Background
10/27/2017
- The James Way Habitat is a part of Tract 1994, and was formally accepted in fee by the City Council on May 3, 1994.
The Habitat covers two parcels and totals approximately 75 acres
The Habitat is maintained by the Public Works Parks Division, as well as community volunteers, including the volunteer proposing to expand the trail system
In January, the Parks and Recreation Commission voted to bring back formal consideration of the proposed trail addition project

Existing Conditions

The Habitat includes Coast Live Oaks, California Grassland, Arroyo Willows, California Sage Brush, and areas of wetland
The Habitat includes a working windmill, information kiosk, waste receptacles, pedestrian bridges, drainage facilities, and, of course, trails

Proposed Project

The project would add ¾ of a mile of trail to the existing system and connects off the existing trail system

Advisory Committee Reviews
Parks and Recreation Commission reviewed the proposed project on April 12, 2017
Recommended approval of project as proposed
Planning Commission reviewed the prepared IS/MND
Recommended adoption of the environmental document
Additionally recommended distance signage be installed on new trail and limit to hikers only

The project was reviewed in accordance with the California Environmental Quality Act (CEQA)
IS/MND prepared to mitigate impacts to biological and cultural resources

Recommendation
It is recommended that the City Council adopt a Resolution:
Adopting an Initial Study/Mitigated Negative Declaration;
Approving the James Way Oak Habitat and Wildlife Preserve Trail Addition Project; and
Directing the City Clerk to file a Notice of Determination.
