ARC Minutes 2016-12-05ACTION MINUTES REGULAR MEETING OF THE ARCHITECTURAL REVIEW COMMITTEE MONDAY, DECEMBERS, 2016 ARROYO GRANDE CITY HALL, 300 EAST BRANCH STREET ARROYO GRANDE, CA, 1. CALL TO ORDER Chair Hoag called the Regular Architectural Review Committee meeting to order at 2:30 p.m. 2. ROLL CALL ARC Members: Chair Warren Hoag, Vice Chair Michael Peachey, and Committee Members Bruce Berlin and Mary Hertel were present. Committee Member John Rubatzky was absent. City Staff Present: Planning Manager Matt Downing, Planning Technician Sam Anderson, Public Works Director Geoff English and Capital Improvement Project Manager Jill McPeek were present. 3. FLAG SALUTE Bruce Berlin led the Flag Salute. 4. COMMUNITY COMMENTS AND SUGGESTIONS Public Works Director Geoff English informed the ARC that additional details had been provided for the public restroom project located at Heritage Park, and requested a special meeting of the ARC to review new submitted materials. 5. APPROVAL OF MINUTES Bruce Berlin made a motion, seconded by Mary Hertel, to approve the minutes of November 21, 2016 as submitted with an addendum on page two (2), paragraph one (1), to clarify that the stucco wall referenced in the motion for item 6.a. of the November 21, 2016 meeting was the stucco wall located on the southern exposure. The motion carried on a 3-0 voice vote, with Warren Hoag abstaining. 6. PROJECTS 6.a. CONSIDERATION Of ARCHITECTURAL REVIEW 16-010; CONSTRUCTION OF ONE (1) NEW 3,184 SQUARE FOOT SINGLE FAMILY HOME; LOCATION - 1029 ASH STREET, LOT 1; APPLICANT — BELLE MER DEVELOPMENTS; REPRESENTATIVE - ROBERT MALONE (Anderson) Planning Technician Anderson presented the staff report and responded to questions regarding trash enclosures, guest parking, dirt piling, trees, and flatwork. Robert Malone, representative, Jeff Emerick, civil engineer, and Robert Schreiber, arborist, spoke in support of the project and responded to questions from the Committee regarding driveway materials, tree health, trash enclosures, porches, and storm water drainage. The Committee provided comments on the project regarding the architectural details, the porch, and mitigating storm water. Minutes: ARC Monday, December 5, 2016 PAGE 2 Mary Hertel made a motion, seconded by Bruce Berlin, to recommend approval of the project to the Community Development Director with the following conditions: 1. Paving alternative #2, the shallower paving alternative, is preferred within the root zone of Oak trees; and 2. Sheet and downspout flow shall be directed away from all trees on site. The motion carried on a 4-0 voice vote. 6.b. CONSIDERATION OF ARCHITECTURAL REVIEW 16-016; CONSTRUCTION OF ONE (1) NEW 3,065 SQUARE FOOT, SINGLE FAMILY HOME; LOCATION -1029 ASH STREET, LOT 2; APPLICANT — BELLE MER DEVELOPMENTS; REPRESENTATIVE - ROBERT MALONE (Anderson) Planning Technician Anderson presented the staff report. Robert Malone, representative, and Jeff Emerick, civil engineer, spoke in support of the project. The Committee provided comments on the project regarding the distinctions between Lots 1 and 2 and landscaping. Bruce Berlin made a motion, seconded by Mary Hertel, to recommend approval of the project to the Community Development Director as submitted. The motion carried on a 4-0 voice vote. 6.c. CONSIDERATION OF ARCHITECTURAL REVIEW 16-014; CONSTRUCTION OF ONE (1) NEW 3,078 SQUARE FOOT SINGLE FAMILY HOME; LOCATION -1029 ASH STREET, LOT 4; APPLICANT - BELLE MER DEVELOPMENTS; REPRESENTATIVE — ROBERT MALONE (Anderson) Planning Technician Anderson presented the staff report. Robert Malone, representative, and Jeff Emerick, civil engineer, spoke in support of the project and responded to questions from the committee regarding elevation detailing. The Committee provided comments on the project regarding false dormers, the trellis feature, and colors. Michael Peachey made a motion, seconded by Bruce Berlin, to recommend approval of the project to the Community Development Director as submitted, with the finding that the minor encroachments into the Design Guideline prescribed driveway setback are in substantial conformance with the intent of the Design Guidelines. CONSIDERATION OF ARCHITECTURAL REVIEW 16-015; CONSTRUCTION OF ONE (1) NEW 3,034 SQUARE FOOT SINGLE FAMILY HOME; LOCATION -1029 ASH STREET, LOT 7; APPLICANT — BELLE MER DEVELOPMENTS; REPRESENTATIVE — ROBERT MALONE (Anderson) Planning Technician Anderson presented the staff report. Robert Malone, representative, and Jeff Emerick, civil engineer, spoke in support of the project and responded to questions from the Committee regarding dormers and the porch. The Committee provided comments on the project regarding the size of the home, the porch, and general architectural detailing. Warren Hoag made a motion, seconded by Mary Hertel, to recommend approval of the project to the Community Development Director as submitted, with the finding that the minor encroachments into the Design Guideline prescribed driveway setback are in substantial conformance with the intent of the Design Guidelines. The motion carried on a 4-0 voice vote. 6.e. CONSIDERATION OF ARCHITECTURAL REVIEW 16-013; CONSTRUCTION OF A SECONDARY DWELLING UNIT AND RESIDENTIAL ADDITION; LOCATION — 301 SOUTH MASON STREET; APPLICANT — MARK VASQUEZ (Downing) Planning Manager Downing presented the staff report and responded to questions regarding site development standards, stormwater requirements, and historic compatibility. Mark Vasquez, applicant, spoke in support of the project and responded to questions from the Committee regarding colors, roof venting, materials, and previous modifications to the structure. Chair Hoag opened the item for public comment. Shirley Gibson, Halcyon, provided comments on the project including concerns regarding the mass and scale of the project. Hearing nothing further, Chair Hoag closed the public comments. The Committee provided comments on the project regarding the historic integrity of the proposal, opportunities to reduce massing on Phase 3, importance of landscaping, and support for the project. Bruce Berlin made a motion, seconded by Mary Hertel, to recommend approval of the project to the Community Development Director as an example of architectural and historical reverence, with the following conditions: 1. Have staff review fencing at the new garage for conflicts with vision triangle requirements; and 2. Encourage a friendly and aesthetically pleasing entrance to the secondary dwelling unit that doesn't add to lot coverage. The motion carried on a 4-0 voice vote. DISCUSSION ITEMS PAGE 4 The Committee discussed the Public Works Director's request for a special meeting to review additional information regarding the Heritage Square restroom project and determined that a quoroum would be available on December 8, 2016 at 4:30 pm. 8. COMMITTEE COMMUNICATIONS None. 9. STAFF COMMUNICATIONS Planning Manager Downing reported that it is anticipated the December 19, 2016 meeting will be held. 10.
