SUBJECT: CONSIDERATION OF ACCEPTANCE OF THE SEWER LIFT STATION
NO. 1 PIPE REPAIR PROJECT, PW 2015-12

RECOMMENDATION:
It is recommended the City Council:
1. Accept the project improvements as constructed by Main Line Engineering
Construction Inc in accordance with the plans and specifications for the Sewer
Lift Station No. 1 Pipe Repair project;
2. Direct staff to file a Notice of Completion; and
3. Authorize release of the retention, thirty-five (35) days after the Notice of
Completion has been recorded, if no liens have been filed.
IMPACT ON FINANCIAL AND PERSONNEL RESOURCES:
The current FY 2015-16 Capital Improvement Plan budget includes $75,000 for the
Sewer Lift Station No. 1 Pipe Repair project. The total project cost (design, construction,
administration, testing, etc.) is estimated at $61,100. The contractor’s final construction
cost is $44,520.17. The recommended action will not result in any impact on staff
resources.
BACKGROUND:
On December 8, 2015, Council awarded a construction contract to perform the subject
project to Main Line Engineering Construction Inc for $47,500 and authorized the City
Manager to approve change orders in the amount of $4,750. The project involved the
replacement of a 20-foot section of 8-inch lined vitrified clay sewer pipe located adjacent
to Sewer Lift Station No. 1. The liner in the pipe was restricting flow and had limited
staff’s ability to perform line cleaning operations. As a result, two sanitary sewer spills
had occurred.

ANALYSIS OF ISSUES:
The contractor has completed the work in accordance with the approved plans and
specifications. The final contract payment is less than the contract award amount due to
Public Works utility staff assisting the contractor during the replacement, and the City
costs were deducted from the final contract amount.
There still exists a problem after this replacement project. There is an offset in the pipe
right next to the lift station wet well. This problem will be analyzed by the project’s
consulting engineer who will develop alternative solutions to be presented to the City for
consideration. In the meantime, the situation has been improved.
ALTERNATIVES:
The following alternatives are provided for the Council’s consideration:
1. Approve staff’s recommendations to accept the Sewer Lift Station No. 1 Pipe
Repair project;
2. Do not accept the Sewer Lift Station No. 1 Pipe Repair project;
3. Accept the Sewer Lift Station No. 1 Pipe Repair project but do not authorize
release of retention; or
4. Provide direction to staff.
ADVANTAGES:
The project is complete. Accepting the improvements will allow staff to close out the
project. Remaining funds in the project account will be returned to the Sewer Fund
Balance.
DISADVANTAGES:
The disadvantage of accepting the improvements would be if subsequent deficiencies in
the work are identified. However, the contract documents include a one-year warranty
period for the contractor to address any construction defects that may arise.
ENVIRONMENTAL REVIEW:
The project is categorically exempt from CEQA pursuant to Section 15301(b).
PUBLIC NOTIFICATION AND COMMENTS:
The agenda was posted at City Hall on Thursday, April 7, 2016. The agenda and staff
report was posted on the City’s website on Friday, April 8, 2016. No public comments
were received as of the time of preparation of this report.
