Minutes 1963-07-18 422 Arroyo Grande, Calif. July 18, 1963-.7:30 P.M. The City Council met in adjou.rned session with Mayor B~xxt presiding. Present were Councilmen. Wood, McNeil and Jacobs. ;Absent was Councilman Lee. The proposed 1963-64 budgets were taken under discussion. A motion was made by Councilman McNeil, seconded by Councilman Jacobs, that the meeting be adjourned at 8:30 P.M. to executive session, for the purpose of discussing employees salaries. All members present voted "Aye". The Council reconvened at 9:15 P.M. in adjourned sessio~.. Councilman Lee is now present. Councilman Jacobs recommeded that the City Tax Rate be lowered to 20~ per each 100 assessed valuation to offset the 13/ ~,ncrease in the County of San Luis Obispo assessed valu~tions., After discussion, the Council tentatively approved the change. . The Gouncil approved a five percent increase in wages for all employees now employed by the City and authorized the hiring of five additional employees. ` A motion was made by Councilman Jacobs, seconc~ed by Councilman Lee, that the 1963-64 budgets be adopted as reviewed, the General Fund Budget totaling $ 355,666.76, the Water Fund Budget totaling $157,977.00, and all salary increases be effective as of August lst, 1963. All members present voted "Aye". A motion was made by Councilman Wood, seconded by Councilman McNeil, declaring a water emergency and granting approval to install a 12 inch line from the new reservoir connecting the old reservoir as proposed ~y Mr. Peterson, and authorizing the purchase of a pump to be installed an the,well on the Elm Street property now in use by the leasee, and directing the Public Works Department to proceed with the installations immediately. A motion was made by Councilman Lee, seconded by Councilman McNeil, that Michael Sullivan and Charles Cobun be hired as dispatch- ers in the Police Department, to serve at the pleasure pf the Council at the monthly wage of $300.00, effecti~ae July l, 1963.; All members present voted "Aye:. A ri.otion was made by Councilman Lee, seconded by Councilman McNeil, that Everett Plunkett Moore be hired as police patrolman, to serve at the pleasure of the Council, at the monthly wage of $450.00, effectibe July 16, 1963, to fill the vacancy in the Police Department. All members present wted "Aye". A motion,was made by Councilman Jacobs, seconded-by Councilman Lee, that the employees in the City Clerks office and the dispatchers in the Police Department be bonded at City expense. All members present voted "Aye4'. The Council agreed that eaeh department head advise their respectibe Commissioner, when the purchase of a capital outlay item is contemplated, and the Commissioner is to obtain approval of the Council before the item is purchased. The Council approved Pacific Engineers and Surveyors being the Engineering Firm for the Tally Ho Sewer Assessment District, as they had previously made a preliminary study of the district for the City.
