On Motion o.f CounciLnan Dammann~ seconded by Councilman Conrad the
Proclamation Crusade for Freadom was adopted by the Cauncil.
Councilman Conrad reported on the meeting in San Luis Obispo of
Supervisors and City Officials and reported the Supervisors were
s~nxi.ous to have the Cities contaet them on sny matters which thcy
thought could be straightened out.
It was suggested by Councilman Dixson that the Planning Co~ni~sion
be ask~ed to check the streets which showed on ma.ps but were not no~r
existing as streets and maybe they could be abandoned.
September 5- Bills against the General Fund for $ 310.16~ the
Water ~and for ~1956.I~0~ the Water Deposit Fund for ~31t. 0~ and the
Capital Outlay ~nd for ~1 71.0 xere audited~ approv~d and ordered paid.
September 19 - Bills against the General Ftiind for ~].342.20, the W~.t~r
F~nd for ~ 60.80 wer~ audited~ approved and ordered paid.
No further busin~ss appeaxing and upon motion the meeting was
ad~ourned.

The City Council met in reg~~;~ session wit,h Mayor Waiters presiding.
Upon Roll call Councilmen Purce7l~ ~i.xson, ~rrunann and Conrad reported
pres er.t. •
The minutes of the previous regualr meeting were read and approved as read.
Reports fx~cm the Chief of Police and Judge were read, approved and ordered
filed.
Councilman Dixson requested permission to leave the State and it was
moved and seconded te grant his request. •
Councilman Purcell sai.d he w~uld 1?.ke to recommend. that the City Engineer
be authorized to make the survey for the 8 incr pipe line from the ~iew Well
on Halcyon Road and across the creek to Valley Road. The line to be laid~

when funds and pipe are available. A motion was made by Councilman Conrad seconded
by Councilman Purcell, t~at the Engineer proceed wi.th the survey as recommended
above. Motion carried nnanimously. ~
Harry Hart asked about the Water Meter installation to A. C. Scott, as he
had sold the Motel. Councilman Purcell made a: motion, seconded by Councilman
Damnann, that the Meter installation be made.
Mr. ?~Ic Coy reported he had contacted a Contractor, in regard to Curbs and
Gutters on Beech Street and the property owners wanted to have them put in and
they pay for them over a period of time, with their taxes. There was no way it
could be arranged that way.
Mr. Peterson reported on Tally Ho Road and agr~-ed to go over the road on
Saturday A. M. with Councilman Dia~ on, to determine what seal coat should be
used.

York Peterson, R. F. Harris and E. J. L. Peterson, Engineer for the Division
of High~rays. Councilman Purcell made a motion, seconded by Councilman Donrad
to set the date for the meetin~ November 14, 1951• All members voted .~ye.
Councilman Discson recomrnend.ed that the problem of Mr. Niatchans drive way
or road way be referred to the Planning ~ommission for their recommendat~ons
and it ~ras moved and secor_ded that his recoirm~endation be carried out.
Chief of ~olice Stonesifer asked for a leave 6rom September 15 to 21st
and a motion was made by Councilman Da~rrenann that his request be granted. ~ ~ ~
r1r. Dea1 made a budget report for July lst to August 30th.

It was recommended that forms be eent in to make application for the ~
S~ate money for Plans on the Water survey.
A motion was made by ~ouncilman Dixson, seconded by Cou~cilman Purcell
that the Mayor and Clerk be authorized to sign the consent for transfer of
the Garbage Contract, when ready.
IIills against the General Fund for ~ 1t,581.71 and the Water Fund for
~ 7,801~.51 were audited, approved and order~d paid.
No further business appearina and upon motion the meeting as adjourned. ~

The minutes of the Planning Commission meeting of September 26, were
read and ordered filed.
The mayor asked Mr. Harris if he had. anything to report on the Water
line installations cutside +~he City. He reported he did not expec#t a reply
from the League of California Cities, before the latter part of next week, but
he had talked to :~?r. Brazil and reported Mr. Brazil was net in favor of any
work being done, while there exists a deficit in the Water Fund andthere were
Streets in ne~d of repair, in the City.
After a lengthy discussion on aff airs of the Water Depart~ent, Mr.
harris reported he felt the Cot:ncil retains the right to determine who shou~.d
be s~.pplied with water, whether.it be i:iside the City or out. A motion was
tr.~n made by Council.*nan Purcell, that necessary notice calling fer bids be
prepared and notice be put in the paper October 26, 1951 and bids be opened
November 7, 1951 at 8:00 P.T=., his r~otion was seconded by Councilman Conrad
and all Council me:nbers present voted Aye. Absent Councilman Dixson. The
, Clerk was instructed to write Mr. Brazil that the City is calling for bids on
