CITY COUNCIL AREA 3 FORUM
WEDNESDAY, APRIL 20, 1988
CITY COUNCIL CHAMBERS, 215 E. BRANCH STREET
ARROYO GRANDE, CALIFORNIA
The City Council met for Area 3 Forum at 7:37 P.M. with Mayor Howard
Mankins presiding. Also present were Council Members Dorace JOhnson,
Mark M. Millis and D. G. Porter. Council Member Gene Moots was absent.
CAROL JORDAN of 721 Cornwall Street said her home is on the edge
of a commercial/residential district. She said noisy trucks are on her
street in the early morning hours; high powered noisy vacuum cleaners
are used on nearby parking lots, and the Police Department washes cars
and tests sirens on the street. She asked for a possible zoning change.
Planning Director Doreen Liberto-Blanck explained the ramifications
of changing the zoning. She said the zone change could be part of an
update of the Land Use Element to begin in the near future.
Ms. Jordan expressed fears that the changing of freeway on and off
ramps might add congestion to her street.
Discussion then centered around a proposed General Plan Amendment
to the Circulation Element. Area under consideration in the Element is
West Branch Street, Brisco Road at Highway 101, and Hillcrest Drive at
101.
Public Works Director Paul Karp showed an overhead photo (schematic)
of the proposed on and off ramps and ramp closures drawn in.
MIKE GREENELSH of 453 Tanner suggested options should be given to
the Council on ways to improve the access on and off the freeway. He
also suggested the possibility of making four lanes of traffic on Halcyon
Road between Grand Avenue and El Camino Real. There was discussion of
drainage on Halcyon Road.
KATHY GREENELSH spoke to the Council about conjested traffic on Traffic
Way at 3:30 P.M. weekdays. Mr. Karp said that Caltrans Engineers who
operate and maintain the signal, were looking to improve the timing of
traffic signals at Traffic Way and Grand Avenue.
Signalization and possible reallignment of West Branch Street at
Grand Avenue was considered. Mr. Greenelsh said a portion of the area
now occupied by the Bank of America parking lot should be site of a future
road connecting West Branch Street to Grand Avenue. Mr. Karp said adoption
of the revised General Plan Circulation Element is the first step which
should be taken in improving the traffic circulation of the area.
Water supplies and uses was covered. There was concern that the
water used by City farmers will be in jeopardy. Mayor Mankins said that
water supplies should be adjudicated by the courts. Mrs. Greenelsh said
the City should discuss water problems with other South County cities.
Mayor Mankins said a Water Association has been formed.
Ms. Jordan said the City water has a bad taste and a lot of chemicals
in it. Mr. Karp said the water does meet primary State Health Standards.
The meeting adjourned at 8:52 P.M. Next Area Forum will be May 31,
1988, at 7:30 P.M. in Room 100, Arroyo Grande High School.
