CC 2017-10-10_09e Reservoir No 2 Standby Generator MEMORANDUM TO: CITY COUNCIL FROM: BILL ROBESON, PUBLIC WORKS DIRECTOR BY: SHANE TAYLOR, UTILITIES MANAGER SUBJECT: CONSIDERATION OF AN APPROPRIATION OF FUNDS TO REPLACE THE EMERGENCY STANDBY GENERATOR LOCATED AT RESERVOIR NO. 2 ON HILLCREST DRIVE DATE: OCTOBER 10, 2017 SUMMARY OF ACTION: Approve funds to replace the generator at Reservoir No. 2. IMPACT ON FINANCIAL AND PERSONNEL RESOURCES: The replacement generator was not budgeted in FY 2017/18 and will reduce the General Fund balance by $25,000. RECOMMENDATION: It is recommended the City Council approve an appropriation of $25,000 from the unappropriated General Fund Balance to purchase a new standby generator and automatic transfer switch for the Reservoir No. 2 communication building. BACKGROUND: The radio communication building located at Reservoir No. 2 on Hillcrest Drive provides a secure location for the radios that serve the Arroyo Grande Police Department, Five Cities Fire Authority, and the Public Works Department. Radio communication is vital to daily operations. The existing standby generator is over 30 years old and no longer works. A temporary trailer mounted generator with manual start has been in place since the old generator stopped working during the February 2017 storm. It is vital during power outages that this building has power to continue radio communications. ANALYSIS OF ISSUES: The existing propane powered standby generator at Reservoir No. 2 needs to be replaced. A report was prepared by IRJ Engineers, Inc. detailing the requirements for the replacement generator and automatic transfer switch. The report also identified deficiencies in the current circuits that should also be corrected. The replacement and upgrade of equipment will provide a long term solution to the current and future power needs of this facility. Box 1604 Arroyo Grande, California 93421 Re: City of Arroyo Grande Reservoir 2 Emergency Generator Replacement Letter Report Dear J.J.: We reviewed the existing emergency generator installation at Reservoir 2 on August 15, 2017. The following report describes our observations and recommendations. OBSERVATIONS The existing system is served by a 100-amp, 120/240V, single-phase, three-wire service from PG&E to a 100-amp, 2-pole meter/main circuit breaker enclosure mounted on the building exterior. There is an existing 120/240V, single-phase, three-wire, 4kW backup generator that supplies emergency power through a 30-amp, 1-pole circuit breaker mounted on the generator. The generator nameplate lists the rated amperes at 16.7. The 30-amp breaker is too large to provide overcurrent protection for the generator, and should have been a 2-pole device. It does not appear that the existing generator was properly sized for the loads that it supplied. The main circuit breaker and generator breaker supply the normal and emergency sources, respectively, to a 30-amp, 120V automatic transfer switch (ATS) located in the equipment room. It is unclear why a 1-pole, 2-wire ATS was selected for this installation. The 100-amp main circuit breaker does not provide code compliant overcurrent protection for the ATS when power is supplied by the utility. The feeder between the main circuit breaker and the ATS is 2-4AWG & 1-6AWGGround. The feeder between the generator breaker and the ATS is 2-12AWG & 1-12AWGGround. Although both the utility service and the generator are rated for 120/240V, single-phase, three-wire operation, they are both connected so that only one phase is used. It is very unusual to connect this equipment at 120V in lieu of 120/240V. The ATS load side feeds a 100-amp, 120/240V load center located inside the equipment room via 2-4AWG & 1-6AWGGround. The load center has six tandem-style 20-amp circuit breakers installed, which provides capacity for 12 individual circuits. One of the circuits is a spare. A jumper has been installed between the bus bars in the load center so that it operates at 120V. ATTACHMENT 1 Item 9.e. - Page 3 IRJ Engineers, Inc.      Mechanical & Electrical Engineers Mr. Reichmuth September 5, 2017 IRJ Job No. 1727-00 Page 2 Arroyo Grande - Reservoir 2 Emergency Generator Replacement MECHANICAL AND ELECTRICAL ENGINEERING SERVICES FURNISHED BY OR UNDER THE DIRECTION OF PROFESSIONAL ENGINEERS MEMBER OF THE AMERICAN COUNCIL OF ENGINEERING COMPANIES − CALIFORNIA The load center supplies a dedicated branch-circuit to the equipment room lights/general purpose receptacles, six ceiling mounted receptacles for the floor-mounted two-post racks, the chlorinator system and associated pump, the tank cathodic protection system, and the tank mixer. There is also a circuit routed above the ceiling in the equipment room, however, the load served was not visible from the equipment room. The two-post rack installation facilitates upgrading the communication equipment in response to improvements in technology. The load for each rack will vary depending on the installed equipment. The chlorination system includes a 120V, 1.5 horsepower pump motor. The nameplate on the motor indicates 18.2 amps at 120V. This exceeds the current rating of the 4kW generator. The operation of this motor likely contributed to the failure of the existing generator, if it operated when the generator was providing power. The existing branch-circuit feeding the chlorination system is protected by a 20-amp circuit breaker. This breaker would not typically account for the starting current of a 1.5HP motor that is started by an across-the-line contactor. If the system has experienced nuisance tripping of this circuit breaker, replacing the breaker with a larger device should address the issue. The fuel source for the existing generator is a 250-gallon liquid propane gas tank located adjacent to the generator. The following items identify where the existing installation should be upgraded to comply with Electrical Code requirements. 1. The 4-AWG phase conductor from the main circuit breaker to the ATS is rated to carry 85A and is not protected by the 100A circuit breaker. 2. The two-post racks on the west side of the equipment room impinge on the code required working clearance for the ATS. 3. The 12AWG conductors serving the chlorination system are rated to carry 20 amps. The minimum circuit ampacity required for the 1.5HP motor is 25 amps. These conductors will require replacement. 