The City Council may approve the remainder of the Consent Agenda on one motion. Cash Disbursement Ratification 8.a. (KRAETSCH) Recommended Action: Ratify the listing of cash disbursements for the period October 16, 2008 through November 15, 2008. Consideration of Statement of Investment Deposits 8.b. (KRAETSCH) Recommended Action: Receive and file the report of current investment deposits as of October 31, 2008. Consideration of Approval of Minutes 8.c. (WETMORE) Recommended Action: Approve the minutes of the Regular City Council Meeting of October 28, 2008, as submitted. Consideration of Side Letter of Agreement Modifying the FY 2008-09 through FY 8.d. 2009-10 Memorandum of Understanding with the Arroyo Grande Police Officers’ Association (ADAMS) Recommended Action: Adopt a Resolution approving the Side Letter of Agreement modifying the FY 2008-09 through FY 2009-10 Memorandum of Understanding with the Arroyo Grande Police Officers’ Association. Assembly of God to Drill and Install Replacement Well on Property Zoned Public Facility; APN 006-095-020; 207 Pilgrim Way (SPAGNOLO) Recommended Action: Adopt a Resolution approving the application by First Assembly of God to drill and install a replacement irrigation well on a property zoned Public Facility, APN 006-095-020; 207 Pilgrim Way. Consideration to Purchase a Mid-Sized Pick Up Truck 8 .f. (SPAGNOLO) Recommended Action: Authorize staff to purchase a mid sized pick up truck and the Extended Care Warranty from Christianson Chevrolet in the amount of $19,690.04. Consideration of Temporary Use Permit Case No. 08-018 Authorizing the 8.g. th Closure of City Streets for the 6 Annual Arroyo Grande Village Improvement Association Christmas Parade, November 30, 2008 (STRONG) Recommended Action: Adopt a Resolution approving Temporary Use Permit 08-018 th for the 6 Annual Arroyo Grande Village Improvement Association Christmas Parade. Consideration of Funding for SLO Green Build Program 8 .h. (ADAMS) n: Recommended Actio Approve the expenditure of $2,000 for support of the SLO Green Build Program. Consideration of Consultant Services Agreement with Penfield & Smith for the 8.i. Design of the West Branch Street Resurfacing Improvements Capital Improvement Project (SPAGNOLO) Recommended Action: 1) Approve an agreement with Penfield & Smith in the amount of $27,340 for the West Branch Street Resurfacing capital improvement project (PW-2008-08); 2) Authorize the Mayor to execute the agreement; and 3) ed 10% of Authorize the City Manager to approve contract amendments not to exce the $27,340 for unanticipated costs during the design phase of the project. Consideration of Consultant Services Agreement with Cleath & Associates to 8.j. Analyze Alternative Test Well Sites in the Vicinity of the Pearwood Avenue Basin(SPAGNOLO) pprove a consultant services agreement with Cleath & Recommended Action: 1) A Associates in the amount of $13,500 to analyze alternative test well sites in the vicinity of the Pearwood Avenue basin (Capital Improvement Project PW-2008- 10); 2) Authorize the Mayor to execute the agreement; and 3) Authorize the City Manager to approve contract amendments not to exceed 10% of the $13,500 for unanticipated costs during the design phase of the project. Consideration of First Amendment to Agreement with MNS Engineers for 8.k. Consultant Engineering Services (SPAGNOLO) Recommended Action: 1) Approve a First Amendment to the Agreement for Consultant services with MNS Engineers, Inc. to increase the “not to exceed” amount by $4,890 for the design of the City Hall Parking Lot Bioswale/Drainage Filter; Crown Hill (Paulding Middle School) Sidewalks; Elm Street Sidewalks; and Montego Street/Hillcrest Drive Intersection Improvements capital improvement projects (PW- 2008-07); and 2) Authorize the Mayor to execute the amendment. Time Building Permit Technician Position (ADAMS) Recommended Action: Adopt a Resolution establishing a job description and salary range for the part-time Building Permit Technician position. 9.PUBLIC HEARINGS: Continued Public Hearing -Consideration of Adoption of a Resolution Denying 9.a an Appeal and Upholding the Parks and Recreation Commission’s Approval of Tree Removals (PERRIN) Recommended Action: Adopt a Resolution denying the appeal and upholding the lyptus Parks and Recreation Commission’s approval to allow removal of two euca trees at 415 East Branch Street subject to conditions of approval in Exhibit “A”. 10. CONTINUED BUSINESS: Consideration of Tourism Study Recommendations 1 0.a. (ADAMS) [COUNCIL/RDA] Recommended Action: 1) Accept the findings of the San Luis Obispo County Economic Vitality Corporation (EVC) tourism studies; and 2) Direct staff to meet with representatives of the Chamber of Commerce and other organizations to pursue formation of a tourism promotion committee to develop a vision and plan for implementation of other recommendations of the study. 11. NEW BUSINESS: Consideration of a Pre-Application Review 08 -006; East Branch/North Mason/Le 11.a. Point Streets (“Scolari Property”) (STRONG) Recommended Action: Review and comment on the applicant’s proposed project. Consideration to Adopt the City’s Storm Water Management Plan 1 (SPAGNOLO) 1.b. Recommended Action: Review the City’s draft Storm Water Management Plan; 2) Adopt a Resolution approving the plan contingent upon resolution of the issues identified in staff’s proposed comments to the Regional Water Quality Control Board; and 3) Propose any additional comments prior to the end of the public review period.. Consideration of Fiscal Year 2008-09 First Quarter Budget Status Report 11.c. (KRAETSCH) [COUNCIL/RDA] Recommended Action: 1) Approve Carryover Appropriations as shown on Schedule A and approve budget adjustments and recommendations as listed in the Quarterly Financial Report and shown on Schedule A. "fhe Arroyo Grande Commercial tv(arket, a large concrete structure built in 1917, was opposite Tanner's Hall. 7-his was a dry goods and grocery store, and Edwin S. Whitlock was the manager. Whitlock had a happy disposition and was always telling funm~ sto- ries which he ended with a roaring, catchy laugh. A tivide stairway leading up to a mezzanine was a great place to roam. Phis was the only store in town with money canisters, which were shot up along wires through- outthe store to the cashier's office on the mezzanine floor. On our way through town we passed the old city hall built by the Good Samaritans as a meeting place in the 1880s. When Arroyo Grande was incorporated in 1911, the Good Samaritans donated their hall to the cit}c A red, hollow-brick firehouse was attached to the city hall building, and it housed a 1925 I~loreland chain-drive fire engine with hard ntbber tires. You could hear it coming for blocks. Herman ~4ades' Gents Furnishing Store was our next stop. Herman, an easygoing guy, tivas friendly with kids, and we usually made our visitations to his store on the week- end to check out the empty clothing boxes in the back room. We were avid stamp collectors, and Herman was one of our best sources because most of his clothing ship- . rnents came by mail in large boxes with many colorful stamps attached to them. Next door to Herman s was Zeyen's Grocery Store that was, at the time, the only store in town selling quart bottles of soda pop and bulk ice cream. If we could dig up the money -ten cents - Zeyen's would be the prime stopping point for our quart bottle of Party-Pac after school. Bill Zeyen and his son Zink operated the store, and they were ahvays pulling pranks on people. They were friendly and lived in the house behind the store. Bill tvas well known in town for playing the drums on Saturday nights at Tanner s Dance Hall, also known as The Rat Race. On our way and across the street from Zeyen's was the local milk depot on the comer of Branch and Short streets.
