BERGMAN, CITY MANAGER BY: BILL ROBESON, PUBLIC WORKS DIRECTOR SUBJECT: CONSIDERATION TO APPROVE THE RECLASSIFICATION OF A PUBLIC WORKS SUPERVISOR TO PUBLIC WORKS MANAGER DATE: DECEMBER 12, 2017 SUMMARY OF ACTIONS: Request to reclassify the Public Works Supervisor position to Public Works Manager. IMPACT ON FINANCIAL AND PERSONNEL RESOURCES: The proposed reclassification will result in additional General Fund expenditures of $18,100 per fiscal year for salary and benefits. RECOMMENDATION: It is recommended that the City Council: 1) adopt a Resolution reclassifying the Public Works Supervisor to a Public Works Manager position and establishing a job description and salary range for the position and updating the management salary schedule; and 2) appropriate $9,100 from the General Fund for the balance of FY 2017-18. BACKGROUND: Since 2012, there have been numerous reorganizations involving various divisions of what is now the Public Works Department. These reorganizations occurred in an effort to increase efficiencies and to produce cost savings. A key aspect of the restructuring focused on the duties related to utilities, recreation and maintenance. Staffing changes were implemented that replaced three Maintenance Services Supervisors, (a Utilities Supervisor, a Parks Supervisor and a Streets Supervisor) with one Utilities Supervisor and one Streets and Landscaping Supervisor. The Utilities Supervisor continued the duties associated with water, waste water, infrastructure maintenance, meter reading, water quality testing, and construction document review. At the same time, the Streets and Landscaping Supervisor continued the duties associated with both parks and streets, and also acquired responsibility for overseeing building maintenance functions. In 2015, this position was retitled from Streets and Landscaping Supervisor to Public Works Supervisor and is the immediate supervisor to over half of the department’s 26 employees. More specifically, the Public Works Supervisor position oversees three divisions, the Parks Division that includes all City parks, Soto Sports Complex, and tree maintenance. The Streets Division that includes street and sidewalk repairs, field management of large projects, emergency and event road closures and storm drain maintenance. The third and final division under the Public Works Supervisor is Building Item 9.g. - Page 1 CITY COUNCIL CONSIDERATION TO APPROVE THE RECLASSIFICATION OF A PUBLIC WORKS SUPERVISOR TO PUBLIC WORKS MANAGER DECEMBER 12, 2017 PAGE 2 Maintenance that includes janitorial services (except for the Police Department), and maintenance and repairs on all City-owned facilities. Since that time, the Utilities Supervisor and Capital Project Engineer positions have been reclassified as managers while the position in charge of Streets, Parks and Maintenance has remained as a Public Works Supervisor. ANALYSIS OF ISSUES: A recent internal review indicates that the Public Works Supervisor job duties and expectations have transitioned from predominantly internal supervision into a higher level of responsibility requiring the comprehensive management of all phases of streets, parks, and building maintenance operations. Current comprehensive management activities include daily interactions with residents, interest groups, and business owners to resolve concerns while managing staff work loads and budget impacts. Management duties also extend to internal department customers as well, especially in developing and implementing traffic control plans to address the numerous special events and responding to requests related to needed improvements and maintenance of City-owned facilities. The internal review also identified several responsibilities to be formally added as a result of this reclassification including:  Managing regulatory compliance processes and procedures in coordination with regulatory agencies to ensure compliance with Federal and State laws and regulations pertaining to storm water, air quality and other related environmental compliance matters.  Establishing routine, documented inspection programs for playgrounds, fire extinguishers, generator maintenance and testing, and facility CalOSHA / OSHA compliance.  Designation as the City’s Property Manager, who is charged with reviewing and coordinating the implementation of appropriate lease agreements, including terms and requirements as they apply to the City’s property maintenance responsibilities and obligations.  Increased minimum education qualifications equivalent to a Bachelor’s degree with major course work in construction management, landscape management, or other closely related fields. ALTERNATIVES: The following alternatives are provided for the Council’s consideration: 1. Adopt a Resolution reclassifying the Public Works Supervisor to a Public Works Manager position and establishing a job description and salary range for the Item 9.g. - Page 2 CITY COUNCIL CONSIDERATION TO APPROVE THE RECLASSIFICATION OF A PUBLIC WORKS SUPERVISOR TO PUBLIC WORKS MANAGER DECEMBER 12, 2017 PAGE 3 position and updating the management salary schedule; and appropriate $9,100 from the General Fund for the balance of FY 2017-18; 2. Deny a Resolution reclassifying the Public Works Supervisor to a Public Works Manager position and establishing a job description and salary range for the position and updating the management salary schedule; and deny the appropriation of $9,100 from the General Fund for the balance of FY 2017-18; 3. Modify staff’s recommendations and approve and adopt a modified resolution; or 4. Provide direction to staff. ADVANTAGES: City Council Goals can be achieved and contributed to with a management approach from this position.  