Minutes 1972-04-18 ~e) CITY COUNCIL APRIL 10, 19~2 ARROYO GRANDE, CALIFORNIA PAGE 7 ORAL THANKS FROM CITIZENS TO COUNCIL MEMBERS & CITY DEPARTMENTS Arroyo Grande residents, Ralph Riehards and Mr. and Mrs. Eugene Lambardo, who were present expressed their thanks and appreciation to outgoing'Cottncil Members Kenneth R. Levine and Jane Thompson, and alss~ gave a vote of confidence and voiced appreciation of the City's Fire and Police Departments. COMPLAINT RE. BARKING NEIGHBORHOOD DOG - MRS. STURDEVENT Mrs. Sturdevent inquired as to what could be done about the incess~.nt barking of a dog in her neighborhood, explaining that she had requested the animal's owners to correct the disturbanGe. That there were three (3) voting precincts established for the purpose of holding said election consisting of consolidations of the regular elec~ion precincts in the City of Arroyo Grande as established for the holding of state and co~nnty electionso SECTION 2. Th.at said r~gu.lar general municipal election was held for the purpose of ~Iecting the following officers of said City as required by the Iaws relating to cities in the State of Califarnia, to wit: Three (3) Members of the City Council of said City for the full term of four ~ears; A City Clerk of said City for t~ie full term of four gea.rs; A City Tre~.surer of said City for the full term of four years. SECTION 3. That at s~.id regular general municipal election, the following measure~ w~re saabmitted to the electors of said City, to wit: Should Ordinance Noo 52 C.S, relating to ann~xation to said C~ty of certain uninhabited territory designated as "Huasna Road No. 2 Annexation" be approved? and Should Ordinance No. 56 C.S. relating to rezoning of certain property along the Easterly portion of the City of Arroyo Grande adjacent to Greenwood Ma.nor from R-A-B-3 to R-1 be approved? City Clerk Kingsley administered the oath of office to City Council Members Mark M. Millis, Gabriel de Leon and Donald Le Talley and signed and delivered to each, a Gertificate of Election. COMMENTS BY RETIRING COUNCILWOMAN THOMPSON AND MAYOR LEVINE Retiring Cottncilwoman Jane Thompson expressed her thanks and apprecia- - tion for having had the opportunity to serve th.e City, indicating she feit i't a great honor to have worked with the Councilmen, She also thankecl Adminis-`` trator Butch far his immeasurable help to her at all times. In closing, she conunented that she had learned through her service that there is no simple solution to any problem in the City. Retiring Mayor Kenneth R. Levine expressed his thanks to everyone in th~ City, indicating he was looking forward to the expiration of his term, but that he will miss the excitement of being directl~ involved in the City's functions. Mayor Levine invited the newly elected Council Members to assume their places with the Council as he and Jane Thompson stepped down, and turned the meeting over to the Gity Glerk. _ELECTION OF MAYOR AND MAYOR PRO-TEM City Glerk Kingsley plaeed all Council Members on an equal basis and stated nominations for Ma:yor were now opened. Councilman Talley naminated Calvin H. Schlegel for Ma.yor and Councilman de Leon seconded the nomination. Councilman Wood moved that ~ominations be closed. Thereafter, on ~he follow- ing roll call vote, to wit: AYES: Coun~ilmen Wood, Talley, de Leon and Millis NOES: None ABSENT: None ABSTAINED: Councilman Schlegel Calvin H. Schlegel was elected Mayor by a four-fifths majority vote. Ma.yor Schlegel assumed the chair and declared nominations for Mayor ~ Pro-Tem were now opened. Councilman Millis nominated Donald L. Talley for Mayor Pro-Tem and Councilman de Leon seconded the nomination. Councilman Wood moved that nominations be elosed, and the nomination and election of Donalc~ L. Ta11ey for Mayor Pro-Tem was c~.rri~d. COMMENTS BY NEWLY ELECTED COUNCIL MEMBERS Councilman de Leon expressed his thanks to the people of Arroyo Grande for electing him and stat~d he wi11 strive ~o act in the best interests of the coimnunity and wanted the people to know that not all issues he votes for will be agreeable to them, but he will give all issues his ~houghtful consideration. Councilma.n Millis thanked the citizens of Arroyo Grande for their vote of confidence in electing him and especially those helping in his campaign. He further indicated his intention to try to view al1 issues for the best interest of all citizens and will strive ~o get a1I citizens to work together harmoniously. Councilman Talley th.anked the people who voted for hi.m; expressed his pleasure and thanks to Jane 'I'hompson and Ken Levine in working with them; and stated he will try to fulfill everp obligation put on him in the next four years. , Newly elected Ma.yor Schlegel tha.nked the Council for their eonfidence and expressed his hopes of doing as we11 as the past Mayors.
