Minutes 1963-06-25 ~~4 Arroyo Grande, California June 25th, 1963 7:30 P.M. The City Council met in regular session with Mayor Burt pre- siding. Present were Councilmen Lee, Wood, McNeil and Jacobs. The minutes of the regular meeting of May 28th, 1963 and the special me~ting of June 14th, 1963 were approved as prepared. The Council advised Mr. Mankins that, if possible, a contri- bution to the Arroyo Grande Chamber of Commerce would be budgeted for in 1963-64. Mr. Blankenbur:~ representing the Arroyo Grande Chamber of Commerc~ and merchants, requested the City participat~ in a pro- gram for Xmas tree 3:ighting. After discussion, it was decided' prices should be obtained and a program outlined before further steps are tak~n.. , Upon r~quest of the City Attorney and City Auditor, it was agreed to eleminate duplication of City records in both the City clerks office and the Auditors office, to enable the auditor to' devote more time to actual auditing. The Council agreed to adjourn this meeting until July l, 1963 for a discussion of the Overall Sewer Project as requested by City Attorney David. Councilman Jacobs left the Council at 8:03 P.M. Mayor Burt declared the re~oning request of Addison B. Wood to rezone Tract No. 273 from RA-B3 to R-l, was duly published and prop- erty owners had been notified, and the hearing was now open~d and all persons for or against the request would be heard. No discussion for or against the request, Mauor Burt declared the hearing closed. . : The Ord~nance to amend Ordinance No. 157 so as to rezone cer- tain property (Tract No. 273) was read for the first reading. A motion was:~ade by Councilman Lee, seconded by Councilman McNeil, that the Civil Defense Plan be accepted as presented by Lou Wright, at the meetin~ Q~ May 28, 1963. All members present voted ~~Aye . The heading of Ordinance No. 176 waszeac~ for the second r~ading. A motion was made by Councilman McNeil, seconded by Councilman Wood, that the reading of the Balance of the ordinance be dispensed with. All memb~rs,present wted "Aye". Councilnlan Jaco3~s joined the Council at 8:09 P.M. The Ordinance amending Section 5.24 of Ordinance No. 157 was read for the first reading. A motion was made by Councilman Jacobs, seconded by Councilman Lee, that apProval be granted for the purchase of a public address system consisting of an Amplivoice, three additional speakers, 50 feet of cable; one floor stand and three desk stands from the Tri-County Office Equipment Systems Company. City Council - J'une 25th, 1963 - page 2 A motion was made by Councilman Lee, seconded by Councilman McNeil, that the improvements in Tract No. l36 be approved and accepted by the City, as recommended bythe Director of Public Works. Councilman Lee, McNeil, Jacobs and Mayor Burt voted "Aye". Councilman Wood did not vote. The recommendation from the Planning Commission read by Commiss- ioner Schultz, regarding amending Sec. 6.2 and 6.3 of the Zoning Ordinance r~as discussed and referred to the City Attorney to be pre- pare~ in Ordinance form. The recommendation fro~ the Planning Commission read by Commiss- ioner Schultz, regarding amending the Subdivision Ox'dinance to re- quire an owners certificate, bearing the property owners signature on Lot Split requests was discussed and referred to the City Attorney to have the necessary papers prepared. The recommendation from the Planning Commission read by Com~niss- ioner Schultz, requesting Ordinance No. 157 be amended to require ten by twenty foot parking spaces was taken under'discussion, and further consideration will be given at the adjourned meeting of July lst, 1963 after more information on parking had been obtained. City Attorney David advised the Council there wa5 a possible off-street parking problem in conjunction with the building being proposed by Bill Smith on Branch Street. Correspondence was recei~ed from Douglas A. Campbell, superin- tendent of the Arroyo Grande LTnion Elementary School District re- questing the city and s~hool districts of the community coordinate their efforts toward the devel~pment of educational and community services. Correspond~nce was received from J.L. Wright requesting a refund be made to him for a variance filing fee and that a study be made to allow home occupations in the city. The Council requested the Planning Commission make a study of Home Occupations and submit a recommendation to them. A motion was made by Councilman Wood, second- ed by Councilman McNeil, to-authorize a refund af $25.00 be made to L.J. Wright for a variance application filed by.him on which no action had been taken. All ~nembers present voted "Aye". The ChurcYa. of Latter-Day-Saints requested permission to paint address numbers on city curbs of residential homes for a donation of $1.00. Permission was granted subject to approval of the Director of Public Works that City requirements were being met. The Council agreed to write to the County Planning Commission requesting that zoning be established on all presently ~.nzoned lands adjacent to the Arroyo Grande City Limits within a three mile radius. It was requestedtilat all departments have preliminary budgets for presentation at the adjourned meeting of Jul~r lst, 1~63. Mayor Burt requested the Planning Commission give favorable consideration to the firm proposing establishing an electronics plant in this area. A motion was made by Councilman Jacobs, seconded by Coun~ilman Wood, that warrants against the Gereral Fund for $11,653.97, the Water Fund for $2,963.20, the Water Deposit Fund for $78.00, the General Fund for $11,034.10 and the Water Fund for $1,770.39 be approved and ordered paid. Allmembers present _~oted "Aye". Amotion was made by Councilman Jacobs, seconded by Councilman Lee, that Vouchers No. 78 thru No. 87 be approved and ordered transferred. Al1 members present voted "Aye". A motion was made by Councilman Lee, secnnded by Councilman Jacobs, that the reading of the balance of the Ordinance be dispensed with. All members present voted "Aye". ORDINANCE NO. 17q AN OR.DINANCE AMENDING SECTION 5.24 OF ORDINANCE NO. 157, OF THE CITY OF ARROYO GRANDE INTITLED "AN ORD- INANCE OF THE CITY OF ARR.OYO GRANDE,'STATE AF CALIF- ORNIA, ESTABLISHING REGULATIONS PERTAINING TO USES OF LAND AND USES, LOCATION, HEIGHT, BULK, SIZE AND TYPES OF BUILDING AND OPEN SPACES AROUND BUILDINGS ' IN CERTAIN DISTRICTS OF THE CITY, SPECIFYING SAID DISTRICTS: PROVIDING FOR'II~ ADMINISTRATION AND EN- FORCEMENT OF SUCH REGULATIONS AND PRESCRIBING PENALTIES FOR VIOLATIONS THEREOF: REPEALING ORDINANCES IN CONFLICT HEREWITH" passed and adopted the 9th day of January, 1962, and repealing all Ordinances or portions of Ordinances in conflict herewith. Proposed budgets were submitted by all departments. The bvtdgets were discusse~ and it was decided that further study be given at the regular meeting of July 9, 1963. City Attorney David outlined the cover letter and proposed Ord- inance N~. 1 regarding the BoutY~ San Luis Obispo County Sanitation District and recommended that.Council adjourn this meeting to Friday July 5th, ~963 for further recommendations. h A motion was made by Councilman Lee, seconded by Councilman Jacobs, that the City accept the report of the steering committee of the proposed ~cattt~2 San Luis Obispo County Sanitation District
