The City Council met in regular session with Mayor Wood presiding. ~p~n roll

The minutes of the adjourned meetings of April 19 and May 3, 1g66 were approved
as prepared.
APPROVAL OF WARRANTS ~
A motion was made by Councilman Levine, seconded by Councilman Schlegel, that
General Warrants No. g73 to and including No. 1031 in the total emount of $17,697.12,
Payroll Warrants No. 1207 to and including No. 1248 in the total ~mount of $7,536.60
and Trust and Agency Warrants No. 365 to and including No. 397 in the total amount
of $280.00 be authorized and ardered paid. Motion carried.

designating ~the meeting dates of the above boards, the Council member to attend
each meeting, in addition to the representative, on a rotating basis, and a system
of notifying each Council member prior to each board meeting.

The City Administrator introduced Mario Evangelista, Neil Vincelette and Doug
Eastman and advised that they were in the group of~15 High School Students that
. had participated in the E1ks Annual Youth in Government Day on May 2, 1966. Mariq
Evangelista, speaking for the group, thanked the Council for letting the students
participate in the City government activities for a day and h~ felt the program
was very worthwhile and should be continued in the future. Mayor Wood, on behalf
of ~.lae Council, thanked the students for attending the mesting and for taking an
tnteres~ in the City operations.

PROCLAMATION FOR "BUDDIES POPPIES" DAYS, MAY 27th and 2~th
As requested by the Veterans of Foreign Wars, Mayor Wood proclaimed May 27th
and 28th, 1966 as "Buddies Poppies" Days.

striping and that the lot be posted for ~two hour parking, as recommendad by the
Parking Commission. Motion carried.
AGREEMENT W1TH WOODS ANIMAL SHELTER
After discussion, a motion was made by Councilman Burt, seconded by CounciT-
man Schlegel, that the Mayor and City Clerk be authorized to sign an ~xten$ion of
Agreement between the City of Arroyo Grande and Woods Animal Shelter. Motion carried.
LEAGUE CALIF, CITIES tEGIStATIVE BULLETIN
Af ter discwssion, the following action was tak~n regarding the Legislative
Bulletin, dated April 18, 1966 received from the League of California Cities:
A ietter bearing Mayor Wood's signature would be sent to Congressman Talcott,
requesting ~hat he insist that equivalent federal aid funds be restored to Callfor-
nia as the Federal Aid Revenues for Highways was withdt-awn from the State af Cal-
ifornia due to the City of San F~ancisco not approving locations for interstate
highway routes wlthin the City,
The City Administrator was instructed to write to Governor Brown urging that
AB 128 reducing the normal retirement age of police officers, be vetoed.
A motion was made by Councilman Levine, seconded by Councilman Bur.t, that
Senator Sturgeon and Assemblyman Shoemaker be requested to oppose ACA 3 aufihor-
izing the Legislature to exempt from local property taxation single family dwell-
ings owned and occupied by persons over 64 years of age, as there is no planned
program to equalize the loss of revenue to the City.

PLANNED UN I~' DEVELOPMENT ANtENDMENT l"t~ ZON 0 NG ORD G NANCE
Planning Commissiora i3esolut~on No. 66-21~Z was s~abmitted to t~e Council re~~
commending an amendment to the Zoning Ordinance N~s 15~ by adding a new sectson
establishing a Planned Unit Development or "PDtO District. The Gety Administrator
briefly outlined the purpose of the new ddstrict and advised that in the su:bmitted
copies, Sec. 2 B(2nd paragraph) had been inadvertantly omitted but would be in-
cluded in the final draft. A moteon was made by Councilmars Burt, seconded by
Councilman Levine that a Public Hear$ng be held at $;OO PoM. on May 24th, 1966
to amend the Zoning Ordinance No. 157 by adding a new sectioro establishing a Planned
Unit Development or "PD" District. Motion carried.
LAND USE ELEMENT QF THE GENERAL PtAN REGOMM, FROM PLANNING COMMISSION
Planning Comrnession Resolution No. 66-22-G, recommending the adoption of the
Land Use Element of the Geroeral Plan was received and taken under discussione
Mayor iaood ~~~fied that he felt the proper significance had not been given the Land
Use ~lement and that fihe general pubtic was unaware that thds element would, in the
future be a guide to determine the zoning within the~ City and that before any #ur~
ther action was taken by the Council, the tand use map should be returned to Hahn,
Wise and Associates for amendments as designated by the Planning Commission and Cifiy
Council, and that this map be returned to the City in reproducable form so it could
be published in the local paper and the citszens be made aware of the proposed
changes, prior to holding a Public Hearing. Mr. A1 Browne was-present-and advised
that he was in favor of ,nofiifyong fihe public of the Land Use Element by.publication
in the 1oca1 paper. The Council agreed the above action as outlined by:Mayor Wood

RECOMMENDATtON TO AMEND ORD. N0, 210 PLANNING COMMISSION ORGANIZATI-0N
The City Attorney was instructed to'prepare an amendment to Ordi:nance No. 210
to rotate the terms of the Planning Commissioners so that a majority of the Com-
missioner's terms of office wi11 root expire at:any one time,

A motion was made by Counci~man Schtegel, seconded by Councilman Burt, that
the resignatiore as submitted by Marlin Miiler from the Parks and Recreation Com-
mission be accepted and a let~er of appreciation for his service to the City be
sent to Mr. Miller. Motion carried.
PARKS AND RECREATION JOINT STUDY SESSION
It_was agreed to reschedute the joint study session with the Parks and Rec-
reation Commission for May 25, 1966.
PURCNASE OF FIRE HOSE
The City Administrator advised that Chief Marsalek had received fire hose
samples from Al~ro Fire Equipment Company, who had submitted the lowest estimate,
and Chief Marsalek felt it was comparable to hose presently ~n use by the Fire
Department and recommended its purchase. After Counc~l discussion, a motion was
made by Counciiman Burt, seconded by Cooancilman Levine, that 500 feet of 22 inch,
and 300 feet of 1'-z inch hose be pur'chased -from A1bro Fire Equipment Company, for
the amount of $763,00 plus tax. Motion carried.
LETTER FROM SCHQOL REGARDING FIRE
The City Administrator read aloud a letter received from the Arroyo Grande
Union High School expressing fiheir thanks and appreciatoon for the quick response
of the Fire De~;~s~tment, and advising that they felt the competent action of the
department less~ned the loss to the School.

COUNTY WATER ADU{SORY COMMITTEE M~ETING REPORT
The Cifiy Admtnistrator reported on fihe regular meeting of the San Luis 4bispo
County Water Resources Advisory Committee and advised that de-salting sea water
had been discussed and that it was generalty felt that fihe cost would be prohibttlve.
FEASIBII,ITY STUDY FOR UNSEWERED PORTIONS OF CITY
The Counctl reviewed the price quotes from C,aring and Taylor and Koebig artd
Kaebig ~or the engineering feasibility study for unsewered portions af the City,

Councilman Bu~t reported ~hrat a 30 day extension or until June 17, 19G6 had
been granted as a final dafis for completion of the Sewage Treatment Piant, Trunk
L.ine and Oufi~Fal1 Line Installations.

The C1ty Engineer advised ;pr. Gerald Moss and Mr. and Mrs. Pete Giambalvo
that after the installation of the drain line thru Tract 131, the streets would
be repaired to conform to i~s original paving, with a slight difference in color
betwe~n the old and new paving.
