MINUTES
REGULAR MEETING OF THE CITY COUNCIL

The City Council met in regular session at 7:30 P.M. with Mayor Howard
Mankins presiding. Also present were Council Members Dorace JOhnson, Mark
M. Millis, Gene Moots and D. G. Porter.
FLAG SALUTE AND INVOCATION
Mayor Mankins led the Pledge of Allegiance to our Flag, and the Rev.
Gregory Waybright delivered the invocation..

CONSENT AGENDA
CARIN LUECK, a student at Arroyo Grande High School, described how
the 9:en iors at the school will be s i gni ng a p' edge to have a safe and sober
graduation next month. Miss Lueck thanked Police Officer John Allen for,
assistance in promoting.the sober graduation.. . ",
Moved by Porter/Johnson (5-0-0, Porter, Johnson, Millis, Moots and

with the recommended courses of action.

PUBLIC HEARING - PROPOSED ZONING ORDINANCE AMENDMENT, ARTICLE 26, "OFF-
STREET tARK~NG ~~QUIREME~TS."
P annlng rector oreen Liberto-Blanck referred to her memo of May
10, 1988, and said the Planning Commission recommended adoption of the
amendments to Article 26 of the Zoning Ordinance regarding parking.
ROB STRONG, who is working with.Loomis/Scolari on a pending shopping
center, spoke in favor of the recommendation and urged Council to look
further at parking ratios.
JOHN KEENE of 298 N. Elm objected to a blanket City policy of smaller
parking spaces.
The Mayor closed the Public Hearing to the floor.

ZONING ORDINANCE AMENDMENT - PARKING Continued from Page 1
There were Council questions of Staff regarding width and configuration
of parking spaces and about using gross. area of a structure for estimating
parking requirements. Ms. Liberto-Blanck showed drawings on the overhead
projector of sample parking spaces.
It was moved by Millis/Johnson (4-1-0, Porter voting no) to deny
the amendment to the Off-Street Parking requirements of the Zoning Ordinance.
The Council said the major concern. was the size of parking spaces.
MR. STRONG again asked the Council to look at parking ratios.
It was moved by Johnson/Moots (5-0-0) to direct Staff to return with
a shorter and simpler amendment including the existing parking space sizes,
different parking ratios, and parking requirements figured on gross area
of the structure.
City Attorney Art Shaw recommended that the Council keep the Public
Hearing open and continue the item for four weeks.
It was moved by Johnson/Moots (5-0-0) to continue the Hearing to
June 14, 1988.
1988-89 APPROPRIATION LIMIT
It was moved by Moots/Johnson (5-0-0, Moots, Johnson, Porter, Millis
and Mankins voting aye) to approve Resolution No. 2229 Adopting a Tax Proceeds
Expenditure Appropriation Limit for Fiscal Year 1988-89.
REQUEST TO GO TO BID - COMPUTER E~UIPMENT
Interim City Manager Chris hristiansen referred to his memo of May
10, 1988 and recommended:
1. The City Council authorize commencement of the bidding process on a
computer system for the City Clerk from the. City Clerk's 1987-1988 budget
funds (approximate cost = $3,493; and
2. The City Council authorize commencement of the bidding process on a
computer system based on Option A (approximate cost = $11,409), B (appro~imate
cost = $8,740) and C(approximate cost = $6,874), for the Planning and Bui~ding
-- Departments from the City Hall remodeling funds.
Mr. Christiansen said Staff will return to the City Council after
bi~s are received for authorization to award a purchase order.
Moved by Millis/Moots (5,.0-0) to approve the recommendation.

ORDINANCE PROHIBITING THE USE OF NOISY BLOWING OR VACUUM DEVICES OUTOOORS
BETWEEN 10100 P.M. AND 6:00 A.M.
Mr. Christiansen referred to his memo of May 5. 1988, and recommended
that the ordinance be adopted.
Council Members expressed concerns about how the ordinance would
affect City Street sweeping, and economic effects on the businesses.
Speaking against the ordinance on the basis of damage to autos, businesses
, and people if cleaning were done during the daytime were MERLE WILLIAMS
of 817 E. Main Street, Santa Maria; TIMOTHY SOLE of 895 Todd Lane; PATRICE
PHILLIPS of 122 Alpine; SHERI STAAT .Of Staat Financial Services on Traffic
Way; FRED POPE of 715 Grand Avenue, and RANDY POLTL, representing the Payless/Lucky
and Scolari/Loomis shopping centers.

