City Administrator Butch read a letter from the Lucia Mar Unified School District
requesting Mayor Wood proclaim Apri3 24th`through 28th, 1967 as Publie Schools Week.
Mayor Wood stated that he had previously made such proclamation at the regular meeting
of,the Council on April llth9 1967, at the request of the San Luis Obispo County
Schools and such proclamation stili stands:
LETTER FROM PISMO BEACH CHAMBER OF COMMERCE - REQUESTING COUNCIL SUPPORT OF AB 1061.
City Administrator Butch read a letter from the Pismo Beach Chamber of Commerce
requesting that this Council support..and foxward approval o€ AB 1061, a measure aimed
to include Highway One in the Scenic Highway.System from Pismo Beach to Guadalupe, to
State Legislators Donald L, Grunskyg Winfield A, Shaemaker, and William Ketchum.
After Council discussion City Administrator Butch was directed to forward approval and
indicate this Council's full support of this measure to the aforementioned Legislators
~.nd also to Vernon L, Sturgeo.na L~aison between the Governor°s Office and the State
Legislatureo
PORT SAN LUIS HARBOR DISTRICT RE. OPPOSITIONS TO PROPOSED TIDELANDS LEGISLATIONo
City Administrator Butch requested this matter be held over until the next regular
meeting of the Council as additional information is pending.
RESOLUTION ADOPTION - AUTHORIZED SIGNATURES FOR CIVIL DEFENSE EXPENSE PROGRAM A1~D
EQUIPMENT APPLICATIONS. ~
City Administrator Butch reported that the California Disaster Office has re-
quested that a resolution authorizing persons to sign personnel and administrative
expenses' program and civil defense equipment app~ications include persons to counter
-sign the signatures of the authorized official be adopted by this Council. After
Council discussion the City Administrator read a Resolution in its entirety authoriz-
ing the City Administrator as the city official to sign, and the City Clerk to counter
-sign necessary applications for Civil Defenseo

REQUEST REAPPOINTMENT OF DONALD Q. MILLER LAFCoe
City Administrator Butch reported that correspondence had been received from
the Local Agency Formation Commission advising that Donald Q. Miller~s term on the
Commission has expired and replacement or reappointment choice is requested from
this Council. After Council discussion a motion was made by Councilman Burt,
seconded by Councilman Levine, that Donald Q. Miller be reappointed to the Local
Agency Formation Commission. Motion carriede
Mayor Wood discussed the proposed legislation which would allow a seven member
board on the Local Agency Formation Commissiono The additional two members would
be appointed for representation for Special D~strictsa It was,Mayor WoodvS feeling
that the existing five member board on the Commission was inequitable for representa-
tion for Cities, as the City representative did nat have a vote when a propos~d change
in City boundaries was befo~ce the Commission. Ho~ever, the other four memtr~rs o~ the
Commission maintained their vote no matter what area boundary changes were being ,pro-
posed.
YOUTH IN GOVERNMENT DAY - MAY 1, 1967.
City Administrator Butch informed:t:he Council that the City Staff h2.s pla~n~~ a
very interesting and informative day for the local high school seniors who v~~i~I F~~:
participating in the annual Elkso Sponso~°ed "Youth in Government Day", Monday, May 1~t,
1967, and invited the Council to attend as many of the days activities as possible.
PUBLIC HEARING: ABANDONMENT OF PTN. OF'RAMQNA AVEa BETWEEN 19th and 20th STREETS.
( Both abandoned)
City Administrator Butch reviewed for the Council and presented a map indicat~.ng
the area of Ramona Avenue that is no longer necessary for City Street purposese
City Clerk Miller assured Mayor Wood that the property in question had been
posted and legal publication had been done as required by law, Mayor Wood declared
the hearing open stating all persons for or against the abandonment of that portion
of Ramona Avenue between 19th Street (abandoned) and 20th Street ('abandoned) no
longer necessary for City Street purposes~ would now be heard.
Mr. Lee Lovett spoke in f'avor of the abandonment, stating that as tne area to be
abandoned is landlocked between two formerly abandoned city streets it was very un-
likely that the City would every reestablish this area for Street purposes.

