MEETING OF THE ARCHITECTURAL REVIEW COMMITTEE

1. CALL TO ORDER
Chair Hoag called the Architectural Review Committee meeting to order at 2:30 p.m.
2. ROLL CALL
ARC Members: Chair Warren Hoag, Vice Chair Bruce Berlin, and Committee
Members Mary Hertel and Keith Storton were present.
City Staff Present: Planning Manager Matt Downing and Planning Technician Sam
Anderson were present.
3. FLAG SALUTE
Chair Hoag led the Flag Salute.
4. COMMUNITY COMMENTS AND SUGGESTIONS
Planning Manager Downing confirmed with the ARC members that they had received the
supplemental memo regarding item 6.a. prior to the meeting.
5. APPROVAL OF MINUTES
Bruce Berlin made a motion, seconded by Keith Storton, to approve the minutes of April 3,
2017, as submitted.
The motion carried on a 4-0 voice vote.
6. PROJECTS
6.a. CONSIDERATION OF VIEWSHED REVIEW 17-002; CONSTRUCTION OF A NEW
SECOND STORY SECONDARY DWELLING UNIT; LOCATION — 1212 PRISCILLA
LANE; APPLICANT — TAMARA SPAUR; REPRESENTATIVE — LAURA GOUGH,
STUDIO 2G ARCHITECTS (Anderson)
Planning Technician Anderson presented the staff report and responded to questions from
the Committee regarding the purpose of the ARC reviewing the project, noticing
requirements for such a public meeting, the D-2.7 Height Overlay, and how height of
structures is measured on slopes.
Bruce Berlin disclosed that he had visited the neighboring property at 1204 Priscilla Lane
and had seen the views from the deck on the property.
Laura Gough, representative, spoke in support of the project, and responded to questions
regarding the location of the proposed new secondary dwelling unit, the elevator, and the
grade of the existing garage.
Rista Prahar, 1204 Priscilla Lane, read a letter in opposition of the project, stating that the
project in its current form would eliminate views from her property and would be negatively
impactful to the value of her property.

Katherine Reed, appraiser, spoke in opposition of the project and presented a story board
showing simulated models of the impact of the project in its current form.
Patricia English, 184 Ruth Ann Way, spoke in support on the project, and provided
suggestions on privacy and tree concerns.
Laura Gough and Tamara Spaur, applicant, responded to additional questions from the
Committee regarding window location and historical tree locations.
The Committee provided comments on the project, including concerns regarding character
of the proposed architecture, concerns regarding the location of the proposed secondary
dwelling unit, and concerns regarding the impact the proposed project would have upon the
views and property value of the neighboring property.
Bruce Berlin made a motion, seconded by Mary Hertel, to recommend denial of Viewshed
Review 17-002 to the Community Development Director due to the inability of the
Committee to make findings required to approve a Viewshed Review, based upon the
concerns expressed by the Committee.
The motion passed on a 4-0 voice vote.
7. DISCUSSION ITEMS
None.
8. COMMITTEE COMMUNICATIONS
Mary Hertel informed the Committee that she had attended a Halcyon Road Complete
Streets Plan Charrette and discussed the various proposals included in the project. Planning
Manager Downing provided additional insight into the Halcyon Road Complete Streets Plan.
9. STAFF COMMUNICATIONS
Planning Manager Downing informed the Committee Arroyo Grande had received a grant of
$50,000 from SLOCOG to increase pedestrian safety around Harloe Elementary as part of
the Safe Routes to School Program. Planning Manager Downing also provided updates to
the Committee on the Heritage Square Park Bathroom Structure Project.