ORDINANCE PROHIBITING NOISY VACUUMS Continued from Page 2
MARIE CATTOIR of 195 Orchid Lane asked what percentage of the population
has complained about the noise.
Police Chief Clark said the complaints have come from neighbors of
the Payless/Lucky, K-Mark and 7-11 Shopping Centers.
Mayor Mankins suggested that Chief Clark handle the complaints on
a case-by-case basis, and Council Member Johnson said the City needs to
address the residential areas which border on commercial zoning.
Moved by Johnson/Millis (5-0-0) to deny the ordinance prohibiting
use of noisy power blowers on vacuum devices between 10:00 P.M. and 6:00
A.M.
PEARWOOD PONDING AREA - REQUEST TO SEEK PROPOSALS CONTINUED FROM COUNCIL
MEETING OF APRIL 26, 1988
Mr. Christiansen referred to Public Works Director Paul Karp's memo
of April 27, 1988 and recommended the City Council authorize the Staff
to solicit proposals to grade the Pearwood Avenue Ponding Basin, subject
to contract review by the City Attorney.

This item was continued to a future meeting of the City Council.
PARKING AND TRAFFIC COMMISSION RECOMMENDATIONS ,
After Council questions, it was moved by Porter/Johnson (5-0-0, Porter
Johnson, Moots, Millis and Mankins voting aye) to adopt Resolution No.
2230 Establishing a "No Parking" Zone on a Portion of Arroyo Street (Freeway
Frontage Across from 508 Arroyo Street to West Cherry Avenue).
Moved by Porter/Johnson (5-0-0, Porter, JOhnson, Millis, Moots and
Mankins voting aye) to adopt Resolution No. 2231 Establishing a Boulevard
Stop Sign at the Intersection of Courtland Street and Brighton Avenue.
ANALYSIS OF NO PARKING ZONES ON LINDA DRIVE AT BENNETT AVENUE
Mr. Karp referred to his memo of May 2, 1988 and recommended that
the City Council review the resolution proposed to revise the no parking
zone established by the City under the neighborhood plan for Linda Drive
at Bennett Avenue; and that the City Council repeal Resolution No. 2214.
Moved by Porter/Johnson (5-0-0, Porter, Johnson, Moots, Millis and
Mankins voting aye) to adopt Resolution No. 2232 Establishing a "No Parking"
Zone on a Portion of Linda Drive and. Bennett Avenue (Municipal Code Section
2-7.04) (Supersedes Resolution No. 2150 and No. 2214).
GENERAL PLAN AMENDMENT (CONTINUED FROM COUNCIL MEETINGS OF APRIL 12 AND
26, 1988
Mayor Mankins said he may have a conflict of interest on this matter,
and handed the gavel to Mayor Pro Tern Johnson, who presided over the discussion
and voting.
Mr. Christiansen said the Staff was prepared with various resolutions
depending on what type of action.the.Council takes.
REUBEN KVIDT, developer of Oak Park Acres; PETER MILLER, representing
the developers of Rancho Grande, and BILL LACKEY, developer of Royal Oaks,
asked the Council to delay action on the General Plan Amendment so the
major property owners in the area could hire an independent traffic engineer
to study the matter and make a recommendation. They. said the engineer would
be a neutral person approved by the Cities of Arroyo Grande and Pismo Beach.
Theysaid the major property owners would pay the engineering costs.

PETE DOUGALL of 1241 Farroll asked questions regarding traffic patterns
and flow. He favored the hiring of an independent traffic engineer and
asked that the agenda item be continued..
MA~IE CATTOIR of 195 Orchid Lane said:basic planning was not adequate,
and since development had caused the crisis,' it should bear the brundt
of the solution.
\ After Council discussion, it was moved by Millis/Moots (3...1-1, Mi11is,
Moots and Johnson voting aye, Porter voting no,. and Mayor Mankins not partici-
pating) to continue this agenda item' to June 28, 1988, with the traffic
engineer's report completed and submitted to City Staff by June 21, 1988.
Mr. Karp said that all of .the..discussion, .about this corridor had
related only to the northbound side of the freeway. He asked that the
traffic engineer's report also include southbound accesses. Mr. Kvidt
said there was nodding of agreement to that suggestion. .