PROGRESS REPORTt UNIFORM SALES TAX FOR ALL CITIES IN SLO C0.
City Administrator Butch reported that the City had receiyed notification ~rom
the County Board of Supervisors that a public hearing regarding the uniform sales tax
throughout San Luis-Obispo County would be held at 1:30 P.M. May 8, 1967 in the Super-
visors Chambers in the County Courthquse.Annex. After Council discussion City Admin-
istrator Butch was instructed to notify all Cities in this County regarding such hear-
ing, requesting that all.representation possible be present.
A REPORT ON DISSENT TO PTNS, OF REPORT & RECOM. OF GOVERNOR'S COMM. ON LAW OF
PREEMPTIONS.
City Attorney Shipsey reported he had not had sufficient time to thoroughly
review the report from the Governor's Commission on the law of preemption so was
unabie at tfiis time to give an opinion on the report on dissent to portions of the
Commissions report. City Attorney Shipsey will hawe an bpinion for the Council at
the next regular Council meetings

City Administrator Buteh reviewed the legislativ~e bulletin reeeived from the
League of.California Cities', which outlined those bills now before the Assembly
and Senate for immediate action. The Council took no action regarding the bills
reviewed in this bulletin.
REPORT ON MEETING OF ST,O C~.' PIT,OTS' ASSO~IATIO~
Mayor Wood gave an oral report on the m~eting of the San Luis Obispo County
Pilots' Association, stating that some time ago the Board of Supervisors of the
County of.San Luis Obispo had requested; this PilotsQ Association prepare and present
to them a comprehensive Airport Tmprovement Plan, which this Pilots' Association has
completed and presented to the Co. Board of Supervisors, The County Board of Super-
visors are presently reviewing Ma.ster Plan changes which are in conflict with the
Pilotst Association report and are not felt to be in the best interest of this are~..
Mayor Wood further ~tated that he recommends that this Council adopt a R~solution
supporting the Pilots' Associatiom reporz as he felt their Airport Improvement re-
coffinendations are in the best interest of the South County area.for groposed improve-
ments to the Oceano Airport.
After Council discussion City Administrator Butch read in its entirety a Resolu-
tion strongly urging the San Luis Obispo County Board of Supervisors to adopt the

panies located in this area re.questing their support and ado~tion of similar Resolu-
tions.
Ma.yor Wood advised that the Economic Development Association has requested that
a commission be establisY~ed, ineluding a member from 'the San Luis Ob3spo County Pilots'
Association, to review the County-wide A3rport System and make xecomm~endations to the
San Luis Obispo County Board of Supervisors.
FURTHER DISCUSSION HUASNA ROAD PLAN L~NE
Mayor Wood reviewed the prior action of the Council regarding the adoption of a
Plan Line for Huasna Road. City Consulting Engineer Garing reviewed his prepared
report regarding Set-Back Lines requirements, advising that the Cities of San Luis
Obispo and Santa Maria both use 6et-Back Lines in preference to Plan Lines and that
they have had very good success using this method for restricting construction within
the future proposed Street area. Mayor Wood stated he felt the Set-Back Linea should
be considered for future City Streets, but as Huasna Road P1an Line had already been
proposed and public hearings had already.been held by both the City Council and ~he
City Planning Commission that Huasna Road widening should be established by the Plan
-Line method.
After Council discussion a mofi ion was made by Councilman Levine, seconded by
Councilwoman Thompson, that Huasna Road Plan-Line as shown on map marked No. 1 with
minar changes as noted, be adopted as the official P1anTL3.ne for that portion of Huasna
Road as so indieated on Map No. l, as recoimnended by the Planning Commission. Motion
unanimously carried.

