MINUTES
REGULAR MEETING OF THE CITY COUNCIL
TUESDAY, OCTOBER 25, 1988
COUNCIL CHAMBERS, 215 E. BRANCH STREET
ARROYO GRANDE, CALIFORNIA
The Ci ty Council met in regular session at 7:30 P.M. with
Mayor Howard Mankins presiding. Also present were Council Members
Dorace Johnson, Mark M. Millis, Gene Moots and D. G. Porter.
FLAG SALUTE AND INVOCATION
Mayor Mankins led the Pledge of Allegiance to our Flag, and
the Rev. Virgil Glocheski, st. Patrick's Catholic Church, delivered
the invocation.
PUBLIC APPEARANCES
BILL TAPPAN of 1525 Chilton Avenue and MARIE CATTOIR of 195
Orchid Lane said they would speak later in the Agenda, when Consent
Agenda Items C.6. (d) through C.6. (g) were considered by the
Council.
PHIL MCKIBBEN of 495 Tanner Lane expressed concerns about a
proposed subdivision being considered by the County near Branch
Mill Road and the boundaries of the City of Arroyo Grande. He
listed drainage, increased traffic and low percolation rate as
problems. He suggested that a representative of the city attend
and give testimony when the Board of Supervisors discuss the
subdivision again.
CONSENT AGENDA
Moved by Moots/Johnson (5-0-0, Moots, Johnson, Porter, Millis
and Mankins voting aye) to approve Consent Agenda Items C.L
through C.6.(c), with the recommended courses of action.
C.l. Proclamation, "Hospice Month," November, 1988. Approved.
C.2. October II, 1988, City Council Minutes. Approved.
C.3. Authorization to Purchase Two Portable Radios, Police
Department (Budgeted Item). Approved.
C.4. Authorization to Purchase New Computer Equipment, Police
Department (Budgeted Item). Approved.
C.5. September 19, 1988, Parking and Traffic Commission Minutes.
Approved.
C.6. Resolutions:
(a) Resolution No. 2259 Replacing Existing Yield Signs with
Boulevard stop Signs at Various Locations. Approved.
(b) Resolution No. 2260 Authorizing the Deposit of City Funds
in the Local Agency Investment Fund. Approved.
(c) Resolution No. 2261 Authorizing the Deposit of City Funds
in Various Local Banks and Savings Institutions.
Approved.
CONTINUED PUBLIC HEARING. ADOPTION OF ORDINANCES AMENDING THE
MUNICIPAL CODE RELATING TO BUILDING CODES. TEMPORARY RESTROOM AND
SANITATION FACILITIES ON THE JOB SITE. AND MAINTENANCE AND
CLEANLINESS ON CONSTRUCTION PROJECT SITES
city Manager Chris Christiansen referred to the October 2l,
1988 memo of Chief Building Inspector John Richardson who
recommended that the Council adopt 10 ordinances relating to
updating the Uniform Building Codes and related publications. He

said that the specific Ordinances are 1. the 1988 Uniform Building
Code and Accumulative Supplement and standards; 2. the 1988 Uniform
Plumbing Code, in conjunction with the 1986 Uniform Solar Code; 3.
the 1988 Uniform Mechanical Code; 4. the 1988 Abatement of
Dangerous Buildings Code; 5.the 1987 Uniform Electrical Code; 6.
the 1986 One- and Two-Family Swelling Code, and 1985 Building
Conservation Code; 7. the 1988 Uniform Sign Code, and 8. the 1979
Uniform swimming Pool Code, in conjunction with the 1981 Solar
Swimming Pool Code.
He added that, for orderly enforcement of these Codes, it is
also recommended that two new ordinances be adopted. They are 1.
Construction Job site Maintenance and Cleanliness, and 2. Temporary
Restroom and Sanitation Facilities.
After Council questions of staff, Mayor Mankins opened the
hearing to the public. When no one came forward to speak, he
closed the hearing to the floor.
Mr. christiansen read the titles of all 10 Ordinances. It was
moved by Porter/Johnson (5-0-0, Porter, Johnson, Millis, Moots and
Mankins voting aye) to introduce the ordinances for adoption at the
next Council meeting.
CONSENT AGENDA ITEMS C.6.Cd! THROUGH C.6.(g!-LANDMARK TREES 88-46
THROUGH 88-49. 551 CROWN HILL
BILL TAPPAN spoke to the council regarding an oak tree on
Chilton Avenue, which he said is in danger of being cut down. He
said the tree may stand in the way of full development of three
adjoining lots on the street.
There was Council discussion of the fact that the Landmark
Tree Ordinance does not cover trees such as this one, and of
approaching the property owner to convince him not to cut the tree.
Public Works Director Paul Karp said that Parks and Recreation
Director John Keisler already had talked with the property owner
about the matter.
Mayor Mankins directed Staff to pursue the matter further with
the property owner.
Moved by Millis/porter (5-0-0, Millis, Porter, Johnson, Moots
and Mankins voting aye) to adopt Resolutions No. 2262 through 2265
Designating Landmark Trees No. 88-46 through 88-49.
MARIE CATTOIR said that on the one hand the City is trying to
save trees in other areas, and at same time placing conditions on
the cattoir property that may mean removal of existing trees in
the future. She referred to adjoining property to hers being
developed by st. Barnabas Church, .and said that no conditions
should be placed on properties other than the one involved in the
development.
Mr. Karp said that the city would probably not be asking the
cattoirs for anything unless the Cattoirs decided to develop their
own property.
SECOND READING OF ORDINANCE NO. 383 AMEN9ING MUNICIPAL CODE ~ECTION
6-7.01Cf!. REGULATING WATER CHARGES
Mr. Christiansen referred to his memo of September 21, 1988,
and recommended that the Council adopt an ordinance regulating
water charges to reflect actual costs (pro-rated) , not a 14-day
bill.
Moved by Porter/Johnson (5-0-0, Porter, Johnson, Moots, Mi 11 is
and Mankins voting aye) to adopt Ordinance No. 383 C.S. Amending
the Municipal Code Regulating Water Charges to Reflect Actual Costs
(pro-Rated) .

Mr. Christiansen recommended that this agenda item be
continued and that cost accounting be conducted in connection with
the proposed ordinances.
Mayor Mankins continued the item to the meeting of November
22, 1988.
The meeting was adjourned at 8:15 P.M.
