The majority felt the traffic runs smoother without the on and off ramp at Brisco Road.
Several mentioned it was problematic to give directions to their business
Some mentioned how dangerous the off ramp at Grand Avenue is with traffic backed up onto
the freeway.
This led to several comments about how Oak Park is affected with more traffic and congestion

It has been problematic to give directions for customers arriving via Northbound on 101, without an
easy exit to access Brisco Road and El Camino Real, also for customers leaving our facility to go
Northbound on 101.
As a homeowner, living near Harloe Elemetary and Elm street it has been difficult and takes much
longer to get on the freeway going North not having Brisco Road on ramp.

The Brisco Road and El Camino Real intersection is very bdangerous with our without the
closure. There should be left lane turning arrows, not just yield to oncoming traffic, especially during

Hi Judith,
Thank you for your email in regards to the Brisco Rd. off ramp test closure. In response,
I have just found that the closure is inconvenient and would prefer that it not be to be
extended. Several times I have had to re -route and since it is directly in the center of
town and most commonly used for accessing those nearby businesses, it just makes it
difficult. With that being said, if extending the closure promotes more safety and easier
access in the long run then I feel its worth the wait. I just hope it is not having a
negative impact on near by business owners.

intersection too busy and somewhat confusing. I think it is better with the on-off ramps closed, The Oak Park ramp

In response to the questions:
1. At first I thought the closure would be a problem for me, but I've discovered that it's much easier to get
through that intersection and under the freeway now.
2. Yes, extend the closure. I don't see a need anymore for exiting or getting on the freeway in that location with
all the grid lock it created while it was open.

We feel this has been the best solution for this horribly frustrating intersection, and a very long time
coming. The exit and entrance to the 101 should be closed permanently for the betterment of traffic flow and
safety. Also, we haven't seen any negative affects to Grande Ave as was mentioned in other information about
the closure and we travel that way all the time as we live in the Village area.

Closure has affected me negatively very minimally. I generally would use the off ramp to go to Chamber
meetings and to Trader Joe's and Walmart to do some shopping but have found the traffic is not as congested in
that area as it used to be so |t seems to be a more positive experience even though | had to find alternate
routes.

better to keep it closed and perhaps eventually create an alternative on and off ramp.

Hello Judith,
One thing for sure, when they closed Brisco Rd exit.our store traffic completely stopped. We have had to add
signage and other things to try and improve it.
Also,many times when taking to Grand Ave. exit, it backs up on the freeway. This scares the Hell out of me!
When the gas company starts to replace the gas line down Grand Ave.,which is soon, this will create an
additional problem.
My desire would be to reopen Brisco Rd. for all concerned.

When I exit on Grand Ave every morning, sometimes I feel like on coming traffic is going to rear end me because there's
along wait at the Grand Ave light. Some mornings I have to pass up the Grand exit because traffic is backed up at the light
that I rather be safe and exit Oak Park, and that adds a good 5 -10 minutes to my commute to loop all the way around.
I have 3 other coworkers that feel the same way.

Thank you for sending this email for input! The closure greatly affects me and my family. It is our primary on
and off ramp for north bound travel. I will concede that the Oak Park on/off ramp is mostly sufficient, however,
for me and my family it is inconvenient. The intersection does need to be addressed one way or another as it is
usually very chaotic.
My vote would be to open it back up, but find a way to fix the over all traffic flow. If that is just not possible,
then perhaps the best solution for optimal traffic flow through those intersection is to just keep it closed
indefinitely.

The closure has helped the traffic flow tremendously through the Brisco intersection. However, the Grand Ave exit has
also been tremendously affected because of this. The Grand Ave exit needs to be lengthened in order to keep the traffic
from backing into the freeway. It is only a matter of time before someone is not paying enough attention and causes a
fatal accident.

Thank you for your inquiry, as for myself, | commute from Orcutt to Pismo for work so during the day it doesn't affect
meatall. However there are times either in the evening or weekends that I come to the center and would normally
take the Brisco off ramp and with it being closed, it's just not as convenient having to go to the next off ramp to get
there, but it would not dissuade me from doing soto get tu the center, Should itbe extended, | wouldn't think so,
seems they should have gathered the info. needed in regards to the project bynnvv.

T work 0D Grand Ave and live ' Oaks subdivision. This requires Dlet0 travel through
the Brsc0Road underpass daily, many times more than once. The closure has been 8
wonderful relief from the hassle we used f0 experience while drive through the
underpass. There are NO negative effects. The traffic Hon, from the cemetery side through to
Branch is nn»,k smoother, rarely is there any kind nf delay now that the signal that stopped
traffic 8[ the on/off ramps has been eliminated.

The alternative plans that have been proposed for realigning the on/off ramps make no sense to

of millions of dollars on the new traffic system when what we have now is working extremely
well. It's a waste of taxpayer money!

1. Once I got used to it, it was not negatively impacted me. In fact, it has been a positive impact. It's just as easy
if not easier accessing the 101 from Grand and it is much easier traveling to the businesses on E. Branch.
2. Yes, I think the closure should be permanent.
3. I would not favor spending the kind of money that has been reported to close the ramps. Just keep them
blocked and remove the applicable on ramp and exit directional signs. Have Caltrans remove them from its
database so GPS systems will adjust accordingly.

Moderate. However, 1 notice the Grand Ave and Oak Park exits have much heavier traffic flow as a result of the
closure. And there's more residential traffic on Branch street going north of Grand Ave through north of the
Brisco Rd intersection.

