CITY COUNCIL AREA 2 FORUM
MONDAY, APRIL 4, 1988
OCEAN VIEW SCHOOL, 1208 LINDA DRIVE
ARROYO GRANDE, CALIFORNIA
The City Council met for an Area Forum at 7:32 P.M. with Mayor Howard
Mankins presiding. Also present were Council Members Dorace Johnson, Mark
M. Millis, Gene Moots and D. G. Porter.
Mayor Mankins said the purpose of the forum is to become acquainted
with neighborhood problems and get input for City long range planning.
Interim City Manager Chris Christiansen welcomed those in attendance.
Public Works Director Paul Karp started off the meeting by describing
the problems, proposed solutions and possible time frame for improving
the Oak Park/Highway 101 Intersection.
GARY DAVIS of 1017 Acorn Drive expressed concerns about a proposed
sedementation pond near his home. He said the pond would be part of the
realignment of West Branch Street, one of the solutions to the interchange
problem. He said the area where the pond will be is already silted up,
that silt should be removed and then there should be silt maintenance every
three years in order to prevent flooding and mosquitos.
Planning Director Doreen Liberto-Blanck explained the environmental
review process the City will be going through when the final solution for
the intersection is reached. She said drainage, circulation, vector problems,
erosion and rerouting of West Branch Street and its impacts will be considered.
She said public comment is being asked for at this time.
BILL TAPPAN of 1525 Chilton asked the City to consider improving
the entrance to Chilton Avenue when the improvement of the Oak Park Intersec-
tion is planned. He said the street design is poor and drainage is bad.
Mr. Karp said the City has right of way there and he would be contacting
the property owner who will be involved in the widening of the Chilton/Oak
Park Road intersection.
JOAN RICHERSON of 245 Hillcrest Drive suggested that the City have
more stringent rules concerning removal of trees, and questioned the future
of a grove behind K-Mart Store.
Council Member Johnson described the City's Landmark Tree program,
and said the groves of trees Mrs. Johnson asked about are preserved as
Open Sp ace.
Ws. Richersoo said there should be landscaping in front of the former
Five Cities Rental at Traffic Way and Branch Street. Mayor Mankins said
he is working on the matter.
A discussion of City Resource Management followed, including the
problem areas of possible annexations of land to the City, sufficient water
and sewer services, maintenance of streets and preserving agriculture
land. Giving input were Mrs. Richerson, Fourth District Supervisor Jim
Johnson, Mr. Davis and Mr. Tappan.
Cable television service. in the City was considered, and Council
Member Millis and HENRY ECKERT of 171 Ruth Ann Way complained that reception
on some channels is not clear. Mayor Mankins said this could be brought
to a public hearing.
With regard to the City's future, Mr. Karp said the City population
is growing at the rate of 2~ to 3 percent per year. He said the City has
projections that by the year 2,000 the population will be 18,000. He said
the ultimate buildout at the present zoning is 19,000 and there is enough
water for between 16,000 and 18,000 people. There was a discussion of