4. Many of the existing conduits do not have code required supports installed. 5. The panel directory in the load center does not identify the loads served by each circuit. RECOMMENDATIONS We recommend replacing the failed generator with a new 10kW, 120/240V unit along with a new 100-amp, 120/240V, 2-pole automatic transfer switch. The generator will need a unit mounted 2-pole circuit breaker rated 50 amps. The feeder from the generator should be 3- 8AWG & 1-8AWGGround. A new 3-2AWG & 1-8AWGGround feeder is recommended from the main circuit breaker to the ATS for the normal source. We have attached data sheets for a generator and ATS manufactured by Kohler that are representative of the materials that we suggest be used. It would be desirable to provide a new 16-circuit load center as part of the new ATS installation. This arrangement would provide some added circuit space for future equipment. The existing load center can be reused if preferred, however, the jumper between the bus bars will need to be removed so that the new three wire feeder from the new ATS can be connected. A new feeder would be required from the load side of the new ATS to the existing load center. The installing contractor should ensure that a main bonding jumper between the equipment ground connection and the grounded conductor at the generator has not been installed so that the generator is not connected as a separately derived source. We suggest locating the new ATS/load center on the south wall of the equipment room between the rows of two-post racks. Branch-circuits from the new load center can be arranged to intercept the existing circuits at locations within the equipment room to facilitate transition to the new load center. A control method to prevent the chlorination system from operating when power is supplied by the generator will need to be added. Our opinion of probable construction cost to install the new generator, ATS/load center, and intercept the existing branch-circuits is $5,750. This includes a $500 allowance for modifications to the existing concrete generator pad to accommodate the new generator. The opinion of probable construction cost does not include the purchase of the generator and ATS/load center. Also, the cost of any upgrades to the existing installation where code deficiencies have been identified is not included. KOHLER CO., Kohler, Wisconsin 53044 USA Phone 920-457-4441, Fax 920-459-1646 For the nearest sales and service outlet in the US and Canada, phone 1-800-544-2444 KOHLERPower.com Kohler Power Systems Asia Pacific Headquarters 7 Jurong Pier Road Singapore 619159 Phone (65) 6264-6422, Fax (65) 6264-6455 Item 9.e. - Page 9 MKN & Associates, Inc.  P O Box 1604  Arroyo Grande CA 93421  805 904 6530  Reservoir 2 Emergency Generator Replacement Project‐ Design and Construction Phase Proposal   September 15, 2017  Shane Taylor  Utilities Manager  City of Arroyo Grande  (Submitted Electronically)  RE: Reservoir 2 Emergency Generator Replacement Project‐ Design and Construction Phase Services  Dear Shane, MKN has prepared a scope of work to provide construction documents and construction phase services  for the City to replace the Reservoir 2 emergency generator.   SCOPE OF WORK  Draft and Final Construction Documents  Because the project construction costs are expected to be less than $6,000 the City will obtain quotes  from three contractors using the City’s “Request for Quotes” process. MKN will edit the City’s “Request  for Quotes” documents for the proposed project. It has been assumed that a site plan with connection  and layout details will be required to provide the Contractor with sufficient information to bid and perform  the work.  The project will include installation of an owner furnished emergency generator, automatic  transfer switch, installation of a new load center, reconnection of the existing branch circuits, and  implementation of a control scheme to shed the chlorination system when power is provided by the  generator. We anticipate providing the following exhibits for the project:  Site Plan including location of owner‐supplied generator and connection points Connection details Wiring and conduit details Drawings will be prepared as 11‐inch x 17‐inch sheets. The City’s Request for Quotes documents will be  revised for the project. MKN will provide a project bid schedule for the City’s use.  One copy of electronic specifications saved as PDF files, with drawings, will be provided to the City for  review at the draft design submittal. The final construction contract documents will be signed and sealed  by a registered professional engineer licensed in the State of California and will be provided in electronic  format. An Engineer’s Opinion of Construction Cost will be provided with the draft and final plans and  specifications.  Bid Phase Services  During bidding of the project MKN will provide the following services:  ATTACHMENT 2 Item 9.e. - Page 10 Shane Taylor  Page 2 Reservoir 2 Emergency Generator Replacement Project‐ Design and Construction Phase Proposal   Respond to requests for information (RFIs) during the bidding period and prepare addenda for issuance to bidders by the City. Review submitted bids. Construction Phase Services  During construction of the project MKN will provide the following services:  MKN and/or IRJ will attend a pre‐construction conference with the City and Contractor. MKN will review and respond to two (2) RFIs. IRJ will provide two (2) site visits to observe the Contractors progress and for general conformance with the design documents. MKN will prepare record drawings based on the Contractor’s redlines ASSUMPTIONS:  The City will be procuring and purchasing the generator and automatic transfer switch. The chlorine pump and tank mixing system is not required to operate when the emergency generator is on. MKN shall be entitled to rely reasonably upon the accuracy of data and information provided by or through Client and will use good professional judgment in reviewing and evaluating such information. If MKN identifies any error or inaccuracy in data or information provided by or through Client, or determines that additional data or information is needed to perform the services, MKN shall promptly notify the client.
