July 23, 1963 - 7:30 P.M.
The City Council met in regular session with Mayor Burt pre-
siding. Upon Roll call Councilmen Lee, Wood, and McNeil reported
present. Councilman Jacobs was absent.
The minutes of the Special meeting of July 8, 1963, the regular
meeting of July 9, 1963, the adjourned meetings of Jul,y 15, 1953
and July"18, 1963 were approved as prepared. '
Ordinance No. 179 was read for the seconded reading through
the title. A motion was made by Councilman Wood, seconded by
Councilman Lee that the reading of the balance of the Ordinance
be d~spensed with. Al1 members present voted "Aye°.
ORDINANCE NO. 179
AN ORDI;.IANCE AMENDING SECTION 6.2 and 6.3 OF ORDINANCE NO.
157 OF THE CITY OF ARROYO GRANDE, SHORT TITLE "THE ZONING
ORDINANCE OF THE CITY OF ARROYO GRANDE" Passes and adopted
the 9th day of January, 1962, and repealing all Ordinances
~ or portions of Ordinances in conflict herewith.
On motion of Councilman Lee, seconded by Councilman McNeil
and on the following roll call vote, to-wit:
AYES: Councilmen Lee, Wood, McNeil and Mayor Burt
NOES: None
ABSENT: Councilman Jacobs
the foregoing Ordinance was adopted this 23rd day of July, 1963.
Ordinance No. 180 was read for the second reading through the
title. A motion was made by Councilman McNeil, seconded by Council-
man Wood, that the reading of the balance of the Ordinance be
dispensed with. All members present voted "Aye".
ORDINANCE NO. 180
AN ORDINANCE APPROVTNG THE ANNEXATION OF CERTAIN UNINHABITED
TERRITORY, DESIGNATED "OAK PARK NO. 1" TO THE CITY OF ARROYO
GRANDE .
On motion of Councilman McNeil, seconded by Councilman Lee,
and on the following roll call vote, to-wit:

ABSENT: Councilman Jacobs
the foregoing Ordinance was adopted this 23rd day of July, 1963.
A mQtion was made by Councilman Wood, seconded by Councilman
McNeil, that the North Elm Street Sewer Extension improvement-be
accepted by the City. All members present voted "Aye".
City:Attorney Gould reviewed for the Council the limitations
of emergency projects and stated i.n his opinion the laws regard-
ing emergency projects would apply to the present water condition
in the City of Arroyo Grande. After discussion the following
Resolution was adopted.

MONEY ARISING OUT OF THE OCCURRENCE OF A GREAT'PUBLIC

On motion of Councilman Wood, seconded by Councilman McNeil
and on the following roll call vote to-wit:

the foregoing Resolution was adopted this 23rd day of July, 1963.
Mr. Clifford Bridges, Rt. l, Box 627-A, Arroyo Grande, re-
quested that the City grade the drain ditch running through his
property to eleminate the danger of possible flooding next winter,
further stating he would maintain the drainage ditch once it was
graded. The Council questioned if the City grade.d the 'diteh if
it would then be obligated to maintain same from now on. Upon the
decision of City Attorney Gould that he feltthere would be no
binding obligation to the City the Council granted Mr. Bridges his
request and directed the Department of Public Works to g'racle the
drainage ditch.
Mr. Nicholes Gaynos, one of the Developers of Gaynfair Terrace
requested the Council release the three lots now being held for
ponding in Tract No. 140 as the development of Tract No 282 was
causing a hardship on him. After discussion the Council agreed that
the lots not be released at this time and that no building permits
be issued for that portion of Tract No. 282 immediately adjacent
to Tract No. 140 until such time as provisions have been made for
drainage. Mr. Anderson was directed to contact the Developers of
Tract No. 282 regarding this condition.
Mayor Burt called a 10 minute recess at 8:10 P.M. so that the
Council could check the parking space requirements as requested
by the Planning Commission. The Council reconvened at 8:20 P.M.
The Council agreed that the Ordinance covering parking space
requirements be referred to the Planning Commission for review for
possible requirement revisions being made to cover specific type
businesses.
Commissioner Schultz discussed with the Council the proposed
Tree Ordinance which the Planning Commission has under review at
this time, stating there have been some aninor changes to the copy
which had been presented to the Council and that a new revised
copy would be pre~ented to each Councilman before the next regular
Council meeting.
The Council discussed the confusion of names of streets on
the east side'of the City and requested that the Planning Commission
review these street names and recommend changes to the Council.
A motion was made by Councilman Lee, seconded by Councilman
Wood, that Irene Machado, Clerk-dispatcher for the Police Dept., be
given a 5/ increase in salary in conformance with the 5/ increase
extended all full time employees, as she is a regular employee of
the City but just works 20 hours per week. Salary increase to be
effectii~e August 1, 1963. Al1 members present voted "Aye".
A motion was made by Councilman McNeil, seconded by Council-
man Lee, that the warrants against the Ge~:eral Fund for $6-,834.75
and the Water Fund for $250.00 be authorized and ordered paid. All
memb~rs present Voted "Aye".
On motion of Councilman Wood, seconded by Councilman Lee
the meeting adjourned at 8:38 P.M. All members present voted "Aye".