Improve cost-recovery on services:  One of the expectations of this position will be to advance cost savings and efficiency opportunities. An example of a recent significant cost saving is associated with the new Strother Park playground equipment. Our current Public Works Supervisor joined a no membership fee National Joint Powers Alliance (NJPA) to purchase the playground equipment and saved approximately $10,000 by using a master purchase agreement.  Retain and attract employees:  Employee retention and attraction of highly qualified employees would be achieved through the upgrade in this job description from a supervisor to a manger in educational qualification, title, and compensation. The large scope of work, wide variety of responsibilities, and the number of staff under this position call for a manager level job to oversee the Streets, Parks, Trees and City owned Building and Facilities. This manager would make the connection with these internal divisions and the public in the area of customer service, complaint resolution and educational outreach. Retention is also encouraged by this position becoming equivalent to the two comparable positions (Capital Improvement Projects Manager and the Utilities Manager) in the Public Works Department. DISADVANTAGES: The disadvantage to this reorganization is an increase in funding of $18,100 for salary and benefits. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARROYO GRANDE RECLASSIFYING THE PUBLIC WORKS SUPERVISOR TO A PUBLIC WORKS MANAGER POSITION AND ESTABLISHING A JOB DESCRIPTION AND SALARY RANGE FOR THE POSITION AND UPDATING THE MANAGEMENT SALARY SCHEDULE WHEREAS, the City Council of the City of Arroyo Grande (“City”) deems it in the best interest of the City to reclassify the full-time Public Works Supervisor to a full-time Public Works Manager position and; WHEREAS, the City deems it in the best interest of the City to establish a job description and salary range for the full-time Public Works Manager position. NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Arroyo Grande that: 1. The full-time Public Works Supervisor is hereby reclassified to a full-time Public Works Manager position in the Public Works Department. 2. The job description for the Public Works Manager position incorporated hereto as Exhibit “A” with a salary range at Range 47, $6,853 - $8,331/month on the Management Salary Schedule is established. 3. The Management Salary Schedule attached as Exhibit “B” and incorporated herein by this reference is updated to reflect this action. 4. DEFINITION To oversee, plan, prioritize, assign, supervise, coordinate, review and participate in the work of staff responsible for performing a wide variety of parks, landscaping, urban forest, facility, street, sidewalk and storm system maintenance activities within the Streets, Landscaping, and Building Maintenance Divisions of the Public Works Department; to perform the more complex tasks of the work unit; and to perform a variety of duties relative to assigned area of responsibility. Direct, coordinate and review the work plan for maintenance and repair of streets, gutters, sidewalks, storm drains, bridges, signs, striping and other assigned city infrastructure. 20. Conduct routine inspections of work sites for vandalism and graffiti; take corrective action to ensure timely abatement activities occur. 21. Oversee, coordinate and participate in a variety of maintenance activities including landscaping, general grounds clean up, building maintenance, garbage and waste collection, pruning and tree care, the installation and repair of irrigation systems; and concrete work and basic carpentry work as required. 22. Estimate time, materials and equipment required for jobs assigned; requ isition materials as required. 23. Schedule and coordinate with other departments facility set-up for special events, training classes and programs. 24. Respond to emergency situations during off -hours, as required. 25. Manage regulatory compliance processes and procedures in coordination with regulatory agencies to ensure compliance with Federal and State laws and regulations pertaining to storm water, air quality and other related environmental compliance matters. 26. Monitor changes in laws, regulations and technology that may affect division operations; implement changes to policies and procedures after approval. 27. Serve as the City’s liaison to community groups and organizations such as the Arroyo Grande Tree Guild, Arroyo Grande in Bloom, and the Elm Street Dog Park Association. 28. Function as the City’s Property Manager, reviewing and coordinating the implementation of the appropriate lease agreement, terms and requirements as they apply to the City’s property maintenance responsibilities and obligations. 29. Education: Equivalent to a Bachelor’s degree with major course work in construction management, landscape management or other closely related field. License or Certificate: Possession of a California driver’s license at the time of appointment and must be maintained throughout employment. Possession of, or ability to obtain within one year, an appropriate valid Qualified Applicator’s certificate as required by assigned position. Page 15 CITY OF ARROYO GRANDE PUBLIC WORKS SUPERVISOR Class specifications are intended to present a descriptive list of the range of duties performed by employees in the class. Specifications are not intended to reflect all duties performed within the job. DEFINITION To oversee, plan, prioritize, assign, supervise, coordinate, review and participate in the work of staff responsible for performing a wide variety of parks, landscaping, urban forest, facility, street, sidewalk and storm system maintenance activities within the Streets, Landscaping, and Building Maintenance Divisions of the Public Works Department; to perform the more complex tasks of the work unit; and to perform a variety of duties relative to assigned area of responsibility. SUPERVISION RECEIVED AND EXERCISED Receives general direction from the Director of Public Works within a framework of legal requirements, policies and established organizational values and processes with independence of action to meet changing operational conditions. Exercises direct supervision over all levels of staff assigned to the Streets, Landscaping and Building Maintenance Divisions. ESSENTIAL AND MARGINAL FUNCTION STATEMENTS -Essential and other important responsibilities and duties may include, but are not limited to, the following: Essential Functions: 1.Prepare and administer assigned program budget; submit budget recommendations; monitor expenditures. 