This public comment period is an invitation to members of the community to present
issues, thoughts, or suggestions on matters not scheduled on this agenda. Comments
should be limited to those matters that are within the jurisdiction of the City Council. The
Brown Act restricts the Council from taking formal action on matters not published on the
agenda. In response to your comments, the Mayor or presiding Council Member may:
Direct City staff to assist or coordinate with you.
A Council Member may state a desire to meet with you.
It may be the desire of the Council to place your issue or matter on a future
Council agenda.
Please adhere to the following procedures when addressing the Council:
Comments should be limited to 3 minutes or less.
Your comments should be directed to the Council as a whole and not directed to
individual Council members.
Slanderous, profane or personal remarks against any Council Member or member
of the audience shall not be permitted.

9. CONSENT AGENDA:
The following routine items listed below are scheduled for consideration as a group. The
recommendations for each item are noted. Any member of the public who wishes to
comment on any Consent Agenda item may do so at this time. Any Council Member may
request that any item be withdrawn from the Consent Agenda to permit discussion or
change the recommended course of action. The City Council may approve the remainder
of the Consent Agenda on one motion.
9.a. Consideration of Cash Disbursement Ratification (MALICOAT)
Recommended Action: Ratify the listing of cash disbursements for the period October
16, 2017 through October 31, 2017.

9.b. Consideration of Approval of Minutes (WETMORE)
Recommended Action: Approve the minutes of the Special and Regular City
Council/Successor Agency Meetings of October 24, 2017, as submitted.
9.c. Consideration of Cancellation of the December 26, 2017 City Council Meeting
(BERGMAN)
Recommended Action: Cancel the regularly scheduled Council meeting of December
26, 2017 due to the holiday.
9.d. Consideration of the Purchase and Installation of a Replacement Play Structure at
Strother Park, PW 2017-10 (ROBESON)
Recommended Action: 1) Waive formal bidding and allow use of the Cooperative
Purchasing process consistent with the City’s Municipal Code; and 2) Authorize the City
Manager to approve the purchase and installation of a play structure at Strother Park.
9.e. Consideration of Temporary Use Permit Case No. 17-014; Authorizing the Village
Christmas Parade on Sunday, November 26, 2017 and Directing Staff to Implement
Related Safety Measures Including No Parking Zones, Street Closures and
Warning Devices (McCLISH)
Recommended Action: Adopt a Resolution approving Temporary Use Permit 17-014.
10. PUBLIC HEARINGS:
10.a. Consideration of Staff Project 17-010; Proposal for a Public Art Piece on the City
Council Chambers; Location – 215 E. Branch Street; Applicant – Arroyo Grande
Public Art Committee (McCLISH)
Recommended Action: The Parks and Recreation Commission recommends the
Council adopt a Resolution approving the public art proposal.
10.b. Consideration of a Resolution Updating Operating Fees Set Forth in the Master Fee
Schedule (MALICOAT)
Recommended Action: Adopt a Resolution updating operating fees set forth in the
Master Fee Schedule, effective January 15, 2018.
11. OLD BUSINESS:
11.a. Consideration of an Ordinance to Approve an Amendment to Contract Between the
Board of Administration California Public Employees’ Retirement System and the
City of Arroyo Grande (MALICOAT)
Recommended Action: Adopt an Ordinance of the City Council of the City of Arroyo
Grande to approve an amendment to the California Public Employee’s Retirement
System Contract regarding cost sharing by members of the Arroyo Grande Police
Officers’ Association.

12. NEW BUSINESS:
12.a. Consideration to Approve the Reorganization of the Recreation Services
Department (BOHLKEN)
Recommended Action: 1) Authorize the reclassification of the full time Recreation
Coordinator position to Recreation Supervisor position; 2) Authorize the replacement of
the part-time Administrative Secretary position with a full time Administrative Secretary
position; 3) Adopt a Resolution establishing the job descriptions and salary ranges for
the positions of Recreation Assistant I/II and Facility and Program Coordinator and
amending the Part-Time Employees Salary Schedule; and 4) Authorize the replacement
of the Office Assistant position with a Recreation Assistant position and authorize the
replacement of the part-time Volunteer and Program Coordinator with a part-time
Facilities and Program Coordinator.
12.b. Discussion of the Loss of Beverage Container Recycling Centers and
Consideration of Direction to Advocate through the Legislative Process for
Program Adjustments (BERGMAN)
Recommended Action: Discuss the issue of the loss of recycling centers and provide
direction to staff to advocate through the legislative process for program adjustments.
13. COUNCIL COMMUNICATIONS:
Any Council Member may ask a question for clarification, make an announcement, or
report briefly on his or her activities. In addition, subject to Council Policies and
Procedures, Council Members may request staff to report back to the Council at a
subsequent meeting concerning any matter or request that staff place a matter of
business on a future agenda. Any request to place a matter of business for original
consideration on a future agenda requires the concurrence of at least one other Council
Member.
