County and Cities Are:a Planning Caordinating Council, stating that discussion was
held regarding the formation of Regional Planning Districts, and th~.t a m~eting has
been scheduled with Sant~ Barbara County to discuss this matter.

Administrator Butch reported that with th~ approval. of the grant to finance '
~he feasibilzty study an the consolidation of l.aw enforcement agencies in southern
San Luis Obispo County, he has been advised that h~ must attend a meeting with
State representativ~s and the consulting firm of Booz-A11en and Hamilton to negotiate
the contract for this feasibility study.

costs of a traffic safety and educational offieer, including all related equipment
necessary; and that he has contacted administrators of this program; anc~ upon
Council approval, while he is in Sacramento meeting on the Police Consolidation
project_ he can meet with the Traffic Safety officials to tinalize a grant appliea- ~
tion for a traffic safety and training officer.
The Council discussed and agreed this officer will be an asset to the City
and authorized Administrator Butch to proceed with the application.

THOMAS LOT SPLIT CASE N0. 71-143 REQUIREMENT DEDICATION - ELM STREET
Administrator Butch reviewed that in conjunction for appxoval of Lot Split
Case No. 71-143 on E1m Street, requested by Allen and Patricia Thomas, ;it is
required to dedicate to the City a portion of :~s land for road purposes. After
Council discussion, on motion of Councilwaman Thompson, seconded by Councilman
Schlegel and unanimausly carried, the Grant Deed from Allen Thamas and Patricia
Thomas for the dedication of that portion of their property lying:within the Elm
Street Plan Line betwe~n Farr~11 and Fair 0aks Avenues on the easterly side of
South Elm Street, for road purposes, was accepted and the Ma.yor and City Clerk
were authorized to sign the Certificate of Acceptance on behalf of the City.
DOG CENSUS TO BE TAKEN - 12/20-31/71
Administrator Butch reported on the dog census sahich will be taken by
students during the Christmas Holidays.
RECEIPT OF SANTA MARIA BAROMETER OF GROWTH REPORT-THIRD QUARTER 1971
Administrator Buteh reviewe~. a report entitled "Santa Maria Barometer of
Growth" prepared b~ the Cammunity Development Department of the City of Sar#ta
Maria, which was compiled from source information from Building Permits issued,
Post Office Receipts, Electric, Gas and Water Meters installed in south San Luis
Obispo County and narth Santa Barbara Coun~y during the third quarter 1970 and
the third quarter 1971.
SET PUB. HEARING-AMENDED CHERRY AVE. PLAN LINE - JANUARY 11, 1972
Administrator Butch reviewed tha.t the Planning Cammission had held a public
hearing on the suggested changes in the Cherry Avenue P1an Line, and has suggested
that a public hearing be set by the Council for January 11, 1972 at 8 P.M. After
Council discussion, on motion of Councilman Talley, seconded by Councilman
Schlegel and unanimously carried, the hearing has been set for January 11, 1972
at 8 P.M.
WIDENING OF LINDA DRIVE TO PROVIDE PARKING AUTHORIZED
Administrator Buteh reviewed a proposal from J. E. Anderson, Jr., Director
of Public Works, to widen Linda Drive for loading and unloading of school buses.
The School District wotcld pay for the asphaltic concrete and the City could do
the work. After Council discussion, on motion of Councilman Talley, seconded by
Councilwoman Thompson and unanimously carried, the Director of Public Works was
given authorization to present the proposal to the School District and if approved
bq the District, to proceed with the project.
PAYMENT APPROVAL-CHIP SEALING PROJECT 90-~1-1
Administrator Butch reviewed a report dated Nov, 30, 1971 received from
Director of Public Works Anderson regarding Chip Sealing:Project Na. 90-71-1
and use of excess chips in sealing Halcyon Road between Fair Oak~ and The Pike,
-N~d also a section on The Pike between Halcyon and Elm. ~he total cost of this
~~~aj~~~t is $8,677.66. After Council diseussion, on motion of Councilman Talley,
s~~.or:ded by Councilman Wood and unanimously carried, Project No. 90-71-1, chip
s~~:ling various City streets, was accepted and payment of $8,67~.66 to Harold
P~terson, contractor of this project, was approved.

Adminrstrator Btstch reviewed a report dated Deeember 39 1971 from Director of
Public Works Anderson advising of an nffer by contractor Harol~. Peterson to sell his
used Pnevmatic Roller and used Bufflo Tanden Steel Ro11er to the City for the total
amount of $2,900.00, After Council discussion, on motion of Co~xncilman Schlegel,
seconded by Co~.ncilman Wood and unanimo~xsly~ c~.rried, the purchase of one used
Pneumatic Roller and one used Bufflo Tanden Steel Roller for a total price of
$2,900,00 was authorized.
CITY PARTIC__, IN ST. GRADE CHANGES MADE ON ST PROJECTS BY GITY
Administrator Butch requested and the Couneil agreed that this item be held
over to the next regular meeting of the Council.
