relocation and temporary/permanent relocation of the existing sanitary sewer crossing
Arroyo Grande Creek be developed.
City staff contacted the City’s Caltrans District 5 Local Assistance representative who
agreed that it would be advantageous to have the City’s current consultant, Quincy
Engineering, perform this preliminary utility work as they will be preparing the final utility
design plans and the work could be accomplished under the existing Agreement with an
amendment.
In order to accomplish this, the existing Agreement will be increased by $39,585.65.
Funds that were set aside for City staff time, costs of copies and exhibits, and for an
outside consultant to perform contract management and quality assurance are
proposed to be used for this Fifth Amendment. City staff is now providing contract
management and quality assurance in-house which has resulted in savings. The
following table illustrates the proposed reallocation which results in no increased costs
to the project along with a history of prior amendments:

As of May 31, 2017, approximately $673,600 (68%) has been invoiced against Quincy
Engineering's current Agreement of $996,988 and approximately $89,500 (61%) of the
current $147,900 for contract management and quality assurance has been expended.
ALTERNATIVES:
The following alternatives are provided for the Council’s consideration:
1. Approve a Fifth Amendment to the Agreement;
2. Do not approve a Fifth Amendment to the Agreement; or
3. Provide direction to staff.
ADVANTAGES:
Approval of the Fifth Amendment will allow for an alternatives evaluation of utility
relocation which will be required as part of the project, and for the development of
preliminary cost estimates that will be used to program the appropriate amount for the
construction of the relocations. Bringing the Bridge Street Bridge up to standard loading
conditions will remove the 3-ton maximum load limit and would allow fire and delivery
trucks to utilize Bridge Street as a route.
DISADVANTAGES:
Some traffic related disruption within the Village will be present during construction
activities.
ENVIRONMENTAL REVIEW:
The work being requested in this staff report includes environmental studies and
National Environmental Policy Act (NEPA) approval with Caltrans as the lead agency.
The City will be the lead agency for California Environmental Quality Act (CEQA)
approval. The respective environmental determinations and documents will be
circulated for public review and presented to Council with the draft project report.

CONSULTANT SERVICES AGREEMENT
AMENDMENT NO. 5
This Fifth Amendment ("Fifth Amendment") to Consultant Services Agreement (“CSA”) by
and between the CITY OF ARROYO GRANDE (“City”) and QUINCY ENGINEERING,
INC. (“Consultant”) is made and entered into this 27th day of July 2017.
WHEREAS, the parties entered into a CSA dated May 22, 2012, for preliminary
engineering work on the Bridge Street Bridge Improvement project; and
WHEREAS, the First Amendment to the CSA was agreed to on May 27, 2014; and
WHEREAS, the Second Amendment to the CSA was agreed to on January 27, 2015; and
WHEREAS, the Third Amendment to the CSA was agreed to on July 18, 2016; and
WHEREAS, the Fourth Amendment to the CSA was agreed to on March 16, 2017; and
WHEREAS, the parties desire to further modify the CSA as set forth herein.
NOW THEREFORE, for valuable consideration the receipt and sufficiency of which is
acknowledged, the parties agree as follows:
1. To include the additional services at the increased cost as specified in Exhibit “A”
attached hereto and incorporated herein by this reference.
2. Except as modified herein, all other terms and conditions set forth in the CSA, as
amended, shall remain unchanged.
IN WITNESS WHEREOF, CITY and CONSULTANT have executed this Fifth
