CALL TO ORDER Chair Hoag called the Regular Architectural Review Committee meeting to order at 2:30 P. M. 2. ROLL CALL ARC Members: Chair Warren Hoag and Committee Members Bruce Berlin and John Rubatzky were present. Vice Chair Michael Peachey and Committee Member Mary Hertel were absent. City Staff Present: Planning Manager Matt Downing and Planning Technician Sam Anderson were present. 3. FLAG SALUTE Warren Hoag led the Flag Salute. 4. COMMUNITY COMMENTS AND SUGGESTIONS None. 5. APPROVAL OF MINUTES None. 6. PROJECTS 6.a. CONSIDERATION OF ADMINISTRATIVE SIGN PERMIT 16-026; INSTALLATION OF ONE (1) NEW WALL SIGN WITH TWO (2) SUB PANELS, THREE (3) WINDOW SIGNS, AND ONE (1) CANOPY SIGN; LOCATION - 201 EAST BRANCH STREET; APPLICANT - KATHY AND GLENN ESSEN; REPRESENTATIVE — ROBIN McDONALD, AVILA SIGN & DESIGN (Downing) Planning Manager Downing presented the staff report. Robin McDonald, representative, spoke in support of the project and responded to questions from the Committee regarding the valance, lighting, and mounting of the sign. The Committee provided comments on the project regarding the colors, detailing, and multi - panel design. Bruce Berlin made a motion, seconded by John Rubatzky, to recommend approval of the project to the Community Development Director as submitted. The motion carried on a 3-0 voice vote. 6.b. CONSIDERATION OF ARCHITECTURAL REVIEW 16-017; CONSTRUCTION OF ONE (1) NEW 2,971 SQUARE FOOT SINGLE FAMILY HOME; LOCATION — 1029 ASH STREET, LOT 3; APPLICANT — BELLE MER DEVELOPMENTS; REPRESENTATIVE — ROBERT MALONE (Anderson) Minutes: ARC Monday, December 19, 2016 PAGE 2 Planning Technician Anderson presented the staff report and responded to questions from the Committee regarding the drip line of existing Oak trees. Robert Malone, representative, spoke in support of the project and responded to questions from the Committee regarding the removal of Eucalyptus trees on the property. The Committee provided comments on the project regarding colors, the front facing garage, and landscaping plan. Warren Hoag made a motion, seconded by Bruce Berlin, to recommend approval of the project to the Community Development Director as submitted. The motion carried on a 3-0 voice vote. 6.c. CONSIDERATION OF ARCHITECTURAL REVIEW 16-018; CONSTRUCTION OF ONE (1) NEW 2,537 SQUARE FOOT SINGLE FAMILY HOME; LOCATION — 1029 ASH STREET, LOT 5; APPLICANT — BELLE MER DEVELOPMENTS; REPRESENTATIVE — ROBERT MALONE (Anderson) Planning Technician Anderson presented the staff report and responded to questions from the Committee regarding the square footage of the proposed home and the common driveway setbacks. Robert Malone, representative, spoke in support of the project and responded to questions from the Committee regarding dormers. The Committee provided comments on the project regarding the porches, minor common driveway setback infringements, the side loaded garage, and landscaping plan. Bruce Berlin made a motion, seconded by John Rubatzky, to recommend approval of the project to the Community Development Director as submitted, with the finding that the minor encroachments into the Design Guideline prescribed driveway setback are in substantial conformance with the intent of the Design Guidelines. The motion carried on a 3-0 voice vote. 6.d. CONSIDERATION OF ARCHITECTURAL REVIEW 16-018; CONSTRUCTION OF ONE (1) NEW 2,992 SQUARE FOOT SINGLE FAMILY HOME; LOCATION — 1029 ASH STREET, LOT 6; APPLICANT — BELLE MER DEVELOPMENTS; REPRESENTATIVE — ROBERT MALONE (Anderson) Planning Technician Anderson presented the staff report. Robert Malone, representative, spoke in support of the project and responded to questions from the Committee regarding the porch. The Committee provided comments on the project regarding the siding and trellis, the garage location, the shingled gables, and the minor common driveway setback infringement. CONSIDERATION OF ARCHITECTURAL REVIEW 16-012; CONSTRUCTION OF ONE (1) NEW 2,148 SQUARE FOOT SINGLE FAMILY HOME; LOCATION — LOT 23 OF TRACT 2653; APPLICANT — HUASNA DEVELOPMENT COMPANY; REPRESENTATIVE — MARK VASQUEZ, DESIGN GRAPHICS (Anderson) Planning Technician Anderson presented the staff report and responded to questions from the Committee regarding the size of the lot. Mark Vasquez, representative, spoke in support of the project and responded to questions from the Committee regarding window placement. The Committee provided comments on the project regarding the size of the home, the architectural detailing, the landscaping plan, and the location of the garage. Bruce Berlin made a motion, seconded by John Rubatzky, to recommend approval of the project to the Community Development Director as submitted. The motion carried on a 3-0 voice vote. 6.f. CONSIDERATION OF ARCHITECTURAL REVIEW 16-011; CONSTRUCTION OF ONE (1) NEW 2,148 SQUARE FOOT SINGLE FAMILY HOME; LOCATION — LOT 25 OF TRACT 2653; APPLICANT — HUASNA DEVELOPMENT COMPANY; REPRESENTATIVE — MARK VASQUEZ, DESIGN GRAPHICS (Anderson) Planning Technician Anderson presented the staff report and responded to questions from the Committee regarding the clipped roof lines. Mark Vasquez, representative, spoke in support of the project. The Committee had no questions for the representative. The Committee provided comments on the project regarding the clipped roof lines, architectural detailing, and the landscaping plan. Bruce Berlin made a motion, seconded by John Rubatzky, to recommend approval of the project to the Community Development Director as submitted, with the suggestion to include an optional stone wainscot around the base of the home. The motion carried on a 3-0 voice vote. 7. DISCUSSION ITEMS None. 8. COMMITTEE COMMUNICATIONS Committee Member Rubatzky expressed frustration with the Heritage Park bathroom project, citing concerns with the cost of the project and the integrity of the bidding company. STAFF COMMUNICATIONS Planning Technician Anderson reminded Committee members, whose terms are expiring, that wish to continue on the ARC to submit applications to the City Clerk, and that the January 9, 2017 special meeting would not be cancelled. 10.
