MORATORIUM FOR TWO STORY OR MORE STRUCTURES IN SINGLE FAMILY ZONES Mr. Mack said the Council had been given copies of an urgency ordinance on height restrictions. City Attorney Art Shaw said that "hillside" references in the draft ordinance should be deleted, and that the ordinance applies to R-1 areas. Mr. Shaw read the ordinance and explained the various sections to the Council. Mayor Mankins said this is what the Council had in mind for an urgency ordinance. RUTH BROCKWAY of 1303 Newport Avenue asked the Council if the situation of her view being blocked by a neighbor, who is building a second story on his home, come before the Council at this time, and be tied to this ordinance.
