CONSIDERATION OF TEMPORARY USE PERMIT 17–004

The Arroyo Grande Village Improvement Association (VIA) has submitted an application
for a Temporary Use Permit to hold a small car show event for the Horseless Carriage
Club of America. The Horseless Carriage Club of America (HCCA) is a car collector
and enthusiast club with a particular interest in pioneer gas, steam and electric motor
vehicles built or manufactured prior to January 1, 1916. The HCCA seeks to preserve
and restore automobiles of this era as well as promote the preservation of their
historical value. This is often accomplished by completing “tours” as well as holding
educational events such as the event being proposed.
Staff Advisory Committee
The Staff Advisory Committee (SAC) reviewed the proposed project on April 12, 2017.
Members of the SAC voiced their support of the project with conditions of approval
included to ensure a safe and successful event.
ANALYSIS OF ISSUES:
The VIA is seeking a Temporary Use Permit to use Heritage Square Park on Thursday,
May 4, 2017 for the HCCA event. Additionally, the VIA requests the exclusive use of
street parking surrounding Heritage Square Park on Mason, Nelson, and Short Streets,
with “No Parking” restrictions and enforcement during the event. The proposal for such
an event to reserve street parking adjacent to the event site necessitates Council’s
approval of the Temporary Use Permit. The purpose of the Temporary Use Permit is to
ensure the event is conducted in a manner that is compatible with the surrounding area
and results in a successful event for the applicant, the attendees, the neighbors and the
City. The event will be held from 11 AM until 3 PM. The HCCA will bring approximately
thirty (30) pre- 1916 cars and display them around Heritage Square Park, allowing
visitors to see and learn about the vehicles. Although street parking will be limited,
vehicular access will be maintained along Mason, Nelson, and Short Streets during the
event.
The proposed event has the potential to impact traffic in the vicinity of Heritage Square
Park. This impact to traffic is a result of the use of street parking around the event for
the display of the horseless carriages, as well as the movement of approximately 100 to
200 visitors around the Village area. However, due to the limited expanse of activity
area, the impact on traffic is anticipated to reflect that of a typical weekend in the
Village. Therefore, it is not projected to cause significant traffic issues.
ALTERNATIVES:
The following alternatives are provided for the Council’s consideration:
1. Adopt the attached Resolution approving Temporary Use Permit 17–004
2. Modify as appropriate and adopt the attached Resolution; approving Temporary
Use Permit 17–004;
3. Do not adopt the attached Resolution; provide specific findings, and direct staff to
return with an appropriate resolution denying Temporary Use Permit 17–004; or
4. Provide direction to staff.

ADVANTAGES:
The event projects to draw approximately 100 to 200 visitors to the City and will serve
as an opportunity for education and building of community. Locating the event near the
Village will allow visitors to explore Arroyo Grande’s historic district and boost
commercial activity in the area.
DISADVANTAGES:
The event proposes to restrict street parking around Heritage Square Park for the
duration of the event. However, adequate public parking facilities are located in the
vicinity of the event including Olohan Alley, Le Point Street, and the Car Corral. The
event also has the potential to impact traffic surrounding the event area. This impact is
anticipated to reflect typical traffic conditions experienced during weekends in the
Village.
ENVIRONMENTAL REVIEW:
In compliance with the California Environmental Quality Act (CEQA), it has been
determined that this project is Categorically Exempt per Section 15304(e) of the CEQA
Guidelines regarding minor temporary use of land.
PUBLIC NOTIFICATION AND COMMENTS:
The Agenda was posted in at City Hall and on the City’s website in accordance with
Government Code Section 54954.2.

FINDINGS FOR APPROVAL – TEMPORARY USE PERMIT:
1. The operation of the requested use at the location proposed and within the time period
specified will not jeopardize, endanger, or otherwise constitute a menace to the public

The operation of the carriage show will not jeopardize, endanger, or otherwise constitute
a menace to the public health, safety or general welfare due to the relatively small
number of attendees and the limited expanse of activity area.
2. The proposed site is adequate in size and shape to accommodate the temporary use
without material detriment to the use and enjoyment of other properties located adjacent
to and in the vicinity of the site.
The City street parking to be reserved and Heritage Park are adequate in size and shape
to accommodate the carriage show due to the limited expanse of activity area therefore
the impact on traffic is anticipated to reflect that of a typical weekend in the Village.
3. The proposed site is adequately served by streets or highways having sufficient width
and improvements to accommodate the kind and quantity of traffic that the temporary
use will or could reasonably be expected to generate.
The City street parking to be reserved and Heritage Park are both adequately served by
streets to ensure attendees visit the City safely due to the anticipation that the event will
reflect typical traffic conditions experienced during weekends in the Village.
