SUBJECT: CONSIDERATION OF AN APPROPRIATION OF FUNDS TO REPLACE
THE PUMP AT WELL NO. 6

SUMMARY OF ACTION:
Approve funds to replace a pump at Well No. 6.
IMPACT ON FINANCIAL AND PERSONNEL RESOURCES:
The replacement pump was not budgeted in FY 2017/18 and will reduce the Water
Fund Balance by $18,000.00.
RECOMMENDATION:
It is recommended the City Council approve an appropriation of $18,000 from the Water
Fund balance to replace the pump and pipe column at Well No. 6.
BACKGROUND:
Well No. 6 is the City’s irrigation well that was drilled in 1956. The pump stopped
working the last week of September. The pump was pulled out, and was found to have
suffered internal damage that makes a repair unfeasible. The column shaft also
requires replacement.
ANALYSIS OF ISSUES:
Well No. 6 is part of the Elm Street Park/Soto Sports Complex irrigation system. The
system utilizes stored storm water from the retention basins and the well to provide non-
potable water to irrigate the Park/Complex and also provide construction water. The
current system has been in service since 1986 and on an average saves 70 acre feet of
potable water per year. In addition, an average of $20,000 of revenue is generated
from sales of construction water.
ALTERNATIVES:
1. Appropriate $18,000 from the existing FY 2017/18 budget of $55,000 to replace
the pump; or
2. Do not approve the appropriation; or
3. Provide other direction to staff.

ADVANTAGES:
The well will provide reliable service.
DISADVANTAGES:
The purchase and installation will reduce the water fund balance by $18,000.
ENVIRONMENTAL REVIEW:
No environmental review is required for this item.

The Agenda was posted at City Hall and on the City’s website in accordance with
Government Code Section 54954.2.
