MINUTES
SPECIAL MEETING OF THE CITY COUNCIL
TUESDAY, OCTOBER 20, 1987
COUNCIL CHAMBERS, 215 E. BRANCH STREET
ARROYO GRANDE, CALIFORNIA
The City Council met in a special session at 3:40 P.M., with Mayor
Howard Mankins presiding. Present were Council Members Dorace Johnson
and Mark M. Millis. Absent were Council Members Gene Moots and D. G.
Porter.
COMMUNITY CENTER/SOUTH COUNTY REGIONAL CENTER PROPERTIES I GRADING CONFORMANCE
AND TREE REMOVAL C.C.FILE 6-14-105
Mayor Mankins asked Public Works Director Paul Karp to explain
the request of the Royal Oaks Estates developers.
Mr. Karp said the developers are asking the Council to approve
an alternative to solving the drainage on the property by filling a
valley next to the City's Community Center property, and running
the drainage overland and down to the road where it can be picked up
by a storm drain on West Branch Street. In answer to the Mayor, Mr.
Karp said that if this plan were implemented, the land would be much
more usable, but that the filled area would
not be on the same level as the present Community Center parking lot.
Mayor Mankins said he had spoken by long distance telephone to
Council Members Moots and Porter, and that they both approved the developers'
new plan.
In answer to Council Member Johnson's concern about the trees on
the property, Mr. Karp said he recommends the removal of the trees because
they would probably not live anyway with fill dirt around them.
Mr. Mack asked about the difference in elevation between the two
lots, and the Mayor said 6 to 8 feet between the existing parking lot
and the fill.
Mr. Mack said that County Supervisor Jim Johnson had asked Curtis
Sorg to attend the meeting as a representative of the County because
County property will be affected by the grading.
There was a discussion of an additional parking lot at the Community
Center. Council Member Johnson said that several years ago there were
plans made to establish a lower level parking lot at the back of the
Center.
Mr. Karp asked the City Clerk to accept into the record Exhibit
"A," a map showing the grading proposed on the site.
Moved by Millis/Johnson (3-0-2, Moots and Porter absent) to approve
the new grading plan and tree removal.
Council Member Johnson said that the removed trees should be replaced
and additional trees planted on the site. Council Member Millis agreed.
Mayor Mankins said that perhaps the City could move along faster on the
construction of the new additional parking lot.
PUBLIC APPEARANCE
MR. AND MRS. RICHARD T. BROCKWAY of 1303 Newport Avenue said that
the ocean view their family has enjoyed for 30 years will be blocked
by construction of a second story on a house behind them at 217 Fairview
Drive. They asked the Council to take emergency action to stop the building.
They said they had always presumed that a building height ordinance protected
their view.
Mayor Mankins said the Council could not take action at this meeting,
but that the matter would be placed on the City Council meeting agenda
for October 27, 1987, when the Council would give it full consideration.
He directed the City Attorney, Planning and Public Works staffs to look
into the matter before that date.

ARROYO GRANDE, CALIFORNIA
ALEX WOOLWORTH of 271 Walnut Street asked questions about lost
parking spaces at the Community Center in connection with the Royal Oaks
Estates development. Mayor Mankins said 11 spaces were lost when West
Branch Street was constructed. Mr. Woolworth asked if there are plans
underway to build the additional parking lot. Mr. Karp said no, but
there is a design for the lot. Mayor Mankins said Council Member Moots
has said that there is a City commitment to build the additional parking
lot.
Council Member Johnson asked what is in the budget for the new
parking lot. Mr. Mack said no dollars are in the budget for the project
at this time.
Mr. Woolworth asked further questions about the new drainage plan
which creates surface drainage, and Mr. Karp said that the drainage would
be taken to West Branch Street.
The meeting was adjourned at 4:40 P.M.