Yes if the impact has been low to moderate for residents and businesses affected. If it has created a hardship, there
should be sufficient information to make a determination to continue or re -open.

Either way, the on /off ramps in the 5 cities and Pismo Beach area require re- design for regular resident traffic
flow. This is not just a tourist destination. The past few months there have been accidents several times a week
with commuter traffic through the area. The merge lanes, on /off ramps are not designed for the volume of
traffic. Brisco Road requires a redesign if it re -opens to prevent the bottleneck that occurs and confusion for out
of area drivers.

My answers to your questions:
1. It has added a minute ( ?) maybe to my commute north. I wouldn't count that as all that negative. It does make me
think about planning my approach from the south (do I get off at Grand or at the next exit ?) But again, that costs me
what, an extra minute to get where I'm going?
2. Not sure how to answer that. What is the point of having closed it?
Are they done studying the traffic patterns? Do they need more time? So I guess I don't have a good answer to that
question. I wonder how the closure has affected the businesses in the theater complex and the Trader Joes complex. If it
has had a significant negative effect on those businesses I would tell them to open it back up.
3. Last I remember Ken Dalebout was showing us at a Chamber Board meeting, two different proposals for that
intersection and off and on ramp location. I don't know what the next steps are. But if I'm remembering correctly the
Chamber had a preference between the proposals. So if now is the time to support one of the options, that would be
what I would say to the Council.

I think the closure of Brisco off ramps is not a good option. All of the options are expensive, however the impact tothe
overall community is significant with a closure. E Branch intersections near the current Shell station are going to be
impacted. The current test is not a good litmus test for the long term impact as A|bertson«/HaCgens has been dosed or
had reduced operating for the majority vf the closure period.

Judith,
We opened after the closure took effect so I personally don't have a comparison. I have heard from
other merchants in the center that sales were impacted by the closure — especially vocal was the
owner of Baja Fresh. We have found it hard to give directions to our Santa Maria clients coming from
the sout-i.
I don't think it should remain closed. As a consumer it's more hassle to get off and on 101 and it hi
not impacted the flow under 101 as much as I thought it would . I would encourage the council to
open it up again.

to St. Pat's and now I and most of the parents driving their child to school there must get off un Grand. That
intersection is now very backed up and crowded causing many close calls when trying toturn left onto Branch.

understand that the closure causes better flow under that bridge, but not sure if the bunch up at Branch is

Thank you SO much for asking! I have not had time to write in, and really wanted to.
1. it has definitely affected me negatively. I hate having to go around to Oak Park (which is way more crowded
now) to get on northbound. Especially when you see a perfectly fine on ramp right in front of you! Just
yesterday, the line on Oak Park to get on the freeway was like | have never seen it before. It was backed all the
way up the hill, which is a dangerous corner to be hacked up to. People can't see those stopped ahead.
2. 1 absolutely do not think the closure should be extended, nor does anyone I know.
3. I've never ever heard anyone complain about that intersection being too busy, to the point that something
needed to change. I used it multiple times a day, and never ever had a problem with the lane changes or waiting
too long. Never. Please re-open it! No changes are necessary. The whole project makes no sense to anyone I
have spoken to.

difficult, almost every day. |t has never been good, but now with the closure uf that ramp more people are
entering the freeway off Oak Park orthe 4 u street ramp. The 4t" street oncoming traffic combined with people
trying to exit on Price street is often problematic. This has always been a regular site ofaccidents. | often take
the long way to San Luis ( James way/Noyes to 227) not lately though due to construction. The only positive |
find are the trips to and from Trader ]oesetc.

Hi Judith,
Our business Elements Home Design Center has definitely been negatively impacted by the closure of Brisco
Road. The traffic has slowed way down. Our showroom doors open to Brisco Rd. Customers driving on Grand
Ave. tell us that they could not find us. The traffic moves to fast on Grand ave. to see where to turn on Brisco.
We are not visible from Grand Ave. Yes we have signs up. Our Santa Maria customers now need to exit at
Grand Ave. and drive a few miles to find us. They also have to pass a couple of our competitors. Our shipment
drivers now have a harder time finding us as the traffic on grand is fast and it is hard to slow down and and find
the turn for Brisco Rd. I would think that Grand Ave. will have more wear and tear on the roads as it has an
increase in semi trucks and delivery trucks exiting at Grand ave.instead of Brisco Rd. exit for mid town business
deliveries. We exit on Grand Ave. to get to work. Some mornings the Grand Ave. off ramp is backed up to the
freeway traffic. Which seems to be not safe. We miss Brisco Rd. off and on ramp!
We really wanted to attend this meeting but, we are having an event at our showroom tonight until 7.

quite a few minutes to avoid 8risoo. A cardiac patient whose heart has stopped has FOUR (4) MINUTES to live. Yet Jim
has allowed the closure to continue while spending ANOTHER $70,000 we didn't have to continue to "study" something
we've studied for 12 YEARS! So after 4,380 days, we still need to "study" this closure? You're the head of the Chamber

locations I believe my initial negative reaction to the closure was primarily related to modifying what had become a
habit nf using this onrenopas opposed toothers. Travel time to other onrampsis acceptable and | believe this closure
will have a positive impact on the level of traffic on Halcyon Road. My recommendation: keep itclosed.

as far as the Brisco off /on ramps closure, I feel they should be re- opened. They are in place and should be utilized. But I
have always felt that the underpass there should be expanded. Even before Walmart was built. Just my two cents
