CITY COUNCIL LONG RANGE PLANNING AD HOC COMMITTEE
MONDAY, MARCH 2, 1987

The City Council^met in regular session with Council Member Gene Moots
presiding. Present were Staff Members Robert Mack, City Manager, and Paul
Karp, Public Works Director; Spencer Thomas, Parking and Traffic Commissioner,
and Ira Hughes, Downtown Parking Advisory Board Member.
Council Member Moots said that the purpose of the committee is to develop
a working outline of a broad range of issues that will affect the City in the
future. He said the Committee will be prioritizing those issues, and trying
to get out into the forefront of planning in the City.
Mr. Thomas was appointed by Council Member Moots as a member of the
Committee. Mr. Hughes said he would be discussing with the Downtown Parking
Advisory Committee who would be its permanent representative to the group.
Mr. Moots explained that problems facing the City in the future would
fall into three categories, the ones which are imperative to handle immediately,
the ones which are long range, and the ones already in the process of being
solved. Mr. Mack outlined at the easel a way to establish priorities so the
City Council will have a place to begin finding the long term solutions to
City problems. Council Member Moots asked Mr. Mack to provide for the
Committee members his sample outline for identifying the problems and
prioritizing them. He said at the next meeting the Committee could begin
finding the direction in which it wants to go. He asked Staff to assist the
Commit tee.
There was a discussion of sewer and water needs for the future of the
City.
Committee Members set the next meeting for Monday, March 16, 1987,
at 7:30 P.M. in the Council Chambers Building Conference Room.
