Brisco Road Project -Resident Comments
Dear Arroyo Grande City Council Members and Arroyo Grande City Manager:
We emailed each of you on October 26 about the Brisco Road Project. In light of the "experiment" coming to an end and
knowing that final evaluations and decisions are impending, we want you to know that we support permanently closing the
northbound on and off ramps at Brisco Road and Highway 101.
We have lived on Emerald Bay Drive In the Royal Oak neighborhood for 25+ years. Over the years, traveling through the
Brisco Road underpass and access to and from the freeway, from any direction, has become increasingly congested.
There are too many traffic signals In too little space to accommodate so many vehicles. Simultaneously, this small area
must accommodate cars exiting the freeway from the north and south, oars getting on the freeway traveling north and
south, as well as those traveling on West Branch, Brisco Road and El Camino Real. The gridlock is intolerable.
The temporary closure of the northbound on and off ramps at Brisco Road has created an Improved flow of traffic.
Currently the traffic flow is the best we've experienced In all the years we have lived here. What a simple solution!
We support the least expensive alternative to solving Brisco Road's traffic problem. We prefer a "no build" solution. A
permanent closure would cost far less and create less Inconvenience to area residents and commuters than the other
solutions proposed.
Thank you for arranging the temporary closure for traffic flow analysis. While you have been collecting data, this closure
has provided residents and commuters a chance to see how a simple solution can result In great benefit for all. Though
habits are hard to change, during this short traffic experiment we have become adjusted to utilizing alternative routes
through and around the Brisco Road interchange and accessing Highway 101.
We respectfully request that the Council recommend the permanent closure of the northbound ramps at Brisco Road.

There arc three northbound ramps within 112 miles! Why do we need another at
Brisco'? Why do you spend our money like drunken sailors! You are out of touch
with your constituents.

Please keep the on/off ramps closed. I have lived here for seventeen years and have not seen
such a smooth flow of traffic.
Thank you for you insight for the temporary close. Please keep it that way since it is
working so well.

Brisco Road Underpass Project
This email has been sent In support of keeping CLOSED the Hwy 101 north bound on ramp and exit at Brisco road.
Enough money and time has been spent on regurgitating this issue. How many more closures, re-openings and surveys
will the citizens of Arroyo Grande be expected to pay for when a viably fiscal solution has already been determined?
Traffic now flows very well In this area and relocating the ramps to West Branch St at Rodeo Drive will only take too
much time and funding with negligible Improvement achieved.
Stop beating this dead horse and put this Issue to rest.
Sincerely,
~lllp

Brisco Road ramp closure
Dear Mayor, City Manager and Council Members,
I am a resident of Arroyo Grande since 1984 and
have experienced the traffic congestion at Brisco Road
ever since the construction of the Walmart shopping center,
which this Issue should of been visited In conjunction with
the construction of the shopping center.
Regardless, now is the time to stop wasting our tax payer
dollars and keep the ramp closed until we can figure out
what to do. I feel the first alternative is the best and less
expensive. Since the ramp has been closed, there is less
congestion and more flow of traffic. Much, much better!
I am in favor of keeping the ramp closed and in favor
of the first alternative in the amount of $14,000,000.00
Respectfully,
Diane Baldwin

Underpass @ Brisco
I am writing this email In support of keeping the on/off ramps at the Brisco underpass closed since I will not be able
to attend the City Council Meeting. It has been such a pleasure not to be stuck under the 101 freeway at Brisco or
backed up onto the freeway due to the congestion and the Ill timed lights. This area always made no sense to me
how they even designed it in the first place with so llttle distance in between lights, intersections and on/off ramps.
With other exits in close proximity these on/off ramps at Brisco seemed forced and out of place and made a mess
during commute times and even weekends.
I completely support the Mayor and Tim Brown in requesting that these off ramps remained closed until a smart
resolution can be made to resolve the horrible traffic congestion that has been ongoing at this location for a
multitude of years. For a city with so little residents, It made absolutely no sense that there would be this type of
traffic congestion In our small town.
I live In AG very near this area and It seems that prior to the closure of the on/off ramps that the traffic was only
getting worse, not better, to the point that I would not even exit at this location any more. I would deliberately exit at
Oak Park Blvd on my commute home to avoid the constant delays. Since the closure has taken place, my wife and
I have truly enjoyed being able to exit without any of the previous delays. It Is truly night and day In how much
closing those off ramps has Improved the flow of traffic.
I find It hard to Imagine anyone wanting to open up this mess again, especially If this Is an exit you use dally during
your work week, until a smart plan-of-action can be put In place. In my view and opinion, these off ramps should
remain closed until a much better solution comes along.
Sincerely
Phllllp Bettencourt

Brisco Underpass
Dear Mayor Hill, Council Members and Staff,
I am unable to attend the Special Meeting being held on Thursday, but would ask you to keep the freeway
ramps at the Brisco Underpass closed permanently until a decision can be made to an alternative that is cost
effective and beneficial to all.
I currently go through the area to shop, attend business meetings and visit friends on a regular basis. The closure
has not prohibited me from shopping at any of the businesses close to the closures. I also lived on Rodeo Dr. for
several years. The closure has made what was once a constant bottleneck and traffic nightmare, a smooth
running intersection with little or no waiting. I use the freeway on and off ramps on both sides of the closure
every day and have not noticed a negative impact on them. I have not spoken to anyone who is in favor of
reopening the ramps.
I urge you to keep the closures in place.
Thank you,