PLANNING COMMISSTON RECOMMENDAT16N - COUNCIL ADOPT UNDERGr~OU'L~~_UTILITY ORDII~ANCE
City Administrator Butch reported that the Arroyo Grande City Planning Commission,
by Resolution, has recommended that the City Council adopt an Underground-Utility Ord-
inance, which would be an enabling ordinance for the establishment of.distriCts~'fcrr
undergrounding of utilities within the City of Arroyo Grandeo
Mr. Lee $alatti,,representative of,Pacific Telephone & Telegraph Co., and
Mr. Perry McBeth, representative of Pacific Gas and Electric Co. were present and
orally stated that they had met with the Downtown Arroyo Grande Merchants Association
and with City Staff inembers and they were in favor of such proposed Ordinance.
Mr. McBeth stated Pacific Gas and Electric Coo now has a proposal before the Public
Utilities Commission req~xesting the Commission's approval of a plan by which Pacif ic
Gas and Electric Co. will establish a fund for financial assistance of approximately
2% of certain money collected by them to be donated to communities to help defray the,
expense of undergrounding utilities.
The Council agreed to take no action at this time to allow further review of same
with the Planning Commission at the joint study session to be hel¢~ April 27, 1967.
PARKING COMMISSION REQUEST POSSIBLE RELOCATION GREYHOUND BUS STOP IN CITY.
City Administrator Butch reported that the Parking Commission has recommended to
the City Council that the Western Greyhound Bus Company be requested to relocate their
bus facility to a more suitable location in the City.
After Council discussion this matter was ref'erred back to the Parking Co~nission
for their study and recommendation for suitable sites for relocation to be forwarded
to the Western Greyhound Bus Company for their consideration as the Council wishes to
have'the Bus Lines to continue to schedule a stop within the City of Arroyo,Grande,

As a matter of information, the Council was advised by the City Administrator
that the Pacific Fire Rating Bureau~ pursuant to our application filed last Fall, would
commence its official survey for possible new fire rating classification for this City
on or after September l, 1967.

After discussion, a motion was made by Councilman Schlegel, seconded by Council-
woman Thompson, that the City Clerk is hereby authorized and instructed to advertise
the call for bids for certain street paving improvements on Alpine Street and Hillcrest
Drive, with such bid opening to be held on May 19, 1967 at 2 P.M. in the Council
Chambers of the City Hall~ City of Arroyo Grande. Motion unanimously carried.

After Council discussion, a motion was made by Councilman,Burt, seconded by
Councilman Schlegel9 that the low bid as submitted by D,Ja Halgren in the amount of,
$21,155v00 for installation of those certain 10" water lines on Valley Road and
Ash Street, project No, 60-67~3 revised, be accepted9 and that the Mayor.and the
City Clerk be authorized to sign the applicable contract documents on behalf of the
City. Motion unanimously carried.
PROGRESS REPORT - LOPEZ DAM PROJECT
The City Administrator advised that in accordance with the Council's directiqn,
he had attended the public necessity court hearings in the matter of the Lope~ Project,
versus the Duvallse He further advised that .Judge Coakley had ruled in favor of the
Lopez Dam and Water Project, because of its public need and necessity. The City Admin-
i5trator commended the County Hydraulic Engineer and his staff for the fine presentation
of "facts and figures" on the Lopez Project in these public necessity proceedingso
FURTHER, the City Admi.nistrator advised the Council that the first construction
contract on the Lopez`Projec~ had been awarded and that action of construction did
commence on Monday, April 249 1967e
SOUTH SAN LUIS OBISPO COUNTY ~ANITIATION DISTRICT
The Council was advised by the City Administrator that a third quarter financial
report of revenue and expenditures had been reviewed and discussed by the Board at
their April 19th last meeting9 as well as the matter of necessity for hiring an addi-
tional man to the operational sfaff of.tY~e treatment plant.
FURTHER DISGUSSION RE, SEWER FACILI'TY INSTALLATION
After their review and discussion, the Council directed the City Administrator
to pursue the matter of formation of a regional planning group, (as required by HUD
before any federal grant assistance funds would be allowable and/or available for
sewer facility construction in this City), by and through all:available sources.
FURTHER IN THIS REGARD, the City Administrator verbally reviewe,d certain facts
and figures° ihformation on the matter of.needed sewage facilities in the Tally Ho
Road area as:~ummarized by Koebig and Koebig, Engineering Consultants. After lengthy
Council discussion o~ the Ta11y Ho Road sewer facility matter, the Council concluded

CLEANUP WEEK - CITY OF ARROYO GRANDE MAY 22-26, 1967
After presentation by the City Administrator, the Council directed that the week
of May 22 through May 26, 1967 be scheduled as the City's Annual Cleanup Week.
STUDY MEETING - RE. NEW PROPOSED SIGN ORDINANCE APRIL 269 1967
The Council was advised that such study meeting would be held at 4 PeM. on the
subject date in the Council Chambers of the City Hall,
