June 13, 1961
, Zrhe City Council met in regular session with Mayor
Burt presiding. Present_were;Councilmen Lee, Pence, Jacobs
and Hartwig.
The minutes of the regular meeting of May 23, 1961
and the;adjourned meeting,af May 31, 1961 were approved as
prepared.
The hearing for the naming of a city street "Smith
Road" was opened. A letter was received from.the Church
~ of Jesus Chr~st of Lat+ter-Day Saints requesting other names
mignt be considered for this street. A motion was made by
Councilman Pence, seconded by Councilman Lee ta continue
the hearing,for "Smifi.h Road" to July 11, 1961. All members
present voted "Aye".
RESOLUTION NO. 49-0
RESOLUTION OF THE CITY COUNCIL OF THE
CITY AF ARROYO GRANDE STATING,ITS IN-
TENTION TO ABANDON A PQRTION OF RAMONA
AVENUE AND SETTING TIME FOR A PUBLIC
HEARIN~:
On motion of Councilman-Pence, secondad by Councilman
Hartwig, and on the following_roll call vote, to-wit:
AYES: Ma~or Burt, Councilman Lee, Pence, Jacobs and Hartwig.

ABSENT:None ~

June, 1961.
Mr. Anderson stated the Planning Commission recom-
mended the 2.0 foot strip of land adjacent to the frontage
road in Western Addition_be sold, if i_t was to be disposed
of. Councilman Hartwig,recommended the Council go look at
the property before any decision was made.
Counci~.man-Lee stated the State Unemployment Office
requested the Council reconsider a sign being placed on
. -City Property in Western Addition. The placing of a;sign
_was referred to the Planning Commission.
A motion was made by Councilman Lee, seconded by
Councilman Jacobs, that Melvin Hodges be appointed as a
police patrolman to serve at the-pl.easure of the Council.
All members present voted "Aye".
A xnotion was made by Councilman Lee, seconded by
Counciiman Hartwig, to allow Councilman Pence to leave the
state from June l4, 1961 to ~.ine 28, 1961. All members
present voted "Aye".
Councilman Jacobs.requested all departme:nts have pre-
liminary budgets to present at the July llth, 1961 meeting.

Councilman Jacobs recommended the populatiors be
changed on the City Limit signs, and a city li.mit sign
be placed at.l8th Street and Grand AVenue.
~
It was agreed the City would participate.$10q.00, with
the County, to install a ped~~trian area on the West side
of ~ialcyon Road, at the Mar~aret IIarloe Schaal.

Mr. An~derson submitted an oral report on ~he progress of
the Reservoir on Brisco Hill. Approval was given to purchase
approximately 18Q0 gounds of pipe, eliminating painting,the
bottom of the tank and the addition of 1/16th a:f material to
the bottom of the tank increasing the plate from l/4 to 5/16th,
changing the diameter_of the tank from 75 feet to 74 feet, and
the h~iring of an additional employee-': to ~aork at the tank site.
Mr. ~i~alt.was given permission to ase his own discretion
in the time limit given to Contractors ta obtain a City Business
License;:
Mr. Harris read an amendment to Section 10.2 and 10.3 of the
Zoning Qrdinance which eliminated past card notification to pro-
perty owners, which constituted an amendm~ent to the first
xeading of the Zoning Ordinance.
A mation was made by Councilman I,ee, seconded by Counci,l--
man Jaeobs, that warrants against the Gener~l_Fund for
$23,007.05, the Water Fund for $1,712.93 and the Water Deposit
'Fund for $21.50 be approved and ordered paid. Al1 members
present vated "Aye°.
A motion was made by Councilman Jacobs, seconded b~t Council-
man Hartwig that Transfer Vouchers No. 69 thru No. 74 be approved
and ordered transferred. Al1 members present voted_"Aye".
RESOLUTION NO. 491
IN THE COUNCIL OF THE CITY OF ARROYO GRFINDE,
STATE OF CAI,IFORNIA, RESOLUTION DECLARING
RESULT OF SPECIAL ELECTION.
WI~REAS, a Special Municipal Election was held in the City
of Arroyo Grande on Tuesday, June 6, 1961 as required by law.
AND WI~R~~,S, it appears that notice of said Special Municipal
Election was duly and legally given, that voting precincts were
properly established, that Special Municipal Election officers
were appointed and election supplies furnished, and that in all
respects said election was held and conducted and the votes cast
there at received and canvassed and the returns thereof made and
declared in time, form and manner as required by law of sixth
class cities.
AND WI~REAS, the Council of said City met at the Council
Chambers thereat on Tuesday the 13th day of June, 1961 to canvass -
the returns of said election, and having canvassed said returns,
to be as hereinafter stated, now therefore
BE IT RESOLVED, as follows: That said Special Municipal
Election was held and conducted in the City of Arroyo Grande on
Tuesday the 6th day of June, 1961, in time, form and manner as
required by law, that there was one voting precinct established
for the purpose of holding said election consisting of a consol-
idation of the reqular election precincts established for the
holding of General State and County elections as follows:
Precincts number one, two, three, four and five, and the voting
place thereof was the City Hall.
That the whole number of votes cast in said City (except absen.t
voter ballots) was 400 . That the whole number of absent voter
ballots cast in the City was 7, making a total of 407 votes cast
in said Cityr That the issue voted on was,
Shall the Ordinance entitled "An Ordinance regulating
the collection and disposal of refuse, garbag~, wet
garbage, and rubbish in the City of Arroyo Grande:~
Providing a means of fixing_rates to be charged: For
the granting of Business Licenses to persons engaged-
in such collection and disposal services: Providing
penalties for the violation of th~.s Ordinance and re-
pealing all Ordinances to the extent the same are in
conflict herewith" be adopted?

Total votes cast to accept said Ordinance was 332, total
votes cast not to accept said Ordinance was 75.