2.Prepare analytical and statistical reports on operations and activities. 3.Direct, coordinate and review the work plan for maintenance and repair of assigned park, urban forest, buildings and facilities; assign work activities and projects; monitor work flow; inspect job sites daily for work progress. 4.Create and implement goals and objectives; implement approved policies and procedures. 5.Prepare and present staff reports for City Council, Parks and Recreation Commission and other Boards and Advisory Committees as necessary. 6.Plan, prioritize, assign, supervise, review and participate in the work of s taff responsible for performing a wide variety of maintenance activities within the Streets, Building Maintenance and Landscaping Divisions. 7.Establish schedules and methods for providing maintenance services; identify resource needs; review needs with appropriate staff; allocate resources accordingly. 8.Identify opportunities for improving service delivery methods and procedures; identify resource needs; review with appropriate management staff; implement improvements. 9.Develop policies and procedures; monitor work activities to ensure compliance with established policies and procedures; make changes and improvements to existing standards and procedures. Supervise and evaluate the performance of assigned personnel; provide or coordinate employee training and conduct annual performance review of personnel assigned to the Streets, Landscaping and Building Maintenance Divisions. 11. Provide or coordinate staff training; work with employees to correct performance deficiencies; prepare and recommend disciplinary actions for work performance deficiencies of assigned employees. 12. Perform the more technical and complex tasks of the work unit including coordinating departme nt work activities with other departments and outside agencies. 13. Prepare daily reports detailing daily production and work activities performed; track materials used in activities and equipment needed to perform duties ; prepare monthly, annual reports for all phases of streets, landscaping and building maintenance operations. 14. Identify potential safety problems and promote and implement safety procedures and training; conduct routine safety inspections of work areas and procedures. 15. Authorize purchases for operational materials; ensure equipment is purchased in compliance within established guidelines. 16. Respond to customer complaints and requests for maintenance services related services; discuss service requests with the public in the field and resolve problems. 17. Inspect the work of contractors involved in the installation of capital improvement pr ojects; review plans and resolve problems. 18. Direct, coordinate and review the work plan for maintenance and repair of streets, gutters, sidewalks, storm drains, bridges, signs, striping and other assigned city infrastructure. 19. Conduct routine inspections of work sites for vandalism and graffiti; take corrective action to ensure timely abatement activities occur. 20. Oversee, coordinate and participate in a variety of maintenance activities including landscaping, general grounds clean up, building maintenance, garbage and waste collection, pruning and tree care, the installation and repair of irrigation systems; and concrete work and basic carpentry work as required. 21. Estimate time, materials and equipment required for jobs assigned; requisition materials as required. 22. Coordinate facility set-up for special events, training classes and programs. 23. Respond to emergency situations during off -hours, as required. 24. Work closely with regulatory agencies to ensure compliance with Federal and State laws and regulations pertaining to water, sanitary sewer, stormwater, air quality and other related environmental compliance matters. 25. Serve as the City’s liaison to community groups and organizations such as the Arroyo Grande Tree Guild, Arroyo Grande in Bloom, and the Elm Street Dog Park Association. EXPERIENCE AND TRAINING GUIDELINES Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Experience: Six years of increasingly responsible maintenance experience. Training: Equivalent to the completion of the twelfth grade supplemented by college level course work in construction management. License or Certificate: Possession of a California driver’s license at the time of appointment and must be maintained throughout employment. Possession of, or ability to obtain within one year, an appropriate valid Qualified Applicator’s certificate as required by assigned position. Possession of, or ability to obtain within one year, an appropriate valid Hazardous Materials Em ergency Responder Certification. WORKING CONDITIONS Environmental Conditions: Office and field environment; may travel from site to site; exposure to computer screens; noise, dust, grease, smoke, fumes, gases; electrical energy, radiant energy; potentially hazardous chemicals; moving objects/vehicles; work in or with water; work around heavy construction equipment.