AUTHOR, TO USE TOPICS MONEY FOR SIGNAL AT BRANCH & TRAFFIC WAY
Administrator Butch reported the agreement was ready which would use approxi-
mately $20,000 TOPICS mone~r, approximately $4,000 City funds and approximately
$4,000 State funds for installation of a traffic signal at Traffic Way and Braneh.
After Council discussion, on motion of,Councilman Wood, seconded by Council-
man Talley and unanimously carried, the Ma.yor and City Clerk were authorized to
sign the agreement on behalf of the Cit~r for the installation of traffic signals
at Traffic Way, Branch Street, Wesley and Grand Avenues.
LETTER REQUEST. PURCHASE OF WATER FOR CO SERV. AREA NO 12
Administrator Butch reviewecl a letter received fram W. V. Waggoner, Asst.
Administrative Officer for the Co~tnty of San Luis Obispo, requesting to purchase
50 acre feet of Lopez water from the City of Arroyo Grande for the use of
County Serviee Area No. 12. After Council diseussion, Administrator Buteh was
directed to have Koebig and Koebig, the engineering firm presently preparing a
study of water needs for the City, advise the feasibility of the sale of water
on an interim b~sis, to have the term of "interim basis" clearly defined, and
determine the selling price.
AUTHORIZ. FOR WATER MAIN EX'T. ON RIDGEVIEW AVE
Administrator Butch reviewed a reconanendation f~om Director of Public Works
Anderson for an 8" water main extension request from Mr. Bizzini on Ridgeview Way
to serve County Assessor's Parcel No. 7-241-05, at a cost of $1,080.00 to Mr.
Bizzini with no refund. After Council discussion, on motion of'Councilma.n Wood,
seconded by Councilman SchlegeT an~. unanimously carried, approval was given for
the 8" water main extens'ion to serve Coun~y Assessor's Parcel No. 7-241-05, at
a total cost of $1,080,00 to Mr. Bizzini with no refund.
PROGRESS REPORT ARROYO GRANDE SEWER DISTRICT
Administrator Butch reported on meetings held December 4 and S, 1971, with
representatives of Stone & Youngberg, financial consultants, the Countq, the
Engineer, the City Administrator and Director of Public Works, as we11 as about
254 residents of the City of Arroyo Grande at which tirne costs,`locations and
other problems related to the Arroyo Grande'Sewer Assessment District were""
discussed. Cost estimates as projected by the financial consultants were aTso
reviewed,
Administrator Butch further reported that represent~.tives from HUD have
advised that dtxe to increases in construction costs an:increase in the City's
grant might be possible and advised the resubmittal of a grant application by
the City> After Council discussion, Administrator Buteh was instructed to
resubmit the grant application for:a possible inerease of funds to assist with

Administrator Butch reviewed a request from Fire Chief Marsalek for a burn
~zeek from January 9 through 15, 1972. After Council discussion, on motion of
~s~un~ilwoman Thompson, seconded bq Councilman Talley and unanimously carried, the
wezk of January 9 through 15, 1972 was designated as open Burn Week during the _
~a~nter period, 1972 in the Cit~ of Arroyo Grande.

CLAIM OF JEAN COREY - DENIED _ _
City Attorney Shipsey reviewed a claim received from Attorney
James Thwaites on behalf of Jean Corey in the amount of $760,000 against
Police Officer Young, the City of Arroyo Grande and the State of
California. After Council discussion, on motion of Councilman Schlegel,
seconded by Councilwoman Thompson and unanimously carried, the claim was
denied and referred to the City's insurance carrier.

PROPERTY ADJ. TO OAK PARK BLVD. - RESCINDING RESOLUTION N0. 958
The Council diseussed the minimum bi:d as advertised for the sale
of property located on the westerly side of Oak Park Boulevard, between
Atlantic City Boulevard and E1 Camino Real, in relation to the potential
value of the properCy and agreed that this matter required additional
consideration, City Attorneq Shipsey read the title of a resolution
rescinding Resolution No. 958, which authorized the sale of this property,

ma.n Talley and unanimously carried, to dispense with reading the balance
of this resolution. a

the foregoing resolution was passed and adopted this 14th day of
December, 1971.
Aft~r further discussion, Administrator ~~tch was instructed to
ascertain the potential value of this property by checking with the State
of California, which is now in the process of selling a similar parcel of
property in the same vicinity as the City's parcel of property; and City
Attorney Shipsey was instructed fio prepare the necessary documents to
re-initiate the sale of this parcel. Administrator Butch was further
instructed to advise Mrs. Herbert G. Kiger, the only person showing interest
in this matter during the Public Hearing, of the Council action and order
rescheduling the sale of this property,

On motion of'Councilman Schlegel, seconded by Councilman Talley
and unanimously carried, the meeting adjourned at 10:59 P.M. until
7:30 P.M. December l5, 197I, to a joint meeting with the Parks and
