APPROVAL QF MINUTES
The minutes of the regular meeting of December I1, 1973, were approved as
preparedo
APPROVAL OF WARRANTS
On motion of Councilman de Leon, seconded by Councilman Wood and ~nani-
mously carried, General Warrants No, 229 through No. 248 and No. 619 through
Noo 695, in the tc~f.al amount of $~6,391>23; Payroll Warrants No, 1036 through
No. 1193, in the total amount of $39,259.24; and Trust & Agency Warrants
No. 2205 through No, 2220, in the total amount of $200.00, were-approved and
ordered paide
INTRODUCTION OF YOUTH IN GOVERNMENT DAY PARTICIPANTS
Administrator Butch introduced the students present at the meeting who
had participated in the Youth in Government bay activities during the day.
Administrator Butch reviewed with the student "Ma.yor", Cornell Mallory, the
action taken by the Youth Council at its mock Council meeting, as follows:
1) Had voted "yes" for the remodeling of the basement of the Community Center
for ;free use by youth g~oups~ 2) had voted "no" on the Fire Department recommenda-
tion regarding:aceess ways for fire apparatus to homes; 3) had voted "no" on the
recommendation of the Department of Public Works that new street name signs be
installed on traffic signal arms designating major City streets; the "Council"
feeling the cost of the signs to be too high; and 4) new metal emblems_for police
vehicles were votecl down, the "Council" feeling that cost estimates should be
obtained on a11 praposed designs and that the City's present emblem should be
incorporated into the new proposed emblem for the Police Department.
Mayor Schlegel and the Cnuncil Members thanked and commended all
participants and organizers of the Youth in Government Day, agreeing that it was
an educational and memorable day for all involvedo
REQUEST ~'OR FINANCIAL SUPPORT IN LITIGATION RE. SALES TAX ACT - BALDWIN PARK
A~lma.nistrator Butch reviewed a letter from the City of Baldwin Fark
requestirig financial support from cities, for a litigation effort to change the
distribution formula of,the Bradley~Bu.rns Sales and Use Tax Act, which according
to their tabulations would give this City an extra $43,175.00 annually.
The Co~ncil discu.ssed the proposal and generally agreed that benefits of a
change in the distribution would depend on the type of growth of this City
(i,e. industrial, bedroom, etc.), and in view of this unknown factor, th.e
Council abstained from taking action on the matter.
PR~POSAL RE. INDEPENDENT COMMISSION FOR REAPPORTIONMENT OF.STATE - BOND
Administrator Butch briefly reviewed a proposal by 9ssemblyman Bill Band
for the establisl~nnent af :an independent commission for the re~.pgortiornnent af
ttbis State beginning in 1980. After Council discussion, it was generally
agreed that further study of the proposal was necessary before any action could
be taken.
REGEIPT OF DEPARTMENT-OF TRANSPORTATION NEWSLETTER
Administrator Butch reported that the annual District V Newsletter for
1973 froan ~he D~partment of `Transportation has been received by the City, which
newsletter cites the following proposed projects which will be important to
Arroyo ~rande:' l) widening of Highway 1 from 3anta Barbara County'I.ine to
the Arroyo Grande Creek; 2) xesurfacing of a portion of Highway lOl from Arroyo
Grande to the Hines Avenue overcrossing in Pismo Beach; 3) and the widening of
Branch Street.
