at Grande
and the Oak Park exits which create a very dangerous situation on trying to exit the 101 and backing
up onto the 101. The intersections at Grand /101/Traffic Way /Branch can often be very congested
thus sometimes waiting for as many as two or three light changes at certain times of the day. The
intersection on Grand by McDonalds can be a real issue with all the traffic coming to orfrom the
101. It seems as though you have created an intersection that now needs a traffic light.
As far as economic effects I believe the closures of Brisco creates an issue of those passing by on 101
to use the Walmart%frader Joe business locations. I employee 12 people that work mainly In the
field and whereby we used to meet In business located in those areas we now meet in Pismo which
is much easierto access.
I had used the Brisco ramps and underpass almost daily and while there were times of the day It was
congested there was a lot of time that wasn't bad at all.
I would urge the city to reopen the Brisco ramps while they work on improvements. I don't really
see a down side to the reopening in that traffic seemed to follow better before the close, I think the
test has run way too long.
