SUBJECT: CONSIDERATION OF COUNCIL APPOINTMENT TO PARKS AND
RECREATION COMMISSION

SUMMARY OF ACTION:
Appointment of a new commissioner to the Parks and Recreation Commission to fill a
current vacancy.
IMPACT ON FINANCIAL AND PERSONNEL RESOURCES:
There is no fiscal impact from this action.
RECOMMENDATION:
It is recommended by Council Member Harmon that the City Council approve the
appointment of Anna Heacock to the Parks and Recreation Commission.
BACKGROUND:
City Council policy sets forth appointment procedures for the City’s Commissions,
Boards and Committees. Policy No. 4 of the City Council Operations Manual, Section 3
states that the Mayor and each member of the Council shall appoint a representative to
the various Commissions, Boards and Committees, subject to the approval by a
majority vote of the Council. All Commission and Board Members serve at the pleasure
of the Council.
ANALYSIS OF ISSUES:
A vacancy occurred on the Parks and Recreation Commission due to the resignation of
Jen Jensen, effective August 24, 2017. The term for the seat expires January 31, 2019.
A Notice of Vacancy was posted pursuant to Government Code Sections 54970-54974.
Anna Heacock has submitted an application and is recommended for appointment by
Council Member Harmon.
ALTERNATIVES:
The following alternatives are provided for the Council’s consideration:
1. Approve Council Member Harmon’s recommended appointment;
2. Do not approve the recommended appointment; or
3. Provide direction to staff.

I believe my experience volunteering, working and living in Arroyo Grande qualifies me to participate as
a member of the· Parks and Recreation Commission.
I grew up in South County, attended Arroyo Grande High School and have resided in the city of Arroyo
Grande for over 10 years. I have a personal interest our parks and recreational opportunities as I have
two young children. My family regularly enjoys the benefits of our small, yet very dynamic community.
We take advantage of all our local facilities including parks and sports complexes, and participate in and
attend all the Arroyo Grande holiday events.
I am also very well acquainted with our local organizations and facilities as a volunteer for Fort Hope,
Campfire, and Optimist Arroyo Grande (as a member wife). I have enjoyed partnering with many of our
Arroyo Grande based organizations. I have participated in charitable events and fundraisers for
numerous organizations. The majority of the events were hosted in our public spaces such as Biddle,
'S trother, Rancho Grande, and Heritage Square Parks.
My tenure in the wine industry and working at Talley Vineyards has exposed me to all the wonderful
activities and resources we have right here on the Central Coast. I also have a broad understanding of
our city and our neighboring cities from a public relations point of view. I have worked closely with the
Arroyo Grande Chamber, as well as many local vendors, and venues. My experience in marketing, event
planning, and community outreach brings a layer of appreciation for our great city.
The city of Arroyo Grande and all it offers is very important to me. It would ·be my pleasure to serve our
community.
What do you see as the objectives and goals of the advisory board, committee or commission for
which you are applying?
I believe the objectives as a member of the Parks and Recreation Commission is to advise the city
council about matters of public parks, recreational activities, and facilities within our city in a thorough,
thoughtful and unbiased manner. My goal would be to consider the best interest of our community for
which it serves. As a commission member, it would be my obligation to provide accurate and extensive
information when requested. The general purpose and duties of the Commission members is clearly
defined and as such, should be adhered to.
