I oppose this policy:
The proposed legislative platform would allow the Mayor, or
his/her designee, on behalf of the City, to sign and submit the requested communication so long as the position is consistent with the
position taken by the League and/or other City-affiliated organizations and previous positions taken by the City.A copy of the
communication would be provided to the full City Council and presented as an information item under City Manager Reports at the
next regularly scheduled City Council meeting.
This policy strenuously prioritizes and consequently irides the Mayor's discretion. The
Mayor's performance should be subject only to approval by the citizens and should not be
constrained by administrative procedures administered by the City Manager and subject to
approval by the other Council members. .

Hi Dianne,
I was at the last council meeting, and I remember Ms. Barniech asking for council communication to
be put on the agenda and be discussed.So imagine my surprise when I saw a resolution, when you
were not directed to even write one.
As a resident I expect my city manager to do what the council directs them to do. I don't expect a
city manager or city attorney to go off on their own and create busy work, waste time and city
resources by writing a resolution before asked.
Bob McFall would have never done such a thing, and would have worked very hard to have the
council discuss it among themselves and come to a conclusion, and he would have assisted in any
manner he could have.
I am saddened by such a move, please listen closer to what our council ask you to do in the future.
