City Council - June 25th, 1963 - page 3
City Attorney David advised the bids for Cable T.V. would be
ready for the mext regular meeting.
A motion was made by Councilman Jacobs, seconded by Coun~ilman
Wood, that warrants against the Gereral Fund for $11,653.97, the
Water Fund for $2,963.20, the Water Deposit Fund for $78.00, the
General Fund for $11,034.10 and the Water Fund for $1,770.39 be
approved and ordered paid. Allmembers present _~oted "Aye".
Amotion was made by Councilman Jacobs, seconded by Councilman
Lee, that Vouchers No. 78 thru No. 87 be approved and ordered
transferred. Al1 members present voted "Aye".
A motion was made by Councilman ~.cNeil, seconded by Councilman
Wood, that the meeting be adjourned at 9:39 p.m. to July lst, 1963
at 7:00 p.m. Al1 Members present voted "Aye".

The City Council met in adjourned session with Mayor Burt Presiding.
Upon roll call Councilmen Lee, Wood, McNeil and Jacobs reported
present._
The heading of Ordinance No. 176 was read for the second reading.
A motion was made by Councilman Lee, secnnded by Councilman Jacobs,
that the reading of the balance of the Ordinance be dispensed with.
All members present voted "Aye".

AN OR.DINANCE AMENDING SECTION 5.24 OF ORDINANCE NO.
157, OF THE CITY OF ARROYO GRANDE INTITLED "AN ORD-
INANCE OF THE CITY OF ARR.OYO GRANDE,'STATE AF CALIF-
ORNIA, ESTABLISHING REGULATIONS PERTAINING TO USES
OF LAND AND USES, LOCATION, HEIGHT, BULK, SIZE AND
TYPES OF BUILDING AND OPEN SPACES AROUND BUILDINGS '
IN CERTAIN DISTRICTS OF THE CITY, SPECIFYING SAID
DISTRICTS: PROVIDING FOR'II~ ADMINISTRATION AND EN-
FORCEMENT OF SUCH REGULATIONS AND PRESCRIBING PENALTIES
FOR VIOLATIONS THEREOF: REPEALING ORDINANCES IN
CONFLICT HEREWITH" passed and adopted the 9th day of
January, 1962, and repealing all Ordinances or portions
of Ordinances in conflict herewith.
On motion of Councilman McNeil, seconded by Councilman Wood and
by the following roll call vote to-wit:
AYES: Councilmen Lee, Wood, McNeil, Jacobs and Mayor Burt
NOES: None
ABSENT: None
the foregoing Ordinance was adopted this lst day of July, 1963,!
Proposed budgets were submitted by all departments. The bvtdgets
were discusse~ and it was decided that further study be given at the
regular meeting of July 9, 1963.
City Attorney David outlined the cover letter and proposed Ord-
inance N~. 1 regarding the BoutY~ San Luis Obispo County Sanitation
District and recommended that.Council adjourn this meeting to Friday
July 5th, ~963 for further recommendations.

A motion was made by Councilman Lee, seconded by Councilman
Jacobs, that the City accept the report of the steering committee
of the proposed ~cattt~2 San Luis Obispo County Sanitation District

consisting of a cover letter and a proposed Ordinance and immedi-
atley upon approval by the other:sntities the matter be presented to
the Board of Supervisors for consideration and favorable action.
The motion carried by the following roll call vote ta-wit:
AYES: Councilmen Lee, Wood, McNeil, Jacobs and Mayor Burt
NOES: None
ABSENT: None
Mayor Burt requested York Peterson, consulting engineer, report
on the Cities' current water conditions. Mr. Peterson reported that
for the City to receive full benefit from the new reservior that the
12" main connecting the new and old reservoirs would have to be
installed. He also stated o.ther wells would have to be located east
of the City to provide adequate service to that fast developing area.
After discussion the Council instructed Mr. Peterson to review the
full water distribution system in the City and report back as to the
most effective st~ps to be taken at this time. Also Mr. Anderson was
to proceed with the installation of a booster pump an the High School
irrigation well on emergency use basis.
A motion was made by Councilman McNe'il, seconded by Councilman
Lee, that the City Council adjourn into executive session to discuss
a personnel groblem at 9:45 P.M. All members present voted "Aye".
The Council reconvened with regular session at 9:58 P.M.
The Council discussed the proposed drainage study which was
approved by the County Board of Supervisors to be done by the County
Hydaulic Engineers from funds appropriated by the County Flood Control
District Zone 3 funds, and requested the Direct~r of Public Works and
the City Engineer work with the Hydaulic Engineers Dept. so that the
most economical solution to the drainage problem might possibly be
worked out. _

