The City Council met in regular session with Mayor Simpson presiding. Upon ~

roll call Councilmen Kerr and Burt reported present. Councilmen Sturges and j

Kirkpatrick arrived later. °

The minutes of the previous regular meeting were read and approved as read.
Mr. Canby was present to discuss the water connection at his place and said
i
;
he would hook the house in the rear to the nex water line to be laid down Cypress
Drive as soon as it was in and he had disconnected his well from the line which was '
carrying the city water. The Council informed him he would have to pay for three
(3) minimums for the one month and he would have ~o install a double check valve
if he intended to hook onto his well again.
Bids from W. M. Lyle, L. E. Webb and Jerry W. Nunn for installing lt inch
water line on Cypress Drive were opened and the bid of L. E. Webb being lowest a '
motion~was made by Councilman Kirkpatrick, seconded by Councilman Kerr to ac~Eept
the bid of I.. E, webb. All members voted Aye.

Councilman Kerr made a motion authorizing Mr. Anderson to purchase 1000 ft.
of inch and 700 ft. of 6 inch transite pipe, the motion was seconded by Councilman '

Hurt and all members voted Aye. j
R. B. Mineau was present to discuss the laying of the water line on Pecan ~
Street and after a lengthy discussion Mr. Mineau agreed to re-submit the application ~

for the Water line on Pecan Street and have it installed in accordance with the new
Water Ordinanee #112 which was unanimously approved by the Council.
Mr. Harris explained the different forms of bonding as assessment distr~ct
and reported Mr. Ernest Wilson was in Santa Barbara and was to stap in his office
for the ma.p of the district under discussion. l~lrr. Wilson had also said he would
meet with the Council members at no obligation. 1'~x~~. Harris agreed to ask Mr. Wilson
for a letter to the Council explaining his ~iews o~ the Improvement ~3onding.acts
which would meet the cities needs the best,~ Mr. Harris also agreed to~write a
letter to the County Health Dept. and ask them for a letter which will meet the
requirements to eliminate the debt:limit.
Mr. McElhaney was present to discuss motor graders and said there were two
motor graders in Fresno which had been completely overhauled and they Would give a
90 day guarantee on either one of them. ~r. Anderson was to go over to Fresno and
look over the graders and the Council were to meet at 9 A.M. March 20th to decide
on the purchase of a motor grader.

`i'he foregoing resolution was adopted.
Mr. Harris read for the first time an Ordinar~qe which he had prepared on ahanging
the tim~e of Council meetings from the lst and 3rd Wednesdays of each month to the
l~t and 3rd Tuesdays of each month. He also gave to the Council copiea of a trailer
ordinance which he ha.d prepared for them to check.
Bills against the (}eneral Fund for ~1885.?,~lt and the Water Fund Por ~.~Q '
were audited, approved and ordered paid.
i 1~lr. ~?nderson reported on the sewer hook-up of J. W. I3syer and Mr. Harris ~greed
to ~+x~ite a letter to Mr. Bayer.

Mr. Sheldon and Mr. McElhaney xere present to discuss motor g~aders a~d
iYir. ~nderson reported he had looked.over.the graders and figured the later model
for ~7500.00 was the better buy of the two, after ~uite a discussion a mc~tic~n ~~s
made by Councilman Sturges to purchase the ~7500.00 8n'ader with ~1000.00 to b~r
alloWed for the ~ustin We~tern on a trade-in, and the grader ta be paid for Prou
the Water Fund and ~1t00.00 per month to be budgeted next year to reimburae the
Water F~d on the purchase of the Compressor and Motor grader, the nwticm xa~
seconded by Council~an Burt and all msmbera voted Aye.
I~Sayor Simpson asked how the Council felt about inviting the Channel ~~unties
to hold the June meeting in Arroyo Grande. After discussion a motion xae made by
