CC 2017-04-11_09c PR Commission Appointment MEMORANDUM TO: CITY COUNCIL FROM: ROBERT McFALL, INTERIM CITY MANAGER SUBJECT: CONSIDERATION OF COUNCIL APPOINTMENT TO THE PARKS AND RECREATION COMMISSION DATE: APRIL 11, 2017 RECOMMENDATION: It is recommended the Council approve the recommendation of Mayor Pro Tem Brown to appoint Fernando Garcia III to the Parks and Recreation Commission. IMPACT TO FINANCIAL AND PERSONNEL RESOURCES: There is no fiscal impact from this action. BACKGROUND: City Council policy sets forth appointment procedures for the City’s Commissions, Boards and Committees. Policy No. 4 of the City Council Operations Manual, Section 3 states that the Mayor and each respective Member of the Council shall recommend a representative to the various Commissions, Boards and Committees, subject to the approval by a majority vote of the Council. All Commission, Board, and Committee Members serve at the pleasure of the Council. ANALYSIS OF ISSUES: An unscheduled vacancy has occurred on the Parks and Recreation Commission due to the resignation of Greg King, effective January 12, 2017. The term for the seat expires January 31, 2019. A Notice of Vacancy was posted pursuant to Government Code Sections 54970-54974. Fernando Garcia has submitted an application for the vacant seat and is recommended for appointment by Mayor Pro Tem Brown. ALTERNATIVES: The following alternatives are provided for the Council’s consideration: 1. Approve Mayor Pro Tem Brown’s recommended appointment; 2. Do not approve the recommended appointment; or 3. Provide direction to staff.
