CC 2017-05-23_09e Commission Appointments MEMORANDUM TO: CITY COUNCIL FROM: JIM BERGMAN, CITY MANAGER SUBJECT: CONSIDERATION OF COUNCIL APPOINTMENTS TO THE ARCHITECTURAL REVIEW COMMITTEE AND TRAFFIC COMMISSION DATE: MAY 23, 2017 RECOMMENDATION: It is recommended the Council: 1) approve the recommendation of Mayor Hill to appoint Coleen Kubel to the Architectural Review Committee; and 2) approve the recommendation of Mayor Hill to appoint Rodney Pappas to the Traffic Commission, contingent upon the appointment of Coleen Kubel to the Architectural Review Committee. IMPACT TO FINANCIAL AND PERSONNEL RESOURCES: There is no fiscal impact from this action. BACKGROUND: City Council policy sets forth appointment procedures for the City’s commissions, boards, and committees. The policy states that the Mayor and each respective member of the City Council shall recommend a representative to the various commissions, boards and committees, subject to the approval by a majority vote of the Council. All commission, board, and committee members serve at the pleasure of the Council. ANALYSIS OF ISSUES: An unscheduled vacancy has occurred on the Architectural Review Committee (ARC) due to a resignation by John Rubatzky, effective April 3, 2017. The term for this seat expires January 31, 2019. A Notice of Vacancy was posted at City Hall and on the City’s website. Jon Couch and Coleen Kubel, who is currently serving on the Traffic Commission, have submitted applications for the vacant Architectural Review Committee seat (Attachments 1 & 2). Members of the Architectural Review Committee and the Traffic Commission must be qualified electors of the City. In addition, appointment procedures for the ARC specify that three members should have technical design and/or landscaping design knowledge and experience and should be able to read and interpret mechanical, architectural and engineering drawings as they relate to the appearance of a proposed building, signage, structure, and landscaping upon a site and the surrounding community. There are currently three members on the ARC that meet the technical design and/or landscaping design requirements. Mayor Hill has recommended the Architectural Review Committee vacancy be filled by Coleen Kubel. Since Ms. Kubel currently serves on the Traffic Commission, if appointed to the Architectural Review Committee, she will automatically vacate her seat on the Traffic Commission. In anticipation of this potential vacancy, an application was filed by Rodney Pappas indicating an interest in serving on the Traffic Commission (Attachment 3). Mayor Hill has recommended that the potential vacancy on the Traffic Commission be filled by Rodney Pappas. The term for this seat expires January 31, 2019. ALTERNATIVES: The following alternatives are provided for the Council’s consideration: 1. Approve the recommended appointments; 2. Do not approve the recommended appointments; or 3. Provide direction to staff. ADVANTAGES: Approval of these recommended appointments will provide for a full membership of the Architectural Review Committee, and for an appointment to an anticipated vacancy on the Traffic Commission. DISADVANTAGES: No disadvantages are identified. ENVIRONMENTAL REVIEW: No environmental review is required for this item.
