ORDINANCE NO. 400 C.S.
AN ORDINANCE OF THE CITY OF ARROYO GRANDE
AMENDING THE MUNICIPAL CODE BY ADDING
CHAPTER 5, SENIOR ADVISORY COMMISSION
TO TITLE 10 PARKS AND RECREATION
THE CITY COUNCIL OF THE CITY OF ARROYO GRANDE HEREBY ORDAINS AS
FOLLOWS:
SECTION 1: Chapter 5, sections 10-5.01 through 10-5.06, shall be
added to the Arroyo Grande Municipal Code Title 10. Parks and
Recreation. The new chapter shall read in its entirety as follows:
Sec. 10-5.01. Senior Advisory Commission Created.
There is hereby created a Senior Advisory Commission which
shall be composed of seven (7) members.
Sec. 10-5.02. Senior Advisorv commission: MembershiD.
The members of the Senior Advisory Commission shall be
qualified electors of the City and shall serve without
compensation. The members of the Commission shall include seven
(7) members of the public who shall hold no other public office in
the City.
Sec. 10-5.03. Senior Advisorv commission Members: Terms of Off ice.
Members of the Senior Advisory Commission shall be appointed
to serve initially from March 1 through June 30, 1989. Beginning
July 1, 1989, Commissioners shall serve for a term of three (3)
years. The terms of two (2) members shall expire on June 30, 1990,
and every three (3) years thereafter, the terms of two (2) members
shall expire on June 30, 1991, and every three (3) years
thereafter, and the terms of three (3) other members shall expire
! on June 30, 1992, and every three (3) years thereafter.
Sec. 10-5.04. Senior Advisorv Commission: Vacancies and
ApDointments.
Vacancies on the Senior Advisory Commission occurring
otherwise than by expiration of term shall be filled in the manner
provided in this section for appointments. All members shall serve
at the pleasure of the Council.
Appointments for the Commission and the filling of vacancies
shall be made by vote of the Council after nomination by the Mayor.
Vacancies shall be filled for unexpired terms only.

(a) Chairman and vice-chairman. At its first regular meeting
fOllowing the annual appointments, the members of the Senior
Advisory Commission shall elect a chairman and a vice-chairman who
shall hold office for one year. Their duties shall be such as are
usually carried by such officers.
(b) city Staff Assistance. Staff from the City Parks and
Recreation Department shall provide advice and assistance to the
senior Advisory Commission.
(c) Secretary. The City Manager shall appoint a secretary
to the Commission who shall maintain accurate minutes of the
activities of the Commission.

(d) Rules and regulations: Meetings. The Commission shall

adopt rules and regulations to govern procedure and shall by
resolution set a time for regular meetings, which will be held
once a month or on call as "needed.
(e) Ouorum. A majority of members shall constitute a quorum.

I (f) Absence from mee~inas. Absence .from three (3)
consecutive meetings without formal consent of the Commission shall
be deemed to constitute the resignation of a member and the
position declared vacant.
Sec. 10-5.06. Senior Advisorv Commission: Powers and Duties.
The duties and responsibilities of the Senior Advisory
Commission shall be to:
(a) Advise the City Council on issues of concern to senior
citizens.
(b) Recommend appropriate action to the City Council on
legislation concerning senior citizens.
(c) Identify and inventory various services available to
senior citizens and make recommendations to the City Council for
the coordination and delivery of such services.
(d) Advise and make recommendations to the City Council
concerning the Mobilehome Rent Stabilization Ordinance.
(e) Advise and make recommendations to the City Council on I
transportation needs as they relate to senior citizens. .
(f) Advise and make recommendations to the City Council
concerning affordable housing for senior citizens. I
(g) Disseminate information to senior citizens regarding the I
availability of various activities and services for senior
citizens, including, without limitation, Social Security, Medicare
and health services, and veterans benefits.
SECTION 2: This ordinance shall be in full force and effect
thirty (30) days after its passage; and within fifteen (IS) days
after its passage, it shall be published once, together with the
names of the City Council Members voting thereon, in a newspaper
of general circulation within the city.
On motion of Council Member Smith, seconded by Council Member I
Moots, and on the following roll call vote, to wit: ,
