Santa Maria Groundwater Basin
Adjudication
Subject to ongoing Litigation since 1997
Division of the basin into three separate management areas
Monitoring Program and Annual Report
Formalized the division of the NCMA safe yield from the Gentlemen’s Agreement
4
Northern Cities Management Area Technical Group
Groundwater monitoring and data collection sufficient to characterize:
Land and water uses in the basin;
Sources of supply to meet those uses;
Groundwater conditions (including water levels and water quality);
Amount and disposition of developed water supplies; and
Amount and disposition of other sources of water supply in the NCMA.

Key Findings
Total 2016 NCMA Water Use – 8,108 AF
Lopez Lake – 2,610 AF
State Water Project – 1,907 AF
Groundwater – 3,511 AF
Other Groundwater – 79 AF
Groundwater pumping is 37% of 9,500 AFY safe yield
Water levels still in decline, at production rates less than one-half of safe yield, and at lowest production rates in 30 years.
23
Why are Water Levels in Decline?
Drought
Reduction of recharge from east due to overdraft on Mesa
Not because of overpumping in NCMA
24
Threats
Continued overdraft on Mesa (currently 7,000 to 8,000 AFY)
Sea water intrusion
Potential increased groundwater demand in NCMA
Threat to Lopez Lake supply
Threat to SWP deliveries

Lopez Reservoir LRRP
Overview
Enacted when reservoir drops below 20,000 AF of storage and BOS declared emergency for Zone 3
Extend available supplies in Lopez Reservoir for 3 to 4 years under continuing drought conditions
Achieved through reductions in downstream releases and municipal diversions
BOS approved staying in LRRP through March 31st 2018
