dispense with reading the balance of this ordinance.
PUBZIC HEARING - INTENT TO SELL CITY PROPERTY AT ELM & FAIR OAKS - NO BIDS REC`D
Administrator Bv.tch reviewed a memorandum dated March 10, 1972 from ^
Director of Public Works Anderson recommending the sale of surplus pcrrtir~~x;of
that property purchased by the City for street widening p~arposes of South E1m
Street, said property being located on the southeast corner of Elm Street and
Fair 0aks Avenue. The City Council had set a minimum bid of $4,000 on this
property.
Upon being assured by Deputy City Clerk Butch that all r~q~ireanen~s as
provided by law, regarding notifcation of hearing, had been complied uTith, Mayor
Schlegel declared the hearing open and all p~rsons would now be heard,
Alan Thomas, a Sov.th E1m Street property owner, and Roberta:.Fowl~r, 4~+7
Halcyon Road, commented on the proposed sale of property.

ORAL REPORT RE. MAYORS' MEETING TO APPOINT REP, TO REGIONAL SHORELINE COMMISSION
Mayor Schlegel reported that at the-December 11th meeting of the Mayors
in the County of San Luis Obispo, called for the purpose of electing a
representative to the Regional Shoreline Commission, that Grover City Cou.ncilman
Bob Newdoll had been elected as the area's ~epresentative, which appaintment will
need to be made official by Governor Re~.gan.
0_R.4L REPORT RE. GOASTAL CONSERVATION ACT WORKSHOP
Administrator Butch gave an oral report on the workshop held on
December 8th in San Francisco regarding the Coastal Zone Consexvatinn Act of
19?2, which workshop had been put on by the League of California Cities and
was at~ended by the City Administrator, Mayor Schlegel and Planning Director.
PROGRESS REPORT RE. REMOVAL OF'DUPLEX ON W~,THROW PROPERTY ° HELD OVER
Administrator Butch reported that no bids have as yet been received for
the purchase and removal of the dupleX apartment building at 110 Short Street
and requested a further continuance of the matter until after the first of the
year, which request was approved by the Council.

and Business Improvement Area Advisory Board and an accompanying letter from
Mr. R. Langwell, requesting authorization for the temporary clasure of the alley
between Mr. Langwell's property (the old "Atkinson" building) and the Baxter
building, to protect proposed improvements to the building. The report also
reconnnended that permanent closure to vehicular traffic of the alley be considered
and. that the al~,~g be converted into a pedestrian walkway, which has been appro~ed

Richard E. Simpson, rnember of the Human Relations Steering Committee, which
reviewed items discussed at the November 22nd meeting of the committee and
advised that the next meeting of this cammittee has been set for December 21st
at the Spyglass Inn.
ACCEPT GRANT DEED - 20' CURB RADIUS (JUNIPER & GR~ND) - N. & L.S. GAYNOS
Administrat~r Butch reviewed a memo dated Dec~mber 11th from-Director
of Public Works Anderson, recommending that the Grant Deed from Nicolaus and
Loris Scott Gaynos be accepted, which permits the City to install a 20' curb
radius at the southeast corner of Juniper Street and Grand Avenue. After Council
discussion, on motion of Councilman Wood, seconded by Councilman Millis and
unanimously carried, the Grant Deed from Nicolaus Gaynos and Zoris Scott Gaynos,
dated December 4, 1972, to permit a 20' curb radius at the southeasfi corn~r of
Juniper Street and Grand Avenue, was accept~d and the Mayor and City Clerk
were authorized to sign the Certificate of Acceptance on behalf of the City,

prepared by Director of'Public Works Anderson xegardin.g improvements ~o Brighton
Avenue from lSth Street to Cotnrtland Street. The report included draina.ge
development p~.ans prepared by Ga~ing and Taylor. As Grover City has also indi-
cated dev~lc~pment plans for the po~tion of Brighton Avenue in their city limits,
further c~ork on this matter will be held up pending definite infor~xiation fro~n
GroT~e~° Cit~7.

Administrator Butch advised that the completed inventory arid apprais~.l
of the City's equipment and property has been receiVed and noted that it was
q~.it~ comprehensive and an invaluab.le aid to the City. The report was prepared
by Industrial Apprais~.1 Company of Pittsburgh, Pa. at a cost of $780,00 to the
City.
