Staff Project 16-005 “Rehearsal” The Clark Center for the Performing Arts 1 Background In 2002, City Council approved Public Art Program and Process In 2006, City Council approved Public Art Donation Program October, 2011, City Council amended guidelines regarding art on public property January, 2013 Arroyo Grande Public Art Committee formed Proposed sculpture is the sixth (6) art piece under these guidelines 2 Here is the Rehearsal sculpture. The sculpture is a bronze statue that depicts two dancers rehearsing their performance. The sculpture will sit atop a 4 foot pedestal constructed of 8 inch split face blocks with a polished concrete cap. The split face block pedestal is compatible with the Clark Center building, which is constructed of similar materials. In total, the art piece will be slightly less that 13 feet, with the 8 foot 8 inch sculpture sitting atop a 4 foot pedestal. The sculpture will be lit by using 4 lights within the polished concrete cap, shining up at the sculpture. 3 4 Project Location 5 Process Public Art Panel is the approval authority for the project City Council must hold a public hearing for the purpose of obtaining community input Panel consists of: 2 representatives from the property owner; 2 representatives from the County Arts Council; 1 ARC 1 Chamber or VIA; 1 South County Historical Society 6 Criteria Relationship to the social, cultural and historical identity of the area; Evaluation of artistic excellence; Appropriateness of scale, form, material, content and design relative to the immediate and general neighborhood; Appropriateness of proposed materials as regards to structural and surface integrity, protection against vandalism, public safety and weathering; Ease of maintenance; Appropriateness of proposed method of installation of artwork and safety and structural factors involved in installation; Artist’s experience in working on comparable projects. 7 Recommendation It is recommended the City Council receive public comment and provide input to the Public Art Panel on the proposed sculpture 8
