RESOLUTION NO. 2334
A RESOLUTION OF TUE CITY COUNCIL OF TUE CITY
OF ARROYO GRANDE APPROVING CONDITIONAL USE PERKIT
CASE HO. 89-459, APPLIED FOR BY COASTAL CHRISTIAN
SCllOOL, 1220 }'ARROLL AVEHUE, FOR A PRIVA1'E SCIlOOL
IH TUE R-3 20NE, AND ADOI~rIHG A NEGATIV.: DECLARA'I'ION.
WIIEREAS, the City Council of the City of Arroyo Grande has considered an
application by Coastal Christian School for a private elementary school in the
R-J. MUltiple Family Residential zone at 1220 Farrol1 Avenue; and
WUEREAS, the City Council has found that this project is consistent with
the General Plan and environmental documents associated therewith; and
WUEREAS, the City Council finds that there are no adverse environmental
impacts and adopts a Negative Declaration; and
WUEREAS, the City Council instructs tbe City Clerk to file a Notice of
Determination; and
WHEREAS, tbe Planning Commission of the City of Arroyo Grande bas held a
pUblic hearing on the project and bas recommended approval of the project to the
City Council; and
WHEREAS, the City Council finds, after due study, deliberation and public
hearing, the following circumstances exist:
1. The proposed use is consistent with the General Plan's statement and
intent and does not appear to hamper implementation 01 the future
general plan.
2. The proposed use is consistent with the zoning designation.
J, The site is adequate in shape and size for the proposed use, as it
can meet all of the parking requirements.
4. The site does have adequate access, per the conditions of approval.
5. The proposed use will not have an adverse effect on the use of
surrounding property because appropriate conditions have been
incorporated into the resolution of approval.
6. The design and layout of the proposed use is sui table because
adequate provisions for setbacks, access an circulation have been
incorporated into the project design.
7. The proposed use is not likely to cause substantial and considerable
damage to the natural environment including fish, wildlife or their
habitat and, therefore, staft has prepared a Negative Declaration
for adoption.
NOV, TDEREFORE, BE IT RESOLVED that the City Council of the City of Arroyo
Grande hereby approves said Conditional Use Permit, subject to appropriate
standard conditions of the City of Arroyo Grande, and the following additional
conditions:

Planning Depart.ent
1. Development shall occur in substantial conformance with the plans ..,.
approved by the City Council on August 22, 1989 and Harked Exhibit
nAil.
2. Existing fencing shall be removed and a new board or chain link fence
or . concrete block wall shall be constructed along the easterly
property line prior to occupancy.
3. The parking lot shall be striped and bumper blocks installed as showa
on Exhibit "A" prior to occupancy.
4. A trash enclosure shall be constructed at a site approved by the
Planninq Director, prior to occupancy.

5, All improvements shown in Exhibit "A" shall be constructed prior to
occupancy.
6. Appropriate signage/street stencils shall be installed, to the
satiofaction of the Public Works Director, to direct traffic flow
within the parking lot, prior to occupancy.
7. This conditional use permit shall be reviewed at the first Planning
Commission meeting in June to determine whether there are any public
or safety concerns due to the operation of the school. In the even t
that there are pUblic or safety concerns which need to be addressed
through a public hearing, the applicant shall request and pay for
a public hearing, If the concerns cannot be resolved, the Planning
Commission may revoke the conditional use permit.
Traffic Consultant Recoe.endations
. 8. Construct a 100 foot long centerline on each leg of Farroll Avenue
at the intersection of South Elm Street.
. 9. The centerline transition on the south leg of the South Elm
Street/Farroll Avenue intersection shall be lengthened to a minimum
of 50 feet.
. 10, Parking shall be prohibited and curbs be painted red within 50 feet
of the South Elm Street/Farroll Avenue intersection on all legs.
Public Works Department
. 11. The applicant shall dedicate the necessary right-of-way for widening
of Farroll Avenue prior to occupancy.
. 12. The applicant shall dedicate a ten foot 110') wide easement for
street tree planting purposes, and public utilities along Farroll
Avenue prior to occupancy.
1J. No bus parking on Farroll Avenue shall be allowed.
. 14. The applicant shall install a street light as required by the City
to PG'E standards prior to occupancy.
Police Department
15. The applicant shall request, prior to occupancy, the Parking and
Traffic Commission to post Furoll Avenue frontage "No Stopping or
Parking" during school hours.
Duilding Department
I 16. The applicant shall meet with repre.entativea of BUilding and Fire
Department to conduct an on-site walk-through of facilities, prior
to any construction, alteration or occupancy. !tellS of maj or

Fire Department
17. Fire and Building Department officials shall conduct an on-site
inspection to develop necessary conditions. No permits or plans or
occupancy to be approved or accepted until this item is completed.
! · If these conditions cannot be satisfied prior to occupancy, the applicants

shall enter into an agreement with the City and/or submit a bond for the
improvements to the satisfaction of the PUblic Works Director.

General Condition
18. The applicant shall ascertain and comply with the requirements of
all state, county and local agencies as are applicable to this
project.
19. This Conditional Use Permit shall expire on June 30, 1993 unless the
permit is revoked by the Planning Commission at an earlier date due
to public or safety concerns.
20. Enrollment for Coastal Christian School (Pre-K through 6th grade)
shall not exceed 175 students in anyone school year.