meeting adjourned at 11:54 P.M. ; Friday July 5, 1963. All members
present voted "Aye".

July 3, 1963, 12:00 P.M.
The City Council met in special session with Mayor Burt presiding.
Upon roll call Councilmen Lee and McNeil reported present. Council-
men Wood and Jacobs were absent.
City,Attorney David outlined the proposed South San Luis Obispo
County ~anitation District formation which was requested to come be-
fore the County Board of Supervisors for hearing on July 15, 1963.
stating the enitities envolved were not yet ready for the finalization
of the formatian of the District and requested the Council pass the
following resolution.

the foregoing Resolution was adopted this 3rd day of July, 1963.
A motion was made by Councilman Lee, seconded by Councilman
McNeil that in the e~ent an agreement betwe~n the varibus eritities
involved cannot be reached by July 17, 1963, all negotiations should
be reconsidered to see what further proceedings, if any in the matter
of forming said South San Luis Obispo County Sanitation District
should be instituted.
A motion was made by Councilman McNeil, seconded by Councilman
Lee, that the adjourned meeting of July 5, 1963 at 5:30 P.M. not be
held as a quorum of the Council would not bs.present. Al1 members
present voted "Aye".
No further business appearing regarding consideration of the pro-
posed South San Luis Obispo.:Coun~ty Sanitation district on motion of
Councilman McNeil, seconded by Councilman Lee, the meeting adjourned
at 12:25 P.M. All members present voted "aye".

Special Session
The City Council met in special session with Mayor Burt presiding.
Upon roll call C~uncilmen Lee, Wood and Jacobs reported present.
Councilman McNeil was absent.
City Attorney David informed the Council that the_County Board of
Supervisors would not now agree to continue the hearing set for
July 15, 1963, for the formation of the South San Luis Obispo
County Sanita~tion District beyond that date. They stated that if
all the enitities involved were represented on that date to request
such postponement, they would hear the evidence and then consider the
request. Mr. David stated he was advised by Mr. John Key that
Grover City would like to form the District and work ott the agreement
later. Mr. David recommended that the City should secure sufficent
protest to the formation of the District at this time so t~hat the
operating procedures and agreement the enities are working on could
be completed before such time as the District is officially formed.
~ C~uncilman Lee stated: "Where~s we have been unable to attain
assurance from the County Board of Supervisors that the hearing
for the formation of the South San Luis Obispo County Sanitation
District set for 2:00 P.M. July 15, 1963, will be continued for
further hearing till July 29, 1963 and,
Whereas it was the intention and agreement of the various enities
that the proposed South San Luis Obispo County Sanitation District
would not be brought before the County Board of Supervisors until
such time as a policy agreement had been reached by the enities
envolved;
I hereby move that the City Attorney be authorized and directed to
prepare and circulate petitions objecting to the formation of the
proposed District, seeking to obtain 2% of the registered voters in
the area proposed for the South San Luis Obispo County Sanitation
District; that it m~:y be pre~ented at the July 15, 1963 meeting of
the County Board of Supervisors in the exigency that our request to
postpone their ~ction regarding the formation of said District is
not granted.°
Councilman Jacobs seconded the motion and all Councilmen present
voted "Aye".
Amotion was made by Councilman Lee that in the furtherence in
circulating said petition that 3 persons be hired not affiliated
with the City so that the-petitions may be circulated immediately.
Councilman Lee withdrew his motion after discussion.
