MINUTES
BUDGET MEETING OF THE CITY COUNCIL
TUESDAY, MAY 24, 1988
COUNCIL CHAMBERS, 215 E. BRANCH STREET
ARROYO GRANDE, CALIFORNIA
The City Council convened for a budget meeting at 3:30 P.M. with
Mayor Howard Mankins presiding. Also present were Council Members Dorace
Johnson, Mark M. Millis, Gene Moots and D. G. Porter.
The discussion began with the Civic Center Fund, and Mayor Mankins
suggested the City set aside a portion of this Fund for the proposed joint
San Luis Obispo County Sheriff/Arroyo Grande Police facility. Council
Members discussed size of the facility, cost per square foot, land cost,
bidding, completion dates, and the need for public input. Mayor Mankins
said the Council should be receiving a preliminary agreement from the County.
There was Council consensus that a Special Project Account be set up under
the Civic Center Fund. Interim City Manager Chris Christiansen was directed
to notify the County that Arroyo Grande has set aside monies for the joint
facility.
The Council then discussed the paving of the Community Center parking
lot. Public Works Director Paul Karp gave the Council copies of an "Update
on the Women's Club Parking Lot Phasing; Restriping and Maintenance Project
for Existing Parking Lot" dated May 2, 1988. Council considered the number
of spaces to be created, the number of Citizens using the Center, and paving
the lot in phases. There was Council consensus that $96,000.00 be set
aside for Phase I of the project. Mr. Karp was directed to include both
construction phases in the bidding process. The Mayor said the balance
of the Construction Fund would be used for the Sheriff/Police facility.
Next on the Budget Agenda was the Sewer Fund. There were Council
questions and discussion. Mayor Mankins directed Staff to develop a revolving
replacement fund to include every piece of City equipment, and return
to Council with the list in August, 1988.
Other Budget items covered were Parks (there was Council consensus
to add $2,000.00 to a Contractual account in this General Fund Department);
Park Development; Recreation Programs; Gas Tax, Traffic Safety; Traffic
Signalization; Transportation; Construction Tax; Drainage; Water Facility;
Sewer Facility; Water; Lopez, and Downtown Parking.
The meeting was recessed at 5:14 P.M. to the Regular Council meeting
at 7:30 P.M. that night (Tuesday, May 24, 1988).
