CC 2017-09-12_09e Accept Manhole Rehab Project MEMORANDUM TO: CITY COUNCIL FROM: JAMES A. BERGMAN, CITY MANAGER BY: JILL MCPEEK, CAPITAL IMPROVEMENT PROJECT MANAGER SUBJECT: CONSIDERATION OF ACCEPTANCE OF THE MANHOLE REHABILITATION PROJECT, PW 2017-03 DATE: SEPTEMBER 12, 2017 RECOMMENDATION: It is recommended the City Council: 1. Accept the project improvements as constructed by SoCal Pacific Construction Corporation in accordance with the plans and specifications for the Manhole Rehabilitation Project, PW 2017-03; 2. Direct staff to file a Notice of Completion; and 3. Authorize release of retention, thirty-five (35) days after the Notice of Completion has been recorded, if no liens have been filed. SUMMARY OF ACTION: Take action to accept the Manhole Rehabilitation Project and begin the one-year warranty period for any defects that may arise. IMPACT ON FINANCIAL AND PERSONNEL RESOURCES: The amended Capital Improvement Program Budget includes $132,200 for the subject project. The total project cost (design, construction, administration, inspection, etc.) is estimated at $127,000. The contractor’s final construction cost is $100,302.31. The recommended action will not impact staff resources. BACKGROUND: On May 9, 2017, the Council awarded a construction contract to perform the Manhole Rehabilitation Project to SoCal Pacific Construction Corporation in the amount of $91,217.31 and authorized the City Manager to approve change orders in the amount of $9,121.73. The project consisted of repairing and coating thirteen manholes to address current and future concrete corrosion caused by high concentrations of hydrogen sulfides typically found downstream of force main discharge points. Item 9.e. - Page 1 CITY COUNCIL CONSIDERATION OF ACCEPTANCE OF THE MANHOLE REHABILITATION PROJECT, PW 2017-03 SEPTEMBER 12, 2017 PAGE 2 ANALYSIS OF ISSUES: The contractor completed the work in accordance with the approved plans and specifications ahead of the contract timelines and within the available budget. There are no outstanding issues. ALTERNATIVES: The following alternatives are provided for the Council’s consideration: 1. Accept the Manhole Rehabilitation project; 2. Do not accept the project; 3. Accept the project but do not authorize release of retention; or 4. Provide direction to staff. ADVANTAGES: The project is complete. Accepting the improvements will allow staff to close out the project. Remaining funds in this project account will be returned to the sewer fund balance. The project will help to protect the manhole walls from further corrosion and stop potential infiltration. DISADVANTAGES: The disadvantage of accepting the improvements would be if subsequent deficiencies in the work are identified. However, the contract documents include a one-year warranty period for the contractor to address any construction defects that may arise. ENVIRONMENTAL REVIEW: The project is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15301(b) for the repair and maintenance of existing facilities used to provide sewerage.
