RESOLUTION NO. 2363
A RESOLUTION OF THE CITY COUNCIL
ADOPTING 'A STANDARDIZED CONFLICT OF INTEREST CODE
FOR DESIGNATED EMPLOYEES OF THE CITY OF ARROYO GRANDE
WHEREAS, the Political Reform Act of 1974, California
Government Code Sections 87300-87313, requires that governmental
entities in the State of California adopt Conflict of Interest
Codes: and
,WHEREAS, in 1987 the City of Arroyo Grande adopted a
standardized Conflict of Interest Code, incorporating by reference
the teras of Regulation 2 Cal. Code of Regs. Section 18730,
including procedures 'for filing Statements of Economic Interests
as stated therein: and
WHEREAS, the city's Conflict of Interest Code consists of an
incorporation page explaining the standardized code; an Appendix
of Designated Positions listing employees who make or participate
in the making of decisions which foreseeably may have a material
effect on tinancial interests: an Appendix of Disclosure categories
assigned to the Designated Positions, and Regulation 18730r and
WHEREAS, from time to time it is necessary to amend the list
of Designated Positions and Disclosure Categories, because of the
establishment of new city positions, and additions and amendments
to state laws, regulations or interpretations thereof: and
WHEREAS, the city positions of Water Resources Engineer/Deputy
Public Works Director; Public Works Superintendent: Fire Marshalr
Police Lieutenant: members of the Downtown Parking Advisory Board;
Parking and Traffic, Parks and Recreation, and Senior Advisory
commissions, and Consultants hired by the City are required to be
included in the Conflict of Interest Code and should be added to
the list of Designated Positions; and
WHEREAS, the Mayor, City council, city Manager, City Attorney
and members of the Planning Commission are required to file
Statements of Economj,c Interests under State Government Code
Sections 87200-87210, and those sections recently have been amended
to include the City Treasurer, Accountinq supervisor, and Finance
Director.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the
city ot Arroyo Grande does hereby adopt the amended standardized
Conflict of Interest Code tor Designated Employees of the city of
Arroyo Grande inc~uding the attached Appendixe~.
BE IT FURTHER RESOLVED that this resolution supercedes that
previous Resolution No. 2186, Which adopted a standardized conflict
of interest code for desiqnated employees in the City of Arroyo
Grande.
On motion of Council Member smith, seconded by Council Member
Dougall, and on the fOllowing roll call vote, to wit:
AYES: Council Members smith, Dougall, Moots, Olsen and Mayor
Millis
NOES: None
ABSENT: None
the foregoing Resolution was passed and adopted this 9th day of
January, 1990.
