SUBJECT: CONSIDERATION OF ACCEPTANCE OF THE EL CAMINO REAL
STORM DRAIN REHABILITATION PROJECT, PW 2016-12

RECOMMENDATION:
It is recommended the City Council:
1. Accept the project improvements as constructed by Insituform Technologies, LLC
in accordance with the plans and specifications for the El Camino Real Storm
Drain Rehabilitation Project;
2. Direct staff to file a Notice of Completion; and
3. Authorize release of retention, thirty-five (35) days after the Notice of Completion
has been recorded, if no liens have been filed.
IMPACT ON FINANCIAL AND PERSONNEL RESOURCES:
The amended Capital Improvement Program Budget includes $88,900 for the subject
project. The total project cost (design, construction, administration, inspection, etc.) is
estimated at $79,500. The contractor’s final construction cost is $57,750. The remaining
funds will be returned to the Grand Avenue Sidewalk project balance. The
recommended action will not result in any impact on staff resources.
BACKGROUND:
On November 22, 2016, Council awarded a construction contract to perform the El
Camino Real Storm Drain Rehabilitation project to Insituform Technologies, LLC for
$57,750 and authorized the Interim City Manager to approve change orders in the
amount of $5,775. The project involved the rehabilitation of approximately 350 feet of
corrugated metal storm drain pipe near 1107 El Camino Real by the installation of a
resin-impregnated flexible tube.

ANALYSIS OF ISSUES:
The contractor completed the work in accordance with the approved plans and
specifications ahead of contract timelines and within budget. There are no outstanding
issues.
ALTERNATIVES:
The following alternatives are provided for the Council’s consideration:
1. Accept the El Camino Real Storm Drain Rehabilitation project;
2. Do not accept the project;
3. Accept the project but do not authorize release of retention; or
4. Provide direction to staff.
ADVANTAGES:
The project is complete. Accepting the improvements will allow staff to close out the
project. Remaining funds in this project account will be returned to the Grand Avenue
Sidewalk project balance. The project will help to deter further erosion and decay of the
corrugated metal storm drain pipe.
DISADVANTAGES:
The disadvantage of accepting the improvements would be if subsequent deficiencies in
the work are identified. However, the contract documents include a one-year warranty
period for the contractor to address any construction defects that may arise.
ENVIRONMENTAL REVIEW:
The project is categorically exempt from the California Environmental Quality Act
(CEQA) pursuant to Guidelines Section 15301(b) for the repair of existing utilities.
PUBLIC NOTIFICATION AND COMMENTS:
The Agenda was posted at City Hall and on the City’s website in accordance with
Government Code Section 54954.2.
